HomeMy WebLinkAbout2025-002-2304_-_Direction_for_Two_Distinct_Proposed_Millage_Rate_-_Adopted.docxRESOLUTION NO. 2025-002-2304 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, DIRECTING THE CITY MANAGER TO PRESENT TWO DISTINCT PROPOSED MILLAGE RATE TO THE CITY COUNCIL DURING THE MONTH OF JUNE PRIOR TO CONSIDERATION OF THE “NOT TO EXCEED” MILLAGE RESOLUTION; PROVIDING FOR INSTRUCTIONS TO THE CITY MANAGER; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on September 25, 2024, the Mayor and City Council adopted the FY 2025 Budget, and WHEREAS, the City Council has adopted a balanced budget which maintained the operating millage rate at its current level for the twelfth consecutive year, despite the ongoing challenges of the current economic environment, and WHEREAS, property values within Miami Gardens have experienced significant growth in recent years driven by factors such as strong economic growth, increased housing demands, and infrastructure improvements, and WHEREAS, this increase in property values directly translate to an increase in the taxable value of properties, which can lead to higher property tax bills for residents despite the City not raising the operating millage rate for a twelfth consecutive year, and WHEREAS, Councilman Leon is recommending the City Council direct the City Manager to develop two distinct millage rates to be presented to the City Council during the Month of June prior to consideration of the "not to exceed" Millage Rate Resolution, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2: DIRECTION TO THE CITY MANAGER: The City Council of the City of Miami Gardens hereby direct the City Manager to develop two distinct millage rates to be presented to the City Council during the Month of June prior to consideration of the "not to exceed" Millage Rate Resolution as follows:  Millage Rate A - a rate that maintains the current level of municipal services and implementations of new initiatives. This rate would be designed to minimize the impact of increased property values on residents' tax bills. Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage.
