HomeMy WebLinkAbout2025-016-2318_-_Joann_E._Cox_Rolle_Blvd_-_Adopted.docxRESOLUTION NO. 2025-016-2318 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE RENAMING OF NW 23RD AVENUE ROAD, BETWEEN NW 155TH TERRACE TO NW 158TH STREET AS “JOANN E. COX ROLLE BLVD.”; AUTHORIZING THE CITY MANAGER TO CHANGE THE STREET SIGNAGE; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Mrs. Joann E. Cox Rolle was one of the many outspoken community activists that were trailblazers previous to the incorporation of the City of Miami Gardens in 2003, and WHEREAS, Joann was born and raised in Hallandale Beach, Florida of Bahamian lineage on February 7th, 1925, in Hallandale, FL, to the parents of Bishop Theodore and Elizabeth Cox, and WHEREAS, Joann married Burdine A. Rolle, on July 27th, 1942, and to that Union was born; Shirley, Connie "Constance", and James Rolle, and WHEREAS, Joann attended the first Black-owned school of Cosmetology in Miami-Dade County, “Sunlight Beauty Academy” and became the first black hairdresser assistant under the guidance of David and Laurel Julius, and WHEREAS, in 1950, Joann and her husband moved to the Bunche Park neighborhood within Miami-Dade County, Florida; an area known for black World War II veterans; and WHEREAS, Joann was a longtime resident who personally campaigned against a property developer for the benefit of families, in a time when people of color were denied many privileges and civil liberties; and WHEREAS, Joann’s fearlessness and determination influenced the development and construction for a recreational playground and park in Miami Gardens, now known as Bunche Park; and WHEREAS, Section 34-233 of the City of Miami Gardens Code of Ordinance outlines the process for renaming and co-designating streets, and WHEREAS, Section 44-233(b)(10) provides guidance for the Mayor and members of the City Council to sponsor a Resolution for the renaming or co-designation of a street, and WHEREAS, Vice Mayor Robert Stephens, III seeks to honor the strong legacy and work of the late Mrs. Joann E. Cox Rolle by officially recognizing and dedicating NW 23rd Docusign Envelope ID: 2AD1C2BF-44A7-4B17-933C-5A481079A144 Page 2 of 3 Resolution No. 2025-016-2318 Avenue Road, between NW 155th Terrace and NW 158th Street, as “JOANN E. COX ROLLE BLVD.” and directing the City Manager to take all steps necessary to change the street signage for this purpose, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens hereby authorizes the renaming of NW 23rd Avenue Road, between NW 155th Terrace and NW 158th Street as “JOANN E. COX ROLLE BLVD.”. The City Council authorizes the City Manager to change the street signage. Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage.
