City Council Minutes
February 12, 2025
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Feb 12 2025, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Robert Stephens, Councilwoman Katrina L. Baskin, Councilwoman
Michelle C. Powell, D.O., MPH, Councilman Reggie Leon, Councilwoman
Katrina Wilson, and Councilwoman Linda Julien.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.

Vice Mayor Stephens delivered the Invocation.

A motion offered by Councilman Leon, seconded by Councilwoman
Julien, to approve the Minutes passed and carried by a 7 to 0 voice
vote of the City Council.
5. ORDER OF BUSINESS
Councilwoman Wilson requested a discussion item be added to the Agenda as
Item 13.1.
A motion made by Councilman Leon, seconded by Councilwoman Julien,
to approve the Agenda as amended passed and carried by a 7-0 voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
7. PUBLIC COMMENTS
Linda Pearl Fils-Aime, 15420 NW 28th Court, Miami Gardens, FL, appeared
before the City Council to share information about a Black History event she is
hosting at the Miami-Dade North Library.

Gale O. Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL,
thanked the City Council for actively listening to and educating residents. She
expressed her support for maintaining the current charter language regarding
the term of office for elected officials. Additionally, she voiced her support for
moving forward with the Myrtle Grove Park improvement plan.
Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, requested that City
staff publicly address questions raised in public meetings during City Council
meetings and ensure they are recorded in the minutes.
Alvin Jackson, 2680 NW 123rd Street, Miami, FL, shared information about an
upcoming event he is hosting, titled A-Stone Music for Autism.
Francis Ragoo, 889 NW 214th Street, Miami Gardens, FL, provided details on
the upcoming Arbor Day 2025 initiative.
Majorie Allen Cross, 1425 NW 193rd Terrace, Miami Gardens, FL, raised
concerns about speeding in her neighborhood and the placement of public utility
poles.
John Zeigler, 18501 NW 12th Court, Miami Gardens, FL, addressed concerns
regarding the City's code, or lack thereof, as it relates to storm shutters.
Donna V. Roser, 18940 NW 11th Avenue, Miami Gardens, FL, expressed
frustration over her inability to participate as a local vendor in City-sponsored
events, despite her business being located in Miami Gardens.

11.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE RENAMING OF NW 23RD
AVENUE ROAD, BETWEEN NW 155TH TERRACE TO NW 158TH
STREET AS “JOANN E. COX ROLLE BLVD.”; AUTHORIZING THE CITY
MANAGER TO CHANGE THE STREET SIGNAGE; PROVIDING FOR
THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
Vice Mayor Stephens provided an overview of the item and requested the
City Council's support.
Councilwoman Julien expressed her support for the item and requested
to be listed as a co-sponsor.

Mayor Harris requested that the record reflect all Council Members as co-
sponsors of the item.
A motion to approve the resolution was made by Councilman Leon
and seconded by Councilwoman Julien.
Vice Mayor Wilson also spoke in support of the item and requested to be
added as a co-sponsor.
Mayor Harris then opened the floor for public comment.
Connie Taylor, residing at 19107 NW 14th Avenue Road, Miami Gardens,
FL, addressed the City Council, voicing her support for the item and
expressing gratitude for their backing.
With no further public comments, Mayor Harris closed the floor.
As there were no additional discussions, Mayor Harris called the
question.
A motion offered by Councilman Leon, seconded by Councilwoman
Julien, to approve the Resolution passed and carried by a 7 to 0 roll
call vote of the City Council.

A motion made by Councilman Leon, seconded by Councilwoman
Julien, to approve the Consent Agenda passed and carried by 7-0
voice vote.
13. RESOLUTION(S)
13.1. CITY DISCUSSION ITEM SPONSORED BY COUNCILWOMAN
KATRINA WILSON.
Councilwoman Wilson stated that she requested this discussion item to
ensure the City has adequate staffing and resources in place to maintain
cleanliness and operational support for the major events scheduled in the
coming months.
City Manager Benson assured the Council that the City is prepared to
take all necessary steps to maintain operational effectiveness. He also
recognized Assistant City Manager Paulett Murphy for her leadership in
overseeing public service departments.
Councilwoman Wilson recommended that the City explore a partnership
with local schools to host a summer job fair.
Vice Mayor Stephens suggested that the administration consider
organizing a large-scale job fair if additional staffing needs arise.

In response to a question from Councilwoman Wilson, City Manager
Benson confirmed that the City has hosted and participated in job fairs.
Councilwoman Wilson reiterated her concerns about the lack of job fairs
specifically targeting local high school students.
Councilwoman Julien acknowledged that the City has previously
participated in local job fairs.
City Manager Benson also outlined ongoing efforts by the administration
to fill vacant positions.
Councilman Leon suggested establishing recruitment stations at major
City-sponsored events.

City Manager reported on the warning citation period of the Red Speed Program,
where 10,000 warning have been issued to date. He continued to state the City
will have zero tolerance for speeding in the City of Miami Gardens.
