CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Feb 26 2025, beginning at 5:33 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Councilwoman Katrina L. Baskin, Councilwoman Michelle C. Powell, D.O., MPH, Councilman Reggie Leon, Councilwoman Katrina Wilson, and Councilwoman Linda Julien. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. A motion made by Councilman Leon, seconded by Councilwoman Julien, to excuse the absence of Vice Mayor Stephens passed and carried by a unanimous voice vote. 2. INVOCATION Councilwoman Baskin delivered the Invocation. 3. PLEDGE OF ALLEGIANCE Recited in unison. 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes – February 12, 2025 A motion offered by Councilman Leon, seconded by Councilwoman Julien, approve the Minutes passed and carried by a 6 to 0 voice vote of the City Council. 5. ORDER OF BUSINESS Item 12.1 was withdrawn from the Agenda. A motion made by Councilman Leon, seconded by Councilwoman Julien, to approve the Agenda as amended passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. VETERAN AFFAIRS ADVISORY BOARD QUARTERLY REPORT Docusign Envelope ID: 35A5C8DE-C579-486D-8E27-86EA41DADC19 Page 2 of 5 February 26, 2025 Regular City Council Meeting Minutes This item was differed to the next City Council Meeting. 7. PUBLIC COMMENTS Verneta S. Hooper, 20801 NW 31st Street, Miami Gardens, FL, appeared before the City Council and shared concerns regarding her Red Speed Program Citation. Christine Malcom, 18910 NW 831st Avenue, Miami Gardens, FL, appeared before the City Council and spoke in opposition to Item 12.4. In addition, Ms. Malcom requested an explanation of Item 12.2. Lastly, she shared concerns about the fairness of the allotted time for residents to speak compared to the City Council, along with the placement of the speaker clock. Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared before the City Council and thanked staff for their assistance, responsiveness, and support provided to residents. Dr. James Davis, 1500 NW 154th Street, Miami Gardens, FL, appeared before the City Council and provided comments and concerns regarding any proposed amendment to Section 2.3 of the City's Charter as it relates to term limits. Alexandra Hughes, 600 NW 210th Street, Miami, FL, appeared before the City Council and provided comments on addressing crime and restoring social order in the community, specifically in rental communities. Rea Hughes, 335 NW 180th Street, Miami Gardens, FL, appeared before the City Council and provided an update on the traffic light project at 180th Terrace and 27th Avenue. In addition, she stated that the community is looking forward to the groundbreaking of the Myrtle Grove Park Improvement Project. Lastly, she inquired about the estimated cost of holding a Special Election in the City of Miami Gardens. State Representative Felicia Robinson appeared before the City Council and urged residents to be involved in Florida State Legislative Sessions and State Committee Meetings. Lavern Deer, 18721 NW 11th Road, Miami Gardens, FL, appeared before the City Council and encouraged the City Council to support inclusionary policies. 8. Councilwoman Powell reported on the following sponsored initiatives:  Residential Seat 3 Community Meeting  Residents' Choice Awards  Weekend Community Summit  5K Run and Health Fair Partnership with Delta Sigma Theta  Healthy U Livestream  Health Tip: Learn your family health history. Councilman Leon provided comments on the role of the City Council in representing the community and being duly elected by the people. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, RESCINDING RESOLUTION NO. 2024-178- 2252 WHICH ALLOCATED FUNDS FROM COUNCILWOMAN LINDA JULIEN'S COMMUNITY BENEFIT ACCOUNT IN AN AMOUNT NOT TO EXCEED FIVE THOUSAND DOLLARS ($5,000.00), IN SUPPORT OF THE SUSAN G KOMEN MORE THAN PINK WALK SPONSORSHIP; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. 12.3. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO RELY UPON MANATEE COUNTY SCHOOL DISTRICT CONTRACT OF AGREEMENT NO. 21-0053-MR TO ISSUE A PURCHASE ORDER IN AN AMOUNT NOT TO EXCEED $270,867.00 TO BLISS PRODUCTS AND SERVICES, INC, FOR PLAYGROUND AND FITNESS EQUIPMENT FOR SCOTT PARK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. 12.4. A motion offered by Councilman Leon, seconded by Councilwoman Julien, to approve the Consent Agenda passed and carried by a 6 to 0 voice vote of the City Council. 13. RESOLUTION(S) 14. REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK (3 MINUTES EACH) City Manager Benson provided a brief report on the Red Speed Program and a recent visit to Tallahassee to meet with State Representatives regarding City of Miami Gardens initiatives. City Clerk Bataille acknowledged that he submitted a report to the City Council concerning the Special Election process. 16.
