CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, May 14 2025, beginning at 5:38 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Robert Stephens, Councilwoman Katrina L. Baskin, Councilwoman Michelle C. Powell, D.O., MPH, Councilman Reggie Leon, Councilwoman Katrina Wilson, and Councilwoman Linda Julien. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Vice Mayor Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes – April 23, 2025 A motion offered by Councilman Leon, seconded by Vice Mayor Stephens, to approve the minutes passed and carried by a 7 to 0 voice vote of the City Council. 5. ORDER OF BUSINESS Councilwoman Powell withdrew Item 12.5 from the Agenda. Councilwoman Julien withdrew Item 6.1 from the Agenda. Councilwoman Baskin pulled Item 12.2 from the Consent Agenda. A motion made by Councilman Leon, seconded by Councilman Stephens, to approve the Agenda as amended passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. PUBLIC COMMENTS Janice Coakley, 19681 NW 33rd Avenue, Miami Gardens, FL, appeared before the City Council to discuss the Water Utility Settlement with North Miami Beach. She emphasized the need for increased communication to residents on this matter. Additionally, she expressed concern about the City's School Zone Speeding Enforcement program and opposed the renaming of Rolling Oaks Park. Mamon Tisdol, 17031 NW 11th Avenue, Miami Gardens, FL, appeared before the City Council to address concerns regarding speeding along 12th Avenue. Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the City Council to comment on meeting decorum among City Council Members and the lack of disciplinary action for those who do not maintain decorum. Patricia Wright, 1221 NW 179th Street, Miami Gardens, FL, appeared before the City Council to inquire about the rationale behind renaming Rolling Oaks Park. She reiterated her opposition to the renaming and also raised concerns about child trafficking associated with large-scale events in Miami Gardens, urging the City to address this issue. Cling John, 19611 NW 12th Avenue, Miami Gardens, FL, appeared before the City Council in support of renaming Rolling Oaks Park after former Senator Oscar Braynon, II. Yvonne Hart, 16000 NW 17th Court, Miami Gardens, FL, appeared before the City Council to express opposition to renaming Rolling Oaks Park. Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared before the City Council to oppose renaming Rolling Oaks Park. Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the City Council again to reiterate opposition to renaming Rolling Oaks Park and emphasized the importance of Council members engaging with their constituents. Francis Ragoo, 889 NW 214th Street, #102, Miami Gardens, FL, appeared before the City Council to oppose renaming Rolling Oaks Park. Dr. James Davis, 1500 NW 154th Street, Miami Gardens, FL, appeared before the City Council to discuss literature on including residents in the democratic government process. He urged the Council to involve residents in decision- making and reiterated opposition to renaming Rolling Oaks Park. Sylvia Perkins, 2301 NW 186th Street, Miami Gardens, FL, appeared before the City Council to oppose renaming Rolling Oaks Park. Ruby Mahone and James Mahone, 1681 NW 189th Terrace, Miami Gardens, FL, appeared before the City Council to oppose renaming Rolling Oaks Park. Christine Malcolm, 18910 NW 31st Street, Miami Gardens, FL, appeared before the City Council to question the use of allocated funds referenced in Item 12.1. She also requested that residents be given the opportunity to provide feedback to the Council on the positive and negative impacts of large-scale events on the community. Kevin J. Williams, 18401 NW 24th Avenue, Miami Gardens, FL, appeared before the City Council to oppose renaming Rolling Oaks Park. Lauren AnNandi, 19005 NW 95th Street, Miami, FL, appeared before the City Council to support renaming Rolling Oaks Park. 8. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE RENAMING OF ROLLING OAKS PARK TO “SENATOR OSCAR BRAYNON ll PARK”; PROVIDING FOR ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE Docusign Envelope ID: BA490C19-9E83-4497-B118-8FAB083CCF8B Page 7 of 10 May 14, 2025 Regular City Council Meeting Minutes Councilwoman Baskin spoke about her intention to remove the item from the Consent Agenda. She expressed support for recognizing individuals for their contributions to the City but opposed renaming Rolling Oaks Park. Instead, she proposed naming the building at Rolling Oaks Park after former Senator Oscar Braynon II. A motion was made by Vice Mayor Stephens, seconded by Councilwoman Julien, to approve the Item. Councilwoman Wilson stated her respect for Senator Oscar Braynon and his family. She suggested that the Council should reconsider the process for renaming streets and facilities, emphasizing the importance of community engagement before bringing any renaming item to the City Council. Councilman Leon expressed that the current process does not need to change. However, he recommended that Council members use their individual community meetings to engage residents on important community matters and improve communication. Councilwoman Powell emphasized the importance of processes and highlighted the Council's responsibility to listen to residents. She discussed various methods for recognizing individuals and expressed support for enhancing the recognition process to include public input. Councilwoman Wilson reiterated the importance of communication, fairness in processes, and expressed concerns about the fairness of the renaming process. She acknowledged her sponsorship for renaming Carol City Park to Walt Frazier Park without a formal process and recommended further discussion on this matter. Councilwoman Julien thanked residents and Council members for sharing their thoughts on the item. She noted that the process she followed in presenting this item to the Council is customary for facility renaming or co-designation. She provided an overview and clarified the intent of the item. A motion was made by Councilwoman Baskin, seconded by Councilwoman Powell, to amend the Resolution to name only the building at Rolling Oaks Park as the "Senator Oscar Braynon II Center." On the motion to amend, Mayor Harris suggested tabling the item due to apparent unreadiness. Councilwoman Powell proposed scheduling a Sunshine Meeting to further discuss this item. Mayor Harris along with Councilman Leon added her importance to the City's redevelopment and noted she will be missed. Rolling Oaks Park; This is a very sensitive issue for us in a lot of ways. We are very passionate about maintainingthe legacy of our neighborhoods and we are also just as passionate about maintaining relationships. In the Bunche Park area, we have had 2 street named recently for 2 of our most beloved residents who have contributed a lot, not only to our corner of the community, but to the city. We have dedicated the playground & the football field at Bunche Park after residents who made great contributions to both. The alumni was challenged with adding the name of TeeGreer by his family to North Dade Middle School. The neighborhood & Thunderbirds came out against it very delicately. We wanted the family to know that we loved Dr Greer, but welove the legacy of the school more. Same for Oscar. He is loved in this community along with his family, parents, Oscar Sr &Pat. We are proud to see his name on the walkway to the stadium, but the residents of Rolling Oaks don’t want anyone’s name attached to that park. It is a sense of pride to them just aseverything Bunche Park is to us. Please honor their wishes. There are a lot of residents who did a lot of important work in this community that are aging. My name is Adrianne Derozin (18900 nw 18th court Miami Gardens Fl 33056) and I havebeen a resident of Miami Gardens since I was born in 1990. This is a long comment, but I hope the whole letter gets read. I have been raised in this community and attended schools in itlike Crestview Elementary and Norland Middle School, and I can remember walking to Rolling Oaks Park for school picnics during elementary. I remember beaming with pride as Itold other students that "if you take this road, my house is right down the street". I remember walking past Rolling Oaks Park to go to Juniors and Ruiz market on 183rd street for snacks asa child and pre teen. Giving directions and saying turn by Rolling Oaks Park. I've always known that park as Rolling Oaks Park, and with this renaming I am continuing to think thatyou do not care about the residents as much as you say. I actually have little faith in this actually doing anything because when the residents voiced concerns about Formula 1 eventhough it was voted down it was brought back up and approved despite concerns. Red Light cameras and school zone cameras were just added, Formula 1 just added, The UM games justadded, Miami Gardens Surcharge fee on our water bills just added. All of these things just being added that are "supposed" to help build the city and help residents, but without a lot ofcommunity input in the process. It's funny during election season you guys make a valiant effort to get in contact with residents for votes, through countless fliers and text messages that I'm pretty sure no one consented to,but when things like this are on the docket to get approved there's no real effort to get residents informed in order to come out and voice our opinions. I work in a municipality so Iknow that just posting a scheduled meeting on the city's website or putting it on the jumbotron outside city hall counts as your public notice, but on things that affect our day to day lives Iwish you guys would use that same vigor that you have to contact us every couple of years for elections for these important decisions. Most people in our city don't know about these thingsbecause we're too busy working to keep up with our cost of living which is 21% higher than the national average, keeping up with our homes and helping our parents and grandparentskeep up with their homes that most of them own by the way through decades of hard work. (I know we're one of the city's that have the majority of their residents as homeowners notrenters.), and now we're even further distracted with the antics of our current federal administration. I have lived in Miami gardens my whole life. (Millennial here) I've seen when they didn'tknow whether to call us Carol City, Norland, Norwood, or Opa Locka until we were incorporated in 2003 when I was in norland middle school. I have memories of walking toNorth dade regional library and spending hours reading books, and wishing I could go to Bunche park with friends during the summer but unfortunately my grandparents were too over Docusign Envelope ID: BA490C19-9E83-4497-B118-8FAB083CCF8B protective. I saw when Starbucks came on Ives dairy road and 441 when I was in high school(often a marker that a city has a great flow of revenue). I've witnessed the last days of Carol City Flea market and the demolition of that Plaza that included an empty club that I never gotto party in but remember its place and heard stories about. As I get older I realize that change must happen and life moves forward, but at one point or another you all have made your election run on the basis of developing Miami gardens withthe RESIDENTS in mind. Some of you are quoted saying that you're concerned about the expansion of the city at the expense of your constituents, but yet these decisions and proposalsare starting to do just that. I'm beginning to wonder how this Miami Gardens city centre is going to affect us in the long run and if it will eventually be the bane of our existence. I'm alsostarting to have less faith that this city will be a continued source of black excellence with working and middle class families many of which who got their roots in Miami gardens afterbeing pushed out of overtown with the development of I-95, or got their roots here through immigration at one point in their families' history. Will we eventually be casted out of a citythat we helped build in the name of progress and development too? Two things I've learned with history is that it repeats itself, and that given the chance, accomplishments by blackpeople are always on the chopping block to be erased as you can see with the opposition of learning about Black History (American History) in schools today and the threat toremove funding for The National Museum of African American History and Culture. I don't want this great city to be added to the list of erasures that some are foaming at the mouth tohave. Develop yes, make this city better for all of the wonderful families living here yes, but making decisions that negatively affect your constituents in the long term or erase memoriesfor those who even made it possible for you to even have a seat on a dais as a councilman/woman?
