City Council Minutes
July 9, 2025
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Jul 09 2025, beginning at 5:34 PM, in the Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Councilwoman Katrina L. Baskin, Councilwoman Michelle C. Powell, D.O., MPH,
Councilman Reggie Leon, Councilwoman Katrina Wilson, and Councilwoman
Linda Julien.
Also, in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.
A motion made by Councilwoman Julien, seconded by Councilman Leon,
to excuse the absence of Vice Mayor Stephens passed and carried by a
unanimous voice vote.

A motion offered by Councilman Leon, seconded by Councilwoman
Julien, to approve the minutes passed and carried by a 6 to 0 voice
vote of the City Council.
5. ORDER OF BUSINESS
The following items were added to the Agenda:
ADD-ON ITEM #1: A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE USE OF THE CITY

MIAMI GARDENS, FLORIDA, AUTHORIZING THE USE OF THE CITY
COUNCIL CHAMBERS ON JULY 11TH, 2025; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE
DATE. (SPONSORED BY COUNCILWOMAN LINDA JULIEN)
A motion made by Councilman Leon, seconded by Councilwoman Julien,
to approve the Agenda as amended passed and carried by a unanimous
voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. SPECIAL PRESENTATION RECOGNIZING PARKS AND
RECREATION MONTH.
Councilman Leon was joined by the Mayor and City Council in presenting
Parks and Recreation department staff with the Parks and Recreation
Month Proclamation.
6.2. SPECIAL PRESENTATION COMMENDING ADRIAN SIMMONS.
Councilman Leon was joined by the Mayor and City Council in recognizing
Adrian Simmons for his outstanding accomplishments and achievement
of Eagle Scout.
7. PUBLIC COMMENTS
Myya Passmore, 16350 NW 40th Court, Miami Gardens, FL, appeared before
the City Council to advocate for improvements needed in the Venetian Garden
area, including drainage, septic to sewer transition, traffic lights, community
policing, the City bicycle & pedestrian plan, and rezoning as a College District.
Darryl Thomas, 16040 NW 28th Court, Miami Gardens, FL, shared concerns
regarding safety at City events, referencing issues during the City's 4th of July
event.
Kamilah Cross, 1425 NW 193rd Terrace, Miami Gardens, FL, expressed
concerns about interactions between Ms. Majorie Cross and a Council Member.
Jason Morris, 2490 NW 207th Street, Miami Gardens, FL, voiced concerns
regarding delays in his zoning application.
Dr. James Davis, 1500 NW 154th Street, Miami Gardens, FL, provided
comments on the Juneteenth Gala and requested full financial disclosure related
to the event.
Margaret Kendrick, 2724 NW 199th Lane, Miami Gardens, FL, raised concerns
about traffic and access issues during Hard Rock Stadium events despite having

a residential access pass, urging the Council to revisit the impact of these events
on the community.
Mamon Tisdol, 17031 NW 11th Avenue, Miami Gardens, FL, expressed
concerns about traffic at the intersection of NW 170th Terrace and 12th Avenue.
Reah Hughes, 335 NW 180th Street, Miami Gardens, FL, commented on public
comments during meetings and requested follow-up from the Council on resident
concerns and made comments concerning Council decorum.
Phyllis Larkin, 1900 NW 154th Street, Miami Gardens, FL, requested
enforcement review of Red Speed Camera policies during non-school times.
Porsha Beasley, 1998 NW 155th Street, Miami Gardens, FL, expressed
concerns about code enforcement inconsistencies in her neighborhood.
Mary Cooper, 2990 NW 168th Terrace, Miami Gardens, FL, shared concerns
about code enforcement practices and requested a review by the City Council.
Cheryl Waterman, 20340 NW 29th Court, Miami Gardens, FL, raised traffic
concerns in Riverview Homeownership due to Hard Rock Stadium events and
requested improved notice and a permitting process for residents to use their
properties for event parking.
Cornelius D. Lee, 20469 NW 9th Court, Miami Gardens, FL, voiced concerns
about Maintenance of Traffic (MOT) during stadium events.
Lailah Robinson, Miami Gardens, FL, introduced her nonprofit organization
"Cerealously Good, Inc." and requested City support through donations or
placement of a community bin at a City facility.
Latany Williams, 2738 NW 201st Terrace, Miami Gardens, FL, requested
consideration for residents near the stadium to sell parking for stadium events.
Gloria Cason, 20000 NW 15th Avenue, Miami Gardens, FL, expressed concerns
about the negative effects of stadium events on residents.

Councilwoman Leon reported on the following sponsored initiative:
• Youth Night Camp
Mayor Harris encouraged residents serviced by the North Miami Beach Water
Utility to complete their Water Utility Settlement forms.

10.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AMENDING CHAPTER 16, ARTICLE III OF THE
CITY MIAMI GARDENS CODE OF ORDINANCES TO CREATE
SECTION 16-61 ENTITLED “WINDOW OPENINGS”; PROVIDING FOR
ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES
IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING
FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE.
Mayor Harris opened the floor for public comment.
There being no public comment, Mayor Harris closed the floor.
A motion was made by Councilman Leon, seconded by
Councilwoman Julien to approve the Ordinance on second reading.
In response to Mayor Harris, Attorney Dickens provided an overview of
the Item.
There being no further discussion, Mayor Harris called the question.

Julien, to approve the Ordinance on Second passed and carried by
a 6 to 0 roll call vote of the City Council.

CERTAIN AGREEMENT WITH BEEFREE, LLC IN SUBSTANTIAL
FORM AS THAT AGREEMENT ATTACHED HERETO AS EXHIBIT “A”

A motion offered by Councilman Leon, seconded by Councilwoman
Julien, to approve the Consent Agenda passed and carried by a 6 to
0 voice vote of the City Council.

13.1. A RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF MIAMI
GARDNES, FLORIDA, ACCEPTING THE FISCAL YEAR 2023-2024
ANNUAL AUDIT REPORT FROM THE CITY'S AUDITOR, ANTHONY
BRUNSON, P.A.; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE.
City Manager Benson introduced City Auditor Anthony Brunson who
provided a brief presentation on the City's Audit.
A motion offered by Councilman Leon, seconded by Councilwoman
Baskin, to approve the Resolution passed and carried by a 6 to 0
voice vote of the City Council.
13.2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE USE OF THE CITY
