Regular City Council Meeting Minutes
A motion made by Councilman Leon, seconded by Councilwoman Julien,
to approve the Agenda as amended passed and carried by a unanimous
voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
7. PUBLIC COMMENTS
Mayor Harris welcomed Miami-Dade County Commissioner Oliver Gilbert, who
addressed the City Council and provided updates on the Water Utility Surcharge
Bill. In addition, he spoke on the importance of property taxes in funding essential
services such as police and fire. Lastly, he expressed support for renaming
Rolling Oaks Park in recognition of former State Senator Oscar Braynon II, citing
his leadership and advocacy for the community as an elected official.
Gale Cunningham, 19081 NW 14th Avenue Road, Miami Gardens, FL, appeared
before the City Council and provided historical context on the development of
Rolling Oaks Park based on residents’ needs. She spoke in opposition to
renaming the park in recognition of former State Senator Oscar Braynon II.
Malcom Johns, 18825 NW 14th Avenue Road, Miami Gardens, FL, appeared
before the City Council and expressed concerns about road closures caused by
activities at Rolling Oaks Park and their impact on the community. He also raised
concerns regarding homelessness at Snack Creek Trail.
Basil Cole, Miami Gardens, FL, appeared before the City Council and spoke in
opposition to renaming Rolling Oaks Park.
James Davis, 1500 NW 154th Street, Miami Gardens, FL, appeared before the
City Council and shared positive feedback on the Karaoke in the Gardens event
held at Rolling Oaks Park. He also expressed opposition to renaming the park.
Kevin J. Williams, 18401 NW 24th Avenue, Miami Gardens, FL, appeared before
the City Council and spoke in opposition to renaming Rolling Oaks Park.
Christin Malcolm, 18910 NW 31st Avenue, Miami Gardens, FL, appeared before
the City Council and shared concerns regarding the upcoming Juneteenth event.
She emphasized the importance of maintaining historic preservation within the
City.
Francis Ragoo, 889 NW 214th Street, Miami Gardens, FL, appeared before the
City Council and spoke in opposition to renaming Rolling Oaks Park.

Rinoylbia Taylor, Andover, FL, appeared before the City Council and expressed
concerns about public nuisance activities occurring at NW 199th Street and NW
2nd Avenue.
Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the
City Council and raised concerns about Council decorum. She also spoke in
opposition to renaming Rolling Oaks Park.
Mr. Tisdol, 17031 NW 11th Avenue, Miami Gardens, FL, appeared before the
City Council and shared concerns about parking challenges caused by the
Karaoke in the Gardens event. He also highlighted speeding issues along NW
12th Avenue and 170th Terrace, and expressed concern regarding children
panhandling on roadways in Miami Gardens.
Carl Salley, 19680 NW 32nd Avenue, Miami Gardens, FL, appeared before the
City Council and requested information on how residents can participate in the
City’s golf cart services.
Barbara M. George, 1743 NW 193rd Street, Miami Gardens, FL, appeared
before the City Council and spoke in opposition to renaming Rolling Oaks Park.
Dave Joseph, 2011 NW 184th Street, Miami Gardens, FL, appeared before the
City Council and expressed opposition to the current Speeding Camera
Enforcement Program.
John Zeigler, 18501 NW 22nd Court, Miami Gardens, FL, appeared before the
City Council and emphasized the importance of Memorial Day. He encouraged
the City to enhance veteran support and services.
Kamila Pritchett, 19380 Collins Avenue, Sunny Isles, FL, appeared before the
City Council and spoke in support of renaming Rolling Oaks Park in recognition
of former State Senator Oscar Braynon II.
Darryl Thomas, 16040 NW 28th Court, Miami Gardens, FL, appeared before the
City Council and opposed renaming Rolling Oaks Park. He recommended
considering alternative dedications, such as naming the building or basketball
court after former State Senator Braynon.
John Riley Jr., 1551 NW 167th Street, North Miami Beach, FL 33162, appeared
before the City Council and presented an opportunity to host the "Next Gen
Coders Youth Program" in partnership with the City of Miami Gardens. He also
thanked the City Council for their support.

Councilwoman Julien spoke on the impactful public service of former
Senator Oscar Braynon II and his deep connection to the City of Miami
Gardens. She emphasized that the renaming serves to honor his

contributions while preserving the park’s legacy, clarifying that the intent
is for it to be named “Senator Oscar Braynon II Park at Rolling Oaks.”
She recommended approval of the item.
A motion was made by Councilman Leon and seconded by Mayor Harris
to approve the item.
Councilwoman Baskin expressed support for recognizing Senator Oscar
Braynon for his contributions to Miami Gardens. However, she
emphasized the importance of preserving the history of Rolling Oaks Park
as a living archive and spoke in opposition to renaming the park.
Councilman Leon spoke on the history of Rolling Oaks Park and
expressed support for the item.
Vice Mayor Stephens noted Councilwoman Julien’s intent that the
renaming be reflected as “Senator Oscar Braynon II Park at Rolling Oaks”
and expressed support for the item.
Councilwoman Wilson also provided comments in support of the item.
There being no further discussion, Mayor Harris called the question.
A motion offered by Councilman Leon, seconded by Councilwoman
Julien, to approve the Resolution passed and carried by a 7 to 0
voice vote of the City Council.

It is with much regret that I write this email, but our community is becoming divided simply because of lack of respect for
the residents of this Great City Miami Gardens in how we communicate with the residents or lack thereof and it hurts
everyone.
Please help me understand the process of how we RENAME PARKS?
I have so much respect for the Braynon family and always will and have always supported them but please tell me what
are we doing? I am in opposition of Rolling Oaks Park being Renamed, it represents the legacy that started in 1978 and
the beautiful oak trees that is a staple to the community, there is nothing to support why the name change and again the
residents were not informed of this prior to the council meeting. Thank you!

You don't know our story, you can't feel our pain. You don't know what it took for us to get here. We
struggled, we protested, we fought, people counted us OUT. As a community, please allow us to
keep our Rolling Oaks Park name. I moved into our community at the age of 30.I am now 74 and still

It is my hope that this comment is read into the record for those who are not able to attend in person.
Dear Members of the Miami Gardens City Council,
I write today on behalf of concerned residents who have not forgotten how the Council voted to allow Formula 1 to
come into our city—a decision that was made despite strong opposition from many in our community. Since that vote,
we have yet to see any meaningful benefits delivered to the neighborhoods most directly affected by the race and
related events.
The communities of the Bahas, Lake Lucerne, Brentwood, Cherry Bay and Norwood continue to endure significant
disruptions, including increased traffic, excessive noise from helicopters and the race itself, and general disturbances
during the event season. Yet, the residents of these neighborhoods—those who bear the brunt of the inconvenience—
have not been provided with tangible, direct compensation or improvements funded by the revenue generated from the
Formula 1 contract.
We are increasingly disheartened to see Formula 1 funds being directed toward what appear to be “pet Council
projects,” rather than addressing the very real impact on quality of life for those living closest to the stadium. This
practice gives the appearance that the revenue is being treated as a slush fund rather than a resource for equitable
community reinvestment.
We respectfully request that the Council take immediate steps to ensure that residents of the most impacted
neighborhoods benefit directly from the Formula 1 revenues. Suggested initiatives include:
1. Neighborhood Beautification Grants: Provide $50 gift cards to residents for yard and home exterior
improvements to restore a sense of pride and uplift property values.
2. Noise Reduction Subsidies: Offer financial assistance for the installation of noise reduction windows in homes
located within the high‐impact zones.
3. Traffic Compensation Fund: Establish a fund to provide gas stipends or public transportation discounts for those
who experience congestion and access issues during the Formula 1 events.
These are not unreasonable requests—they are necessary steps to uphold the City’s responsibility to its residents and
restore trust in how public decisions are made and funds are allocated.
Finally, I urge you not rename Rolling Oaks Park.

I believe it is essential for the name of this historic park to continue reflecting its environmental heritage.
Changing the name would undermine the significance and history associated with the park, which serves as an
important reminder of our community's commitment to preserving our natural environment.

Dear Miami Gardens City Council,
I am Ronald Harris, 17730 NW 14th Court.
I am sending these Public Comments, to all of the Council Members. Because for the last two
meetings, when asked, if there were any public comments, the clerk replied no. Which is, a flat
out, lie. As I sent out comments, for both of those meetings.
But since, they were submitted, but not acknowledged. Know that a record or paper trail, is
established.
In these Public Comments, for tonignt’s meeting, May 28, 2025. I am writing, to first, express
my horror and disappointment, at the way that you all, are running, this city; as if you all, are
MAGA.
1. I have sent FOIA request to Civitas, after getting no help, from Councilwoman’s
Powell’s adie, George Wright. Repeated calls for help, for 83 year old, Earnestine
Richardson. Who has been trying for almost a year, to get some help, from the
Beautification Program.
Yet at a recent meeting; you sent an aide to help a resident, who had just recently, desired
help, for the beautification program.
2. I have asked a couple of times, about your report, of the Jazz in the Gardens event, for
2025.
3. I have requested, the same as Mr. Tisdale, has. For a full and accurate accounting, of the
apparent misspending, of money, last October, for bleacers for high school bands. In
which Mr. Tisdale, pointed out, was an expenditure from the city’s budget, for $5,000.
However, his research showed, that the bleacers only cost, about $1,500.
He has been asking, for over six months, for a report of the same, without having been,
replied to.
4. There is a huge need, to publicize, the Water Bill refund. As well as, provide aides to
help residents.
I don’t know for sure, if you have gotten, the NMB representative, to train your staff, to
assist residents, in obtaining this refund.
5. It is also time for a couple, of other reports.
a. The Circle of Brotherhood, who received approval for a grant, to mentor, at risk
youth, in our city.
b. The Miami Lakes Technical School, who have been given access, to the large
facility, yet providing minimal services. That do not address vital needs, in our city.
Such as programs to enpower, our young men. By set up Trade/Apprenticeship
training. So that our young men, can develop skills, that will prepare them for the
ominous future, that is staring them, in their faces.
c. Back before intergration, apprenticeship training was provided, in our high schools.
But now, the white man, has given us their brand or trade, schools and Job Corps.

Which does not meet the learning and training techniques, that had our kids
prospering, prior to wide spread, integration.
And now that we have our own city, it is incumbent upon us, to provide, what we
need. But we need that report, from Miami Lakes.
Especially, as it relates to the number and type of students, metriculating through; as
well as how many students are from Miami Gardens
d. City Manager Benson, was given leave to attend the State Legislative sessions, as it
relates to the water surcharge issue. He needs to report, on that.
e. Mayor Harris, also needs to report, on the new Formula 1, contract. Which I believe,
has not deliniated the terms, of the new contract. Especially, as it relates to addressing
residents’ concerns, stemming from the first contract. Paricularly, the paltry financial
arrangements, of that first contract.
A report, is also needed, on the budget and plans, for the upcoming, Juneteenth
celebration. That is only, a couple, of weeks, away.
Finally, there is much more, that I can, say. But I’ll save those, for a later, date.
