CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Jul 23 2025, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Robert Stephens, Councilwoman Katrina L. Baskin, Councilwoman Michelle C. Powell, D.O., MPH, Councilman Reggie Leon, Councilwoman Katrina Wilson, and Councilwoman Linda Julien. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Vice Mayor Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE Recited in unison. 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes –July 9, 2025 A motion offered by Councilman Leon, seconded by Councilwoman Julien, to approve the minutes passed and carried by a 7 to 0 voice vote of the City Council. 5. ORDER OF BUSINESS The following items was added to Agenda: ADD-ON ITEM #1 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AUTHORIZING THE SPONSORSHIP AMOUNT OF ONE THOUSAND ONE HUNDRED AND NINETY-SIX DOLLARS ($1,196.00) FROM MAYOR RODNEY HARRIS' COMMUNITY BENEFIT ACCOUNT FOR MIAMI GARDENS PUBLIC SAFETY COST ASSOCIATED WITH THE INAUGURAL BATTLE IN THE GARDENS PRESEASON YOUTH FOOTBALL CLASSIC, NUN PRO TUNC. A motion made by Councilwoman Julien, seconded by Vice Mayor Stephens, to approve the Agenda as amended passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. LEGISLATIVE UPDATE BY STATE REPRESENTATIVE FELICIA ROBINSON AND CITY LOBBYIST YOLANDA C. JACKSON, ESQ. State Representative Felicia Robinson reported before the City Council on the 2025 State Legislative Session, highlighting the approval of appropriations for the Leslie Estates community. She further reported that the Water Bill legislation was vetoed by the Governor; however, she will continue to advocate against the current surcharge faced by Miami Gardens residents. Representative Robinson also encouraged residents to remain engaged with issues at the State level. 6.2. SPECIAL PRESENTATION BY COUNCILWOMAN POWELL Councilwoman Powell was joined by the City Council in acknowledging 100-year-old resident Mr. Archie McKay. 6.3. SPECIAL PRESENTATION BY COUNCILWOMAN POWELL. Councilwoman Powell was joined by the City Council in recognizing Asia McMillian, State Grand Loy Ruler of Fred Alexander Grand State Assembly, for her leadership and community service. 6.4. SPECIAL PRESENTATION RECOGNIZING SKLOUCHER PIERRE- MISS SUPRANATIONAL HAITI 2025 Councilwoman Julien was joined by the City Council in presenting a proclamation acknowledging Sklouchere Pierre's accomplishment as the 2025 Miss Supranational Haiti. 7. PUBLIC COMMENTS Darryl Thomas, 16040 NW 28th Court, Miami Gardens, FL, appeared before the City Council and spoke in support of Miami Gardens Police Chief Delma Noel- Pratt. Mamon Tisdol, 17031 NW 11th Avenue, Miami Gardens, FL, appeared before the City Council and shared concerns regarding noise disturbances and speeding in his community. Gale O. Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared before the City Council and spoke on various changes and concerns related to City Council meeting rules and procedures. She also expressed concerns regarding past unprofessional decorum of the City Council. Theophius Williams, 1361 NW 95th Street, Miami Gardens, FL, appeared before the City Council and shared concerns regarding the City's school zone speeding enforcement program. Howard Dupree, 1734 NW 192nd Street, Miami Gardens, FL, appeared before the City Council and spoke in support of Item 12.7 as it relates to Accessory Dwelling Units (ADUs). He requested that the findings of the study be shared with residents. Marjorie Cross, 1425 NW 193rd Terrace, Miami Gardens, FL, appeared before the City Council and made general comments regarding previous public remarks, honoring individuals, and her birthday. She also shared concerns regarding potholes at the Mobile Gas Station on 37th Avenue. 8. REPORTS OF MAYOR AND COUNCIL MEMBERS Councilwoman Julien reminded residents who are affected by the North Miami Beach water surcharge to submit their claim as part of the class action lawsuit settlement. Councilman Leon shared concerns regarding police response time for service and the development of the calls-for-service report. Councilman Leon continued to share concerns on the statistics from the report, as it seems police response time is getting worse. Therefore, he requested the City Manager provide a response on how police response time can improve within the next 30 days. Councilman Leon reported on the Divine Nine recognition during the Orange Blossom Classic. Vice Mayor Stephens spoke on the intent and purpose of the City's Red Speed Safety Program as a mechanism to protect the community from drivers who speed through school zones. RESOLUTION(S) 13.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, ALLOCATING AN AMOUNT NOT TO EXCEED FIVE THOUSAND DOLLARS ($5,000) FROM COUNCILWOMAN MICHELLE C. POWELL’S PUBLIC AFFAIRS ACCOUNT TO SUPPORT BACK TO SCHOOL PHYSICALS, TAKING PLACE ON AUGUST 9, 2025; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Councilwoman Julien shared concerns regarding the item as it relates to liability. Referencing the whereas clause, Councilwoman Julien questioned which medical providers would be partnering with the event. In response to a question from Councilwoman Julien, Councilwoman Powell provided the names of planned partners and indicated they would be required to complete liability forms as provided by the City Attorney. She further noted that similar health events in the past required partnering medical providers to complete agreements and/or liability forms. In response to a question from Councilwoman Powell, Attorney Dickens confirmed that providers would be required to enter into agreements and that participants would be required to complete liability waivers with the City. In response to a question from Mayor Harris, Attorney Dickens indicated that the necessary agreements are not required for approval of the item but must be in place prior to services being rendered. Councilwoman Powell committed to ensuring all necessary documents would be completed before any services are provided. She also explained the intent of providing Back-to-School Physicals and how services would be rendered at the August 9, 2025 Civic Engagement Event. She clarified that she would not be personally providing the services. Councilwoman Julien expressed her reservations, stating that the Agenda Item is incomplete as no agreements with third-party vendors are currently in place. She referenced the Dental Civic Engagement Initiative sponsored by Councilwoman Baskin, noting that Council approval at that Docusign Envelope ID: F1B514EF-30B5-413E-BFBC-AC46555D3B7D time included knowledge of the designated service provider. She reiterated her concern about liability given the absence of current agreements. Councilwoman Powell continued by outlining the execution plan for the Back-to-School Physicals event, emphasizing that proper documents would be secured prior to services being rendered. She added that the intent of the Resolution before Council is to provide funds for purchasing materials such as toiletry items needed for back-to-school purposes, beyond traditional school supplies. In response to a question from Councilwoman Wilson, Councilwoman Powell stated that students from 1st grade through high school would be eligible for services and provided an overview of the planned medical evaluation. She clarified that the evaluation would be a simple screening and would not include blood work, vaccinations, or hearing and eye exams. She emphasized the importance of providing this service in the current climate, where cuts to Medicaid and the lack of medical insurance have created greater community needs. Councilwoman Wilson clarified that her question was not intended to suggest opposition to the item but rather to ensure that Councilwoman Powell’s event would be safeguarded against potential legal challenges. Councilman Leon shared his experience as a volunteer coach at Scott Park, where children received physicals through optimist programs held on City property. Vice Mayor Stephens expressed support, stating that providing health care services to the community is a valuable idea. He noted past partnerships with health care service providers. Councilman Leon also noted that the City previously provided COVID-19 testing and vaccinations in partnership with medical providers. Councilwoman Julien reiterated that, while she supports the intent of the item, she remains concerned about the lack of information in the agenda regarding which providers will deliver the medical services, which she believes presents a liability concern. Councilwoman Baskin reflected on her sponsored Dental Clinic initiative and its positive impact but acknowledged the liability concerns raised by Councilwoman Julien. In response to a question from Mayor Harris, Attorney Dickens advised that services cannot be rendered unless agreements and appropriate forms are in place.
