A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AFFIRMING THE NOTIFICATION
AND RECEIPT OF AN UNSOLICITED PROPOSAL FROM THE
FIRM, P3 MARKETS, LLC & THE BECKHAM HOTEL MIAMI
GARDENS DEVELOPMENT TEAM FOR DEVELOPMENT OF A
HOTEL AND PARKING GARAGE IN THE CITY OF MIAMI
GARDENS PACE DISTRICT; ESTABLISHING A SIXTY (60) DAY
TIMEFRAME FOR ACCEPTANCE OF ADDITIONAL
PROPOSALS FOR DEVELOPMENT OF A HOTEL AND
PARKING GARAGE IN THE CITY OF MIAMI GARDENS PACE
DISTRICT IN ACCORDANCE WITH P3 MARKETS, LLC, AND
THE BECKHAM HOTEL MIAMI GARDENS DEVELOPMENT
TEAM UNSOLICITED PROPOSAL; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens has received an unsolicited proposal and
the accompanying application fee from P3 Markets, LLC, & The Beckham Hotel Miami
Gardens Development Team for the construction of a qualifying project, and
WHEREAS, the proposal seeks to enter into a Public Private Partnership for the
development of a hotel and garage that will assist the anticipated City of Miami Gardens
Performing Arts Center within the PACE district, thereby increasing the city's hospitality
accommodation value, and
WHEREAS, Pursuant to Section 2-832 of the City of Miami Gardens Code of
Ordinances, the City Council shall establish a timeframe of no less than Twenty-One (21)
days and no more than One Hundred Twenty (120) days for allowing other proposals for
the same qualifying project, and
WHEREAS, City Staff recommends that City Council proceed with P3 Markets,
LLC, & The Beckham Hotel Miami Gardens Development Team unsolicited proposal and
establish a Sixty (60) day timeframe for acceptance of other proposals for the same
qualifying project,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby acknowledges the receipt of an unsolicited proposal from firm, P3 Markets, LLC,
& The Beckham Hotel Miami Gardens Development Team for development of a hotel and

parking garage in the City Of Miami Gardens PACE district. Further, City Council of the
City of Miami Gardens hereby establishes a Sixty (60) day timeframe for acceptance of
additional proposals for development of a hotel and parking garage in the City of Miami
Gardens PACE district in accordance with P3 Markets, LLC, and the Beckham Hotel
Miami Gardens Development Team unsolicited proposal.
Section 3: INSTRUCTIONS TO THE CITY CLERK: The City Clerk shall publish
public notice of this Resolution in the Florida Administrative Register and local newspaper
of general circulation at least once a week for two weeks, on the City’s procurement
website and/or via the on-line procurement/bidding platform, and a newspaper of general
circulation at least once a week for a minimum of two weeks.
Section 4: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON OCTOBER 22, 2025.
