A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE ALL CONTRACTS
AS NECESSARY FOR THE PRODUCTION OF THE 6TH
ANNUAL JUNETEENTH PARK-IN & PARTY CELEBRATION TO
BE HELD IN JUNE 2026; WAIVING BIDDING PROCEDURES
FOR PURCHASES MADE IN CONNECTION WITH THIS
CELEBRATION; AUTHORIZING THE CITY MANAGER TO
EXCEED HIS PURCHASING AUTHORITY AS NECESSARY FOR
THIS EVENT; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, June 19th is nationally recognized as Juneteenth also known as
Freedom Day, Jubilee Day, Liberation Day, and Emancipation Day commemorating the
emancipation of enslaved Africans in the United States following the 1865 announcement
in Galveston, Texas and has since evolved into an annual nationwide celebration of
freedom, culture, and community, and
WHEREAS, the production of the 6th Annual Juneteenth Park In and Party
Celebration scheduled for June 2026 is anticipated to require talent, marketing, and
production expenditures that may exceed the City Manager’s purchasing authority under
the City’s Purchasing Ordinance, and
WHEREAS, Councilwoman Wilson requests that the City Council authorize the
City Manager to negotiate and execute all necessary contracts for the June 2026
Juneteenth Celebration approve a waiver of competitive bid procedures for event related
purchases and permit the City Manager to exceed his purchasing authority as necessary
to ensure the successful production of the event, and
WHEREAS, the City Council finds that granting such authority serves the public
purpose of commemorating Juneteenth and supporting a culturally significant community
event, and
WHEREAS, Councilwoman Wilson recommends that the City Council approve this
Resolution,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.

Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to negotiate and execute all contracts as necessary
and appropriate for the production of the 6th Annual Juneteenth Park In and Party
Celebration to be held in June 2026, waives competitive bidding procedures for
purchases made in connection with this celebration, and authorizes the City Manager to
exceed his purchasing authority as necessary to support the successful execution of the
event.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON JANUARY 28, 2026.
