A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR
PROPOSAL 24-25-031 ANNUAL MAINTENANCE CONTRACT
JANITORIAL SERVICES FOR CITY HALL, POLICE AND PUBLIC
WORKS TO MARSDEN SERVICES MARSDEN SOUTH, LLC
(PRIMARY), SOUTHERN CLEANING SERVICE,
INC.(SECONDARY) AND CLEAN SPACE LLC (TERTIARY);
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE AGREEMENT FOR THIS PURPOSE; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, on September 25, 2025 Request for Proposal (RFP) No. 24-25-031
was solicited via DemandStar, inviting qualified vendors to submit responses to provide
Annual Maintenance Contract Janitorial Services for City Hall, Police Department and
Public Works, and
WHEREAS, the solicitation closed on November 4, 2025, and
WHEREAS, there were 21 proposing vendor names read that day, and
WHEREAS, on December 8, 2025 an Evaluation Committee meeting was held,
the Evaluation Committee determined that eighteen (18) vendors were determined to be
responsive and responsible to the requirements of the RFP, and
WHEREAS, the Evaluation Committee completed scoring and ranking and
recommended three (3) vendors for award Marsden Services Marsden South, LLC
(Primary), Southern Cleaning Service, Inc. (Secondary) and Clean Space LLC (Tertiary),
and
WHEREAS, Staff recommends that the City Council award Request for Proposal
No. 24-25-031 Annual Maintenance Contract Janitorial Services for City Hall, Police
Department and Public Works
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Request for Proposal 24-25-031 Annual Maintenance Contract Janitorial
Services for City Hall, Police and Public Works to Marsden Services Marsden South, LLC

(Primary), Southern Cleaning Service, Inc. (Secondary) and Clean Space LLC (Tertiary)
and authorizes the City Manager to negotiate and execute an Agreement for this purpose.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON JANUARY 28, 2026.
