A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR
QUALIFICATIONS (RFQ) NO. 22-23-007, CITYWIDE TOWING
AND STORAGE SERVICES TO MAGIC TOWING AND
RECOVERY. INC.; AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE A CONTRACT FOR THS
PURPOSE; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on December 5, 2022, Request For Qualifications (RFQ) No. 22-22-
007, Citywide Towing and Storage was solicited via BidSync, inviting qualified firms to
submit proposals to provide Citywide Towing and Storage Service, and
WHEREAS, after the Selection Committee meeting and staff recommendations, a
contract was awarded to the 1st ranked firm, Kings Wrecker Service, Inc. under
Resolution #2023-036-1926, and
WHEREAS, on November 12, 2025, the City Council approved the termination of
the contract with Kings Wrecker Service, Inc., and
WHEREAS, Staff subsequently made an unsuccessful good faith effort to enter
into an agreement with the second ranked firm, Kauff’s of Miami, and
WHEREAS, Staff now recommends the City Council award, RFQ No. 22-22-007,
Citywide Towing and Storage to the third ranked firm, Magic Towing and Recovery, Inc.
who has agreed to the terms and will serve out the remaining of the term of contract
pursuant to the RFQ 22-23-007 and
WHEREAS, Staff recommends that the City Council approve awarding RFQ No.
22-23-007, Citywide Towing and Storage Services to Magic Towing and Recovery Inc.
and further authorizes the City Manager to execute a contract for this purpose,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Request for Qualifications (RFQ) No. 24-25-025, Citywide Towing and
Storage Services to Magic Towing and Recovery Inc. and further authorizes the City
Manager to execute a contract for this purpose.

Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
