HomeMy WebLinkAbout2026-002-2459_-_Art_in_Public_Place_Grant_Program_-_Adopted.docxRESOLUTION NO. 2026-002-2459 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, DIRECTING THE CITY MANAGER TO CREATE AN ARTS IN PUBLIC PLACES GRANT PROGRAM; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Miami Gardens recognizes the importance of public art as a tool for beautification, placemaking, economic vitality, and community pride; and WHEREAS, supporting local artists and creative businesses contributes to neighborhood revitalization and enhances the visual character of commercial corridors, homeowner association common areas, and other highly visible public-facing spaces; and WHEREAS, Councilwoman Linda Julien has requested the development of a City- administered Arts in Public Places Grant Program to fund murals, small-scale sculpture, planters and landscape features, wayfinding, and other placemaking projects implemented by local artists and small businesses; and WHEREAS, the proposed grant program is intended to create an accessible, competitive small-grant pathway with tiered award levels and a simplified application process to build local capacity and rapidly activate public space improvements; and WHEREAS, the program provides a structured framework of governing policies and operational standards, including, but is not limited to program purpose and goals, eligibility and priority locations, tiered grant award levels, application and selection criteria, permitting and installation requirements, maintenance and compliance standards, and program funding and administrative structure; and WHEREAS, comparable municipalities utilize public art grant programs funded through a variety of mechanisms, including percent-for-art allocations, dedicated grant pools, and public-private partnerships, supported by interdepartmental coordination and advisory review processes; and WHEREAS, Councilwoman Linda Julien recommends the City Council direct the City Manager to develop an Arts in Public Places Grant Program and return to the City Council with a recommended implementation plan for consideration and approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 3: EFFECTIVE DATE: This Resolution shall become effective immediately upon adoption.
