A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID
(ITB) NO. 25-26-021, 27th AVE WALL REPAIR PROJECT, TO
GARP CONSTRUCTION GROUP INC.; AUTHORIZING THE
CITY MANAGER TO ISSUE PURCHASE ORDER(S) AS
NEEDED, NOT TO EXCEED THE BUDGETED AMOUNT OF
FOUR HUNDRED SEVENTY- EIGHT THOUSAND, FIVE
HUNDRED TWENTY- FOUR DOLLARS AND SEVENTY-FOUR
CENTS ($478,524.74) FOR FENCE DEMOLITION AND
CONSTRUCTION; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on September 29, 2025 Invitation to Bid (ITB) No. 25-26-021, 27th
Ave Wall Repair Project was solicited via Demandstar inviting qualified vendors to submit
responses to demolish the existing fence and construct a new fence along the west side
of 27th Ave between 21241 NW 27th Court and 2720 NW 208th Terrace, Miami Gardens,
and
WHEREAS, responses were provided from four (4) vendors, Garp Construction
Group, Inc., Louis Sparks Construction Inc., Vittorium Design Corporation, and Waypoint
Contracting Inc., and
WHEREAS, City staff conducted responsiveness and responsibility reviews of the
vendors and determined that two (2) vendors, Garp Construction Group, Inc., Louis
Sparks Construction Inc. were responsive and responsible to the requirements of the RFP
and the remaining two (2) vendors Vittorium Design Corporation, and Waypoint
Contracting Inc. were non-responsive, and
WHEREAS, after scoring, the Evaluation Committee ranked the two vendors, and
Garp Construction Group Inc. was deemed the lowest responsive, responsible bidder,
and
WHEREAS, Staff recommends that the City Council award ITB No. 25-26-021,
27th Ave Wall Repair Project to Garp Construction Group Inc., and
WHEREAS, Staff recommends the City Council authorize the City Manager to
issue purchase order(s) as needed, not to exceed the budgeted amount of Four Hundred
Seventy-Eight Thousand, Five Hundred Twenty-Four Dollars and Seventy-Four Cents
($478,524.74) to Garp Construction Group Inc., for the 27th Ave Wall Repair Project,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:

Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Invitation to Bid (ITB) No. 25-26-021, 27th Ave Wall Repair Project to Garp
Construction Group Inc., and authorizes the City Manager to issue purchase order(s) as
needed, not to exceed the budgeted amount of Four Hundred Seventy-Eight Thousand
Five Hundred Twenty- Four Dollars and Seventy- Four Cents ($478,524.74) for fence
demolition and construction.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON JANUARY 14, 2026.
