City Council Minutes
December 10, 2025
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Dec 10 2025, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Robert Stephens, Councilwoman Katrina L. Baskin, Councilwoman
Michelle C. Powell, D.O., MPH, Councilman Reggie Leon, Councilwoman
Katrina Wilson, and Councilwoman Linda Julien.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.

Vice Mayor Stephens delivered the Invocation.
3. PLEDGE OF ALLEGIANCE

4. APPROVAL OF MINUTES
4.1. Regular City Council Meeting Draft Minutes – November 12, 2025
A motion offered by Councilman Leon, seconded by Councilwoman
Julien, to approve the minutes passed and carried by a 7 to 0 voice
vote of the City Council.
5. ORDER OF BUSINESS
A motion made by Councilman Leon, seconded by Councilwoman Julien,
to approve the Agenda passed and carried by a unanimous voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. SPECIAL PRESENTATION BY COUNCILMAN REGGIE LEON
Councilman Leon was joined by the Mayor and City Council in presenting
a commendation to Miami-Dade County's Tax Collector Dariel Fernandez
and Miami-Dade County Clerk of Court and Comptroller Juan Fernandez-
Barquin for their services to the City of Miami Gardens.
7. PUBLIC COMMENTS

Linda Mobley Schofield, 3261 NW 213th Street, Miami Gardens, FL, appeared
before the City Council to share comments on the community's efforts to improve
the wall on 27th Avenue between NW215th Street and 208th Street. Lastly, she
questioned why the wall improvement has not been brought to the City Council
for consideration.
Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared
before the City Council to address the upcoming City of Miami Gardens General
Elections and to prevent chaos related to the library polling place and the way
candidates disseminate campaign information.
Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the
City Council to express concerns regarding past Council decorum and Code
Enforcement as they relate to the influx of trailers and illegal fences in the City.
John Zeigler, 18501 NW 22nd Court, Miami Gardens, FL, appeared before the
City Council to provide a donation to the Miami Gardens PAL program and the
Police Department's Toy Drive.
8. ORDINANCE(S) FOR FIRST READING:
8.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AMENDING CHAPTER 34, ARTICLE XII,
SECTION 34-377 OF THE CITY OF MIAMI GARDENS CODE OF
ORDINANCES TO REGULATE PAVED DRIVEWAY APPROACHES ON
RESIDENTIAL PROPERTY; PROVIDING FOR ADOPTION OF
REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION
IN CODE; PROVIDING AN EFFECTIVE DATE.
City Manager Benson provided an overview of this Item, along with Items
8.2, 8.3, and 8.4, to address issues in the commercial and residential
areas, and turned over the Item to Deputy City Manager Craig Clay for
presentation.
A motion was made by Councilman Leon, seconded by
Councilwoman Julien, to approve the Ordinance on First Reading.
Councilman Leon questioned how the City would address the needs of
seniors, particularly those who may be unable to afford the necessary
repairs required to comply with the proposed code.
Deputy City Manager Clay provided information regarding assistance
available through the City’s rehabilitation program and noted that, if
approved, the Ordinance would include a substantial grace period for
compliance.

In response to a question from Mayor Harris, Deputy City Manager Clay
outlined the specific requirements that would be imposed on property
owners should the Ordinance be adopted.
Councilwoman Wilson inquired whether the City could provide a list of
approved vendors with standardized rates to ensure compliance with City
Code. She also expressed concern that the Ordinance could inadvertently
impact certain property owners.
Deputy City Manager Clay confirmed that the City has previously provided
approved vendor lists to assist property owners in meeting code
requirements.
Councilwoman Wilson emphasized the importance of advance notice and
resident protections to ensure that compliance work is performed
correctly. She also stated her support for the item.
Responding to questions from Councilwoman Leon, Deputy City Manager
Clay discussed the proposed enforcement rollout and the City’s plans to
assist residents with compliance.
Councilman Leon reiterated the need to develop assistance mechanisms
for residents experiencing financial hardship.
Vice Mayor Stephens commended the Code Enforcement Department for
advancing an item focused on City beautification and echoed concerns
about the need for an assistance program, preferably through increased
funding for the Community Development Department.
Councilwoman Powell expressed support for the item, emphasizing the
importance of a clear informational rollout and financial assistance to
support compliance efforts.
In response to a question from Councilwoman Powell, Deputy City
Manager Clay confirmed the permitting process applicable to driveway
improvements.
Councilwoman Wilson recommended that the informational outreach
include guidance on compliance processes and requested that an
execution plan be incorporated into the Ordinance for second reading.
City Manager Benson stated that a comprehensive plan addressing the
City Council’s concerns would be presented at the second reading of the
Ordinance.
Councilwoman Julien noted that the intent of the Ordinance is to protect
the City’s infrastructure.

In response to a question from Councilwoman Julien, City Manager
Benson confirmed that existing City programs are available to assist with
driveway improvements.

ORDINANCES TO PROHIBIT CERTAIN OBJECT WITHIN SWALES
AND CERTAIN RIGHT OF WAYS IN RESIDENTIALLY ZONED AREAS;
PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING
ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROTVIDING AN
EFFECTIVE DATE.
Deputy City Manager Clay provided an overview and intent of the Item.
Answering a question posed by Councilman Leon, City Manager Benson
confirmed an informational roll-out of the Ordinance would be done once
adopted.

EXTEND THE TIME FRAME FOR THE CLEAN ZONE FOR STADIUM
EVENTS; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;

Mayor Harris opened the floor for public comment.
Francis Ragoo, 889 NW 214th Street, #102, Miami Gardens, Florida,
appeared before the City Council and spoke in opposition to the item.
Jose Espinoca, 235 Catalan Avenue, Miami, Florida, appeared before the
City Council on behalf of the Orange Bowl Committee and the 2026 Miami
Host Committee. He thanked the City Council for its support of community
projects and reiterated the Committee’s intent in requesting the Clean
Zone for the upcoming College Football Championship game.
Eric Poms, 14360 NW 77th Court, Miami Lakes, Florida, appeared before
the City Council and explained the Host Committee’s rationale for
requesting the Clean Zone amendment.
There being no further public comment, Mayor Harris closed the floor.
Councilwoman Julien provided a brief overview of the item.
Item 11.3 was pulled from the Consent Agenda by consensus.

ENFORCEMENT OF THE CLEAN ZONE; PROVIDING FOR ADOPTION

A motion was made by Councilwoman Julien, seconded by Vice
Mayor Stephens, to amend section 2 "Authorization" to read to

authorize the City Manager to determine the costs and what they
would be for this event approved and carried by a unanimous voice
vote.
A motion offered by Councilwoman Julien, seconded by Vice Mayor
Stephens, to approve the Resolution as amended passed and
carried by a 7 to 0 voice vote of the City Council.
13. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS
DISCLOSURE:
Director White presented the Rules of Procedure for Quasi-Judicial Zoning
Hearings.
City Clerk Bataille administered the Oath of Truthfulness to all interested parties.
In addition, City Clerk Bataille polled the City Council regarding any ex parte
communication. All members confirmed that they had not engaged in any ex
parte communication and that their decisions would be based solely on the
evidence presented during the hearing.

Yvonne Hampton, 21032 NW 39th Avenue, Miami Gardens, Florida,
appeared before the City Council and offered general comments
regarding the item.
In response to a public inquiry, Attorney Dickens confirmed that the
item involves a zoning area change.
There being no further public comment, Mayor Harris closed the
floor.
Councilman Leon thanked staff for their work on the agenda item and
expressed support for the intent of the proposed Ordinance,
particularly as it relates to business development along the 441
corridor.
Councilwoman Wilson spoke in support of the item.

Councilwoman Wilson, to approve the Ordinance on Second
Reading.
