A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR
APPLICATION (RFA) NO. 25-26-011, COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) PUBLIC SERVICE TO
YWCA SOUTH FLORIDA INC., KRISTI HOUSE INC., SUNSHINE
FOR ALL INC., THE EXPERTS RESOURCE & COMMUNITY
CENTER INC., HEART & HAND OUTREACH INC., AND CENTER
FOR FAMILY AND CHILD ENRICHMENT INC.; AUTHORIZING
THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN
AGREEMENT FOR THIS PURPOSE; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens (hereafter referred to as City) has issued
this Request for Application (RFA) is requesting applications from eligible nonprofit
organizations and agencies to provide Public Services activities under the Community
Development Block Grant (CDBG) Program for Program Year (PY) 2025, and
WHEREAS, the purpose of this funding is to support programs that primarily
benefit low- and moderate-income residents of the City of Miami Gardens, and
WHEREAS, on November 17, 2025, Request for Application (RFA) Number 25-
26-011 Community Development Block Grant (CDBG) Public Services was issued, and
WHEREAS, the RFA opened on December 16, 2025, when seven (7) proposals
were received from the firms: Heart & Hand Outreach Inc., Kristi House Inc., Living your
best life supportive services Inc, Sunshine for All Inc, The Experts Resource & Community
Center Inc., YWCA South Florida Inc., and Center for Family and Child Enrichment Inc.,
were publicly read, vendor Living Your best life supportive services Inc., was non-
responsive, and
WHEREAS, the Evaluation Committee determined six (6) firms: Heart & Hand
Outreach Inc., Kristi House Inc., Sunshine for All Inc., The Experts Resource &
Community Center Inc., and YWCA South Florida Inc., and Center for Family and Child
Enrichment Inc., to be both responsive and responsible to the requirements of the RFA,
and
WHEREAS, the Evaluation Committee recommends keeping the same award all
vendors in ranking order: YWCA South Florida Inc., Kristi House Inc., Sunshine for All
Inc., The Experts Resource & Community Center Inc., Heart & Hand Outreach Inc., and
Center for Family and Child Enrichment, Inc., and
WHEREAS, City Staff recommends the City Council for the City of Miami Gardens
allocates the Community Development Block Grant (“CDBG”) as follows:

A. YWCA South Florida $60,000.00
B. Kristi House, Inc. $50,000.00
C. Sunshine For All, Inc. $30,000.00
D. Experts Resource & Community Center Inc. $12,500.00
E. Heart & Hand Outreach Inc. $13,000.00
F. Center for Family and Child Enrichment Inc., $41,000.00
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Request for Application (RFA) No. 25-26-011, Community Development
Block Grant (CDBG) Public Service to YWCA South Florida Inc., Kristi House Inc.,
Sunshine for All Inc., The Experts Resource & Community Center Inc., Heart & Hand
Outreach, Inc., and Center for Family and Child Enrichment, Inc. The City Council further
authorizes the City Manager to negotiate and execute an Agreement for this purpose.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON MARCH 11, 2026.
