A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID
(ITB) NO. 25-26-007 CITYWIDE DRAINAGE IMPROVEMENTS
ANNUAL CONTRACT TO METRO EXPRESS, INC (PRIMARY)
AND H & J ASPHALT, INC (SECONDARY); AUTHORIZING THE
CITY MANAGER TO EXECUTE AGREEMENTS AND ISSUE
PURCHASE ORDER(S), AS NEEDED, NOT TO EXCEED THE
BUDGETED AMOUNT; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on June 10, 2025, Invitation to Bid (ITB) No. 25-26-007, Citywide
Drainage Improvements Annual Contract, was solicited via DemandStar, inviting qualified
vendors to submit bids for annual drainage improvement services on an as-needed basis,
and
WHEREAS, the solicitation opened on January 21, 2026, and three (3) proposals
were received and publicly read from Baco Engineering Contractor, Inc., H & J Asphalt,
Inc., and Metro Express, Inc., and
WHEREAS, City staff reviewed proposals for responsiveness and responsibility,
tabulated pricing sheets, and conducted due diligence reviews of the vendors, a copy of
which is attached as Exhibit C, and
WHEREAS, Metro Express Inc. was deemed the lowest responsive, responsible
bidder, and H & J Asphalt, Inc. was deemed the second lowest responsive, responsible
bidder of the solicitation, and
WHEREAS, City Staff recommends that the City Council award ITB No. 25-26-
007—Citywide Drainage Improvements Annual Contract—to Metro Express, Inc., as the
primary vendor and H & J Asphalt, Inc., as the secondary vendor and authorize the City
Manager to execute agreements and issue purchase orders, as needed, not to exceed
the budgeted amount,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards ITB No. 25-26-007—Citywide Drainage Improvements Annual Contract—
to Metro Express, Inc., as the primary vendor and H & J Asphalt, Inc., as the secondary
vendor. Further, the City Council of the City of Miami Gardens hereby authorizes the City

Manager to execute agreements and issue purchase orders, as needed, not to exceed
the budgeted amount of One Million Two Hundred Eighty-Five Thousand Seventy Dollars
($1,285,070.00).
Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON MARCH 11, 2026.
