A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR
PROPOSAL (RFP) NO. 25-26-006—HOTEL & PARKING
GARAGE DEVELOPMENT & CONSTRUCTION—TO
UNSOLICITED PROPOSER P3 MARKETS, LLC & THE
BECKHAM HOTEL MIAMI GARDENS DEVELOPMENT TEAM;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE A COMPREHENSIVE AGREEMENT FOR THIS
PURPOSE; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on August 8, 2025, the City received an unsolicited proposal for hotel
and parking garage development projected titled, Beckham Hotel Miami Gardens &
Parking Garage from the P3 Markets, LLC & The Beckham Hotel Miami Gardens
Development Team, and
WHEREAS, thereafter via Resolution No. 2025-132-2433, the City affirmed the
notification and receipt of said unsolicited proposal from P3 Markets, LLC, and the
Beckham Hotel Miami Gardens and established sixty (60) days for additional proposals
to be accepted via Request for Proposals (RFP) No. 25-26-006, and
WHEREAS, no other proposals were received at the expiration of the sixty (60)
day timeframe, and
WHEREAS, on January 12, 2026, and February 3, 2026, respectively, an
Evaluation Committee meeting was held to determine the responsibility of P3 Markets,
LLC, and the Beckham Hotel Miami Gardens, and
WHEREAS, the Evaluation Committee considered the public benefit that will be
served by the proposed project and its financial feasibility and recommended awarding
Request for Proposal (RFP) 25-26-006—Hotel & Parking Garage Development &
Construction—to unsolicited proposer P3 Markets, LLC & The Beckham Hotel Miami
Gardens Development Team, and
WHEREAS, City Staff recommends that the City Council award Request for
Proposal (RFP) No. 25-26-006—Hotel & Parking Garage Development & Construction—
to unsolicited proposer P3 Markets, LLC & The Beckham Hotel Miami Gardens
Development Team and authorize the City Manager to negotiate and execute a
comprehensive agreement for this purpose,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:

Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Request for Proposal (RFP) No. 25-26-006—Hotel & Parking Garage
Development & Construction—to unsolicited proposer P3 Markets, LLC & The Beckham
Hotel Miami Gardens Development Team. Further, the City Council of the City of Miami
Gardens hereby authorizes the City Manager to negotiate and execute a comprehensive
agreement for this purpose.
Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON MARCH 25, 2026.
