TO PROVIDE CONCEPTUAL DESIGN AND PREPARATION OF CONSTRUCTION DOCUMENTS FOR A PEDESTRIAN TRAIL AT ROLLING OAKS PARK; AUTHORIZING THE CITY MANGER AND THE CITY CLERK TO EXECUTE AND ATTEST RESPECTIVELY, THAT CERTAIN AGREEM ENT FOR THIS PURPOSE, A COPY OF WHICH IS ATTACHED HERETO AS EXHIBIT “A”, IN ITS SUBSTANTIAL FORM; PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Staff Summary: Background: The “Pedestrian Safety and Trail Enhancement Grant” is funded by the Federal Highway Administration’s (FHWA) Surface Transportation Program. The grant is administered through the Florida Department of Transportation’s Local Agency Program (LAP). In September 2011, the City received the Notice to Proceed (NTP) by FDOT to commence the design of the Rolling Oaks trail network. The design will include connectivity to the existing Miami Dade’s Dolphin Linear Park. The amount allocated for design is $135,000. The construction funding has been allocated by FDOT for the summer of 2014. In accord with the furthering of the City’s Comprehensive Development Master Plan adopted in 2006, staff developed criteria and performed preplanning analysis for the development of the Nature Trail project at Rolling Oaks Park. The proposed trail has been identified as a key linkage to the city wide Trail Master Plan intended to provide connectivity to the larger network of planned and operating trails in the City. The proposed Nature Walking Trail #5 at Rolling Oaks Park will connect with the existing Dolphin Linear Park Nature Trail #4 in order to complete the connection with the two facilities and the planned network of greenways and recreational open spaces within the City. The two parks will be connected by local streets and sidewalks to the north in order to make connection to the Dolphin Linear Park at N.W. 19 th Avenue and 195 th Street. At the completion of the project development, the improvements and linkages of the total Pedestrian Trail shall encompass approximately 3.5 miles in length from The Dolphin Linear Park to its terminus at Rolling Oaks Park. The project will include park amenities such as walkway lighting for safety and security, eight covered pavilions, site furniture, signage and vita stations along the route. Analysis: The project will complete a critical section of the City’s Recreation and Open Space Master Plan for the City’s recreation and open space vision for the future. The development of this project will provide additional aesthetic, environmental and recreational benefits to the residents of the City of Miami Gardens and the neighborhood that it serves. Current Situation: Staff prepared specifications to retain an architect/engineer consultant to provide services to plan and provide conceptual designs and construction documents for a permanent nature and walking trail at Rolling Oaks Park. The request for qualifications (RFQ) was prepared in accordance with Florida Statute 287.055 Consultants’ Competitive Negotiation Act. The RFQ was advertised and posted on March 20, 2012. A broadcast notice was sent to 1304 vendors. Fifty ‐six proposal packages were requested. The proposals were opened on April 12, 2012. Twelve proposal packages were received and publicly read for Architectural and Engineering Services. A copy of the proposal document and submittals are available at the Assistant to the Mayor and Council’s Office for review. A selection/evaluation committee consisted of: Special Projects Manager, Assistant Public Works Director, and Parks Maintenance Superintendent. Each committee member was provided the evaluation ranking sheet, proposals, copy of the solicitation and instructions as to the ranking process. The ranking sheets were returned to Procurement on April 22, 2012. At which time the scores were combined and totaled. A committee meeting was held on April
1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 25, 2012, to discuss how many firms should be short listed. Scheduling oral presentations, determining questions to ask the short listed firms were also discussed. Oral presentations were scheduled for May 7, 2012. Each of the short listed firms has successfully completed projects for the City in the past. Each firm was given the list of questions with twenty minutes for their presentation the schedule was as follows: Calvin Giordano & Associates 8:00 a.m. Corzo Castella Carballo Thompson Salman,P.A (C3TS) 8:40 a.m. Craven Thompson & Associates 9:20 a.m. Kimley ‐Horn & Associates 10:00 a.m. URS Corp. 10:40 a.m. Upon conclusion of the oral presentations, the committee ranked the firms and Calvin Giordano & Associates was ranked number one from the short list (see Attachment A). Proposed Action: It is recommended that City Council approve the attached resolution authorizing the City Manager to negotiate and execute a contract with Calvin Giordano & Associates, located in Ft. Lauderdale, Florida, to provide the plan, conceptual designs and construction documents for a trial at Rolling Oaks Park. .
