1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 Miami Gardens contracted URS Corporation (URS) for the design and construction administration of the new Miami Gardens Municipal Complex (Resolution No. 2010 ‐138 ‐1319). URS has completed the construction documents for the entire facility. The construction of the City Hall building, Police Department building, Mechanical building, Parking Garage and the Off ‐Site Roadway Improvements were awarded to Skanska USA Building as a Guaranteed Maximum Price #2 (GMP#2) agreement (Resolution No. 2011 ‐144 ‐1537). Included in the off ‐site scope is the development of the roadway that will become North West 185 th Terrace. The main entrance into the City Hall building and the Parking Garage will be oriented from NW 185 th Terrace. The volume of the vehicular traffic into and out of the garage is anticipated to create congestion at the intersection of NW 185 th Terrace and NW 27 th Avenue, especially once the Cornerstone housing development east of the property is completed. It is important to create additional vehicular routes to and from the garage. The best way to accomplish the alternate routes for the Municipal Complex will be to develop the City owned land east of the site into NW 25 th Avenue. The proposed NW 25 th Avenue will start at 185 th Terrace and intersect NW 187 th Street, NW 189 th Street and terminate at NW 191 st Street. There is an existing traffic signal located at the intersection of NW 27 th Avenue and NW 191 st Street which will control traffic in all directions. Current Situation: The City has received a proposal from URS to provide professional design services associated with the development of NW 25 th Avenue from NW 185 th Terrace North to NW 191 st Street. The URS proposal includes all surveying, geotechnical testing, storm water drainage plans, street lighting and landscaping required for the roadway design. The proposed fee for the professional services to develop the NW 25 th Avenue roadway design is $130,815. The anticipated cost for the construction of the roadway is $1,264,814. Funds for the design and construction will come from the City CITT account and the Cornerstone Developer. Proposed Action: It is recommended that the City Council authorize the City Manager to issue a purchase order to URS to develop the NW 25 th Avenue Roadway for improved access for the Miami Gardens Municipal Complex in the amount of $143,897, which includes a 10% contingency. URS proposes to provide this scope of work using provisions of our current Professional Services Agreement with the City of Miami Gardens. Scope: URS proposes to provide phased design and contract documents for construction of a boulevard style extension of the existing NW 25 th Avenue presently terminating at the east of the new NW 185 th Terrace. The design will be similar to the design of NW 185 th terrace. The following phases are planned: Phase One – NW 185 th Terrace to NW 189 th Street (approximately 1029 lineal feet) Phase Two – NW 189 th Street to NW 191st Street (approximately 1020 lineal feet) The design will incorporate all applicable standards including FDOT, Miami ‐Dade County, Miami ‐Dade Fire, and PERA requirements. The design scope will include roadway design, street lighting, and landscape/hardscape design. The design of intersections with NW 185 th Terrace, NW 187 th Street, NW 189 th Street, and NW 191 st Street are included. A sketch of the proposed road extension and intersections/connection is provided as Attachment C. We propose to provide these work packages using the following 2 phases of service: 1) Design Services complying with Section 2.3 of our Professional Services Agreement This phase will be comprised of Concept Design, 50% Construction Document s, and 100% Construction Documents. Moving from one step to the next will require Owner authorization.
2) Construction Services to include the following portions of contract sections 2.4 through 2.11: shop drawing review, attend bi ‐weekly construction meetings, review and approve monthly pay requests, respond to RFI’s, negotiate and recommend change orders if needed, conduct a substantial completion inspection, generate a punch list, and conduct a final inspection (to verify that punch list items are complete), prepare of Record Drawings from the Contractor’s field “as ‐built” notes, and coordinate final Close ‐out requirements. URS also provides the following 3 necessary areas of pre ‐design services with this proposal: 1. Site Survey – URS proposes to use Aylward Surveying to complete a topographical and physical feature survey. This will be done with sufficient research, field work, and detail to develop the proposed road design. 2. Geotechnical Report– Geotechnical services will be provided by URS. We propose to provide 7 ‐ 10’ deep soil borings spaced along the centerline of the proposed roadway. This testing is similar to that required for FDOT test procedures. URS will also provide 4 percolation tests along the roadway. Findings from these tests will be documented in a final report. This is a geographical area of poor absorption and these tests will be critical for design of the exfiltration system. We also note the northern portion of the proposed project is located in a Flood Zone X (See Attachment D). 3. Storm Drainage Plan – URS will provide the services necessary for this study. We will do necessary the research and calculations to develop an acceptable storm drainage plan for the project. This is a CMG Public Works and PERA requirement and will be an essential part of the basis of design for the physical design of the storm water exfiltration system. This work will be coordinated with the GMP 2 – New Municipal Complex package, specifically the Off ‐Site Civil drawings. URS has not included provisions for a Traffic Study or Signalization. Fees: URS proposes to provide these services and deliverables in accord with the Professional Services Agreement dated 02 ‐25 ‐09, RFQ # 08 ‐09 ‐006 Reso. # 2009 ‐37 ‐982. The phased design services are primary civil engineering in nature. Fees have been calculated using the 9% fee from our agreement and the anticipated construction for each phase. (See Attachments A and B) These services will be provided on a lump sum basis with periodic invoices provided using percentage of work complete to determine the values. The proposed fees by phase are as follows: Phase One $55,550.00
Phase Two $58,265.00 $113,815.00 Total Fee The pre ‐design services will be invoiced separately and at the conclusion of each service category using the following values: 1. Site Survey $4,500.00 2. Geotechnical Report $7,500.00 3. Storm Water Plan $5,000.00 Reimbursable expenses will be limited to those allowed by the continuing agreement. Such expenses will be discussed with and approved by the City in advance. Any agreed reimbursable expenses will be invoiced separate from the professional service fees. Schedule: URS is prepared to commence work immediately. A preliminary estimate of time required for the services is as follows: 1. Pre ‐Design services 3 weeks 2. Design Concept Plan 2 weeks 50% CD’s 4 weeks 100% CD’s 6 weeks 3. Construction Services 6 months 4. Close ‐out Services 4 weeks Authorization: URS will consider an executed Purchase Order from the City of Miami Gardens as authorization to proceed. URS understands that time is of the essence and has taken initial steps to implement these services for the City of Miami Gardens.
