A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, APPROVING THE 2027 JAZZ IN
THE GARDENS EVENTS; AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE ALL CONTRACTS FOR THE
PRODUCTION OF THE 20TH ANNUAL JAZZ IN THE GARDENS
EVENTS TO BE HELD IN MARCH 2027; PROVIDING FOR A
WAIVER OF BID PROCEDURES FOR PURCHASES MADE IN
CONNECTION WITH THE EVENTS; AUTHORIZING THE CITY
MANAGER TO EXCEED HIS PURCHASING AUTHORITY AS
MAY BE NECESSARY FOR THE EVENTS; PROVIDING FOR
THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Jazz in the Gardens (JITG) Music Festival, an award-winning annual
event held at the iconic Hard Rock Stadium, is not just a festival; it is a symbol of our
thriving community and a must-visit destination, and
WHEREAS, week-long events, culminating with a two-day music festival,
showcase our community and businesses, and firmly place the City of Miami Gardens on
the map, and
WHEREAS, initiating the planning process for the 20th Annual JITG is a crucial
step in securing top-tier artists and national sponsors, and
WHEREAS, the staff's goal is to announce the talent lineup for Fall 2026,
underscoring the importance of early planning, and
WHEREAS, it is anticipated that talent costs, marketing, production contract, and
expenditures will exceed the City Manager's authority under the City's Purchasing
Ordinance, and
WHEREAS, request Council authorization for the City Manager to exceed his
purchasing authority for the 20th Annual Jazz in the Gardens events in March 2027 by
waiving the procurement code, as provided in ordinance 2-757(a)(1), and
WHEREAS, Ordinance 2-757(a)(1) permits waiving competitive bidding upon the
City Manager's recommendation when it is in the City's best interest and normal
procedures cannot secure the necessary goods or services, and
WHEREAS, it is recommended that the City Council authorize the City Manager
to negotiate and execute contracts as needed for the production of the 20th Annual Jazz
in the Gardens Music Festival events in March 2027. The Council shall permit a waiver
of bid procedures for event purchases and authorize the City Manager to exceed his
purchasing authority, as necessary,

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby approves the 2027 Jazz in the Gardens Events. The City Council further
authorizes the City Manager to negotiate and execute all contracts as may be necessary
for the production of the 20th Annual Jazz in the Gardens events to be held in March 2027
providing for a waiver of bid procedures for purchases made in connection with the events
and authorizes the City Manager to exceed his purchasing authority as may be necessary
for the events.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON MAY 27, 2026.
