A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER TO PIGGYBACK OMNIA CONTRACT NO. R240303,
SOFTWARE SOLUTIONS AND SERVICES, BETWEEN
CARAHSOFT TECHNOLOGY CORP AND REGION 4
EDUCATION SERVICE CENTER TO ISSUE A PURCHASE
ORDERS TO CARAHSOFT TECHNOLOGY CORP IN AN
AMOUNT NOT TO EXCEED ONE HUNDRED SEVENTY
THOUSAND, SIX HUNDRED FIFTY DOLLARS AND FIFTY-
THREE CENTS ($170,650.53) FOR THE PURCHASE OF A
THREE (3) SUBSCRIPTION TO FORCEMETRICS CORE FOR
THE MIAMI GARDENS POLICE DEPARTMENT; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens Police Department seeks to purchase a
three (3) year subscription to ForceMetrics Core, a public safety intelligence and data
analytics platform that provides law enforcement with real-time, actionable information by
integrating data from multiple sources, including Computer-Aided Dispatch (CAD),
Records Management Systems (RMS), and jail management systems, and
WHEREAS, on April 24, 2024, Region 4 Education Service Center (ESC), a
regional education service center established by the Texas Legislature solicited Request
for Proposal (RFP) Number 24-03 for the purchase of Software Solutions and Services,
and
WHEREAS, on December 17, 2024, Request for Proposal (RFP) Number 24-03
was awarded to Carahsoft Technology Corp., based on price and the evaluation factors
set forth in the solicitation, and
WHEREAS, Region 4 ESC partnered with OMNIA Partners, Public Sector, Inc. to
make the resultant contract from the solicitation available to other public agencies through
OMNIA Partner’s cooperative purchasing program, and
WHEREAS, the initial contract period between Carahsoft Technology Corp. and
Region 4 ESC is for a term of three (3) years from the effective date of December 17,
2024, and may be renewed for an additional term of up to two (2) years, and
WHEREAS, pursuant to City of Miami Gardens, Code of Ordinances Section 2-
757, the City may enter into competitively solicited contracts when doing so is in the best
interest of the City, and
WHEREAS, staff seeks to piggyback Omnia Contract No. R240303 between
Carahsoft Technology Corp. and Region 4 Education Service Center to issue a purchase

orders to Carahsoft Technology Corp for the purchase of a three (3) year subscription to
Foremetrics Core, and
WHEREAS, the sum amount of the purchase orders is in an amount not to exceed
One Hundred Seventy Thousand, Six Hundred Fifty Dollars and Fifty-Three Cents
($170,650.53), and
WHEREAS, staff recommends the City Council authorize the City Manager to
piggyback Omnia Contract No. R240303, Software Solutions and Services to issue
purchase orders to Carahsoft Technology Corp in an amount not to exceed One Hundred
Seventy Thousand, Six Hundred Fifty Dollars and Fifty-Three Cents ($170,650.53), for
the purchase of a three (3) year subscription to Foremetrics Core for the Miami Gardens
Police Department, and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to piggyback Omnia Contract No. R240303, Software
Solutions and Services between Carahsoft Technology Corp. and Region 4 Education
Service Center to issue purchase orders to Carahsoft Technology Corp in an amount not
to exceed One Hundred Seventy Thousand, Six Hundred Fifty Dollars and Fifty-Three
Cents ($170,650.53), for the purchase of a three (3) subscription to Foremetrics Core for
the Miami Gardens Police Department,
Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON MAY 27, 2026.
