A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER TO PIGGYBACK SOURCEWELL CONTRACT NO.
030425-365L WITH 365 LABS, LLC FOR PUBLIC SAFETY
SOFTWARE TO ISSUE PURCHASE ORDERS TO 365 LABS,
LLC IN AN AMOUNT NOT TO EXCEED THREE HUNDRED AND
SEVENTY THOUSAND, SEVEN HUNDRED AND FORTY-FOUR
DOLLARS ($370,744.00) FOR THE PURCHASE OF ECITATION
HARDWARE AND THE CORRESPONDING ECITATION
SOFTWARE FOR THE MIAMI GARDENS POLICE
DEPARTMENT; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens Police Department seeks to purchase
eCitation hardware and the corresponding eCitation Software, maintenance and support,
and
WHEREAS, on January 14, 2025, Sourcewell, a State of Minnesota local
government unit solicited Request for Proposal (RFP) Number 030425 for the purchase
of Public Safety Software, and
WHEREAS, on August 19, 2025, Request for Proposal (RFP) Number 030425 was
awarded to 365 Labs LLC, based on price and the evaluation factors set forth in the
solicitation, and
WHEREAS, the initial contract period is for a term of four (4) years from the
effective date of September 26, 2025, with three (3) additional one (1) year extensions,
and
WHEREAS, pursuant to City of Miami Gardens, Code of Ordinances Section 2-
757, the City may enter into competitively solicited contracts when doing so is in the best
interest of the City, and
WHEREAS, staff seeks to piggyback Sourcewell Contract No. 30425-365L with
365 Labs, LLC to issue purchase orders to 365 Labs, LLC to purchase eCitation hardware
and the corresponding eCitation software, maintenance and support, and
WHEREAS, the sum amount of the purchase order is Three Hundred and Seventy
Thousand, Seven Hundred and Forty-Four Dollars ($370,744.00) and
WHEREAS, staff recommends the City Council authorize the City Manager to
piggyback Sourcewell Contract No. 030425-365L, Public Safety Software to issue
purchase orders to 365labs, LLC in an amount not to exceed Three Hundred and Seventy
Thousand, Seven Hundred and Forty-Four Dollars ($370,744.00) for the purchase of

Ecitation hardware and the corresponding Ecitation software for the Miami Gardens
Police Department, and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to piggyback Sourcewell Contract No. 030425-365L
with 365 labs, llc for Public Safety Software to issue purchase orders to 365 Labs, LLC in
an amount not to exceed Three Hundred and Seventy Thousand, Seven Hundred and
Forty-Four Dollars ($370,744.00) for the purchase of Ecitation hardware and the
corresponding Ecitation software for the Miami Gardens Police Department,
Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON MAY 27, 2026.
