A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID
(ITB) NO. 25-26-012 LANDSCAPE IMPROVEMENTS FOR SR
817 NW 27 AVENUE FROM 151 STREET TO NW 165 STREET
TO LEMON LIME LANDSCAPING LLC; AUTHORIZING THE
CITY MANAGER TO ISSUE PURCHASE ORDER(S), AS
NEEDED, NOT TO EXCEED THE BUDGETED AMOUNT OF
TWO HUNDRED EIGHTY- ONE THOUSAND, EIGHT HUNDRED
AND FORTY DOLLARS AND FIFTY CENTS
($281,840.50);PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on January 13, 2026, Invitation to Bid (ITB) No. 25-26-012, Landscape
Improvements for SR 817 NW 27 Avenue from NW 151 Street to NW 165 Street, was
solicited via DemandStar, inviting qualified vendors to submit bids for landscaping
services, and
WHEREAS, the solicitation opened on January 21, 2026 and four (4) bids were
publicly read from Arazoza Brothers Corp., Brightview Landscape Services, Lemon Lime
Landscaping, LLC, and VisualScape Inc., and
WHEREAS, City staff reviewed proposals for responsiveness and responsibility,
tabulated pricing sheets, and conducted due diligence reviews of the vendors, a copy of
which is attached as Exhibit C, and
WHEREAS, Lemon Lime Landscaping, LLC was deemed the lowest responsive,
responsible bidder of the solicitation, and
WHEREAS, City Staff recommends that the City Council award ITB No. 25-26-
012, Landscape Improvements for SR 817 NW 27 Avenue from NW 151 Street to NW
165 Street to Lemon Line Landscaping, LLC and authorize the City Manager to issue
purchase orders, as needed, not to exceed the budgeted amount,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby ITB No. 25-26-012, Landscape Improvements for SR 817 NW 27 Avenue from
NW 151 Street to NW 165 Street to Lemon Line Landscaping, LLC and authorize the City
Manager to issue purchase orders, as needed, not to exceed the budgeted amount of

Two Hundred Eighty- One Thousand, Eight Hundred and Forty Dollars and Fifty Cents
($281,840.50).
Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON MAY 27, 2026.
