A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID
(ITB) NO. 25-26-014 UNDERCOVER VEHICLE RENTAL
OF COMPANY LEASING TO SERVICES ENTERPRISE
FLORIDA DBA ENTERPRISE MOBILITY; AUTHORIZING THE
CITY MANAGER TO ISSUE PURCHASE ORDER(S), AS
BUDGETED AMOUNT; THE NEEDED, TO NOT EXCEED
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on January 28, 2026, Invitation to Bid (ITB) No. 25-26-014,
Undercover Vehicle Rental Services, was solicited via DemandStar, inviting qualified
vendors to submit bids for rental vehicle services, and
WHEREAS, the solicitation opened on March 23, 2026 and two (2) bids were
publicly read from Enterprise Leasing Company of Florida dba Enterprise Mobility and
Dumonde Travel, and
WHEREAS, City staff reviewed proposals for responsiveness and responsibility,
tabulated pricing sheets, and conducted due diligence reviews of the vendors, a copy of
which is attached as Exhibit B, and
WHEREAS, Enterprise Leasing Company of Florida dba Enterprise Mobility was
deemed the lowest responsive, responsible bidder of the solicitation, and
WHEREAS, City Staff recommends that the City Council award ITB No. 25-26-
014, Undercover Vehicle Rental Services to Enterprise Leasing Company of Florida dba
Enterprise Mobility and authorize the City Manager to issue purchase orders, as
needed, not to exceed the budgeted amount,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby ITB No. 25-26-014, Undercover Vehicle Rental Services to Enterprise Leasing
Company of Florida dba Enterprise Mobility and authorize the City Manager to issue
purchase orders, as needed, not to exceed the budgeted amount.
Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
