A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER TO PIGGYBACK OMNIA CONTRACT NO. 159469
PUBLIC SAFETY, EMERGENCY PREPAREDNESS, SAFETY
EQUIPMENT AND SOLUTIONS PORT OF PORTLAND
OREGON TO ISSUE A PURCHASE ORDER TO SAFEWARE,
INC SEVENTY-FIVE EXCEED TO IN AMOUNT AN NOT
THOUSAND FIVE HUNDRED DOLLARS ($75,500.00) FOR THE
PURCHASE OF A HANDHELD RAMAN STANDOFF CHEMICAL
DETECTOR FOR THE MIAMI GARDENS POLICE
OF THE ADOPTION PROVIDING FOR DEPARTMENT;
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens Police Department seeks to procure the
Pendar X-10 Handheld Raman standoff chemical detector through the utilization of a
competitively solicited OMNIA contract, in accordance with Section 2-757(2) of the City
of Miami Gardens Procurement Code, and
WHEREAS, the OMNIA competitive contract was awarded on April 1, 2021, and
expires on April 1, 2027, with the option to renew for an additional one year period
through April 1, 2028, and
WHEREAS, the Pendar X10 is a handheld, standoff Raman spectrometer
designed to identify hazardous chemicals, explosives, and drugs from up to 6 feet (2
meters) away, and
WHEREAS, sufficient funding for this expense will come from account number
001-21-01-521-520-00, and
WHEREAS, City Staff recommends that the City Council authorize the City
Manager to piggyback Omnia Contract No. 159469 Public Safety, Emergency
Preparedness, Safety Equipment and Solutions Port of Portland Oregon to issue a
purchase order to Safeware, Inc., in an amount not to exceed Seventy-Five Thousand
Five Hundred Dollars ($75,500.00) for the purchase of a handheld Raman Standoff
Chemical Detector for the Miami Gardens Police Department,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.

Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to piggyback Omnia Contract No. 159469 Public
Safety, Emergency Preparedness, Safety Equipment and Solutions Port of Portland
Oregon to issue a purchase order to Safeware, Inc., in an amount not to exceed
Seventy-Five Thousand Five Hundred Dollars ($75,500.00) for the purchase of a
handheld Raman Standoff Chemical Detector for the Miami Gardens Police
Department.
Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON JUNE 24, 2026.
