A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR
PROPOSAL (RFP) NO. 25-26-023, WALT FRAZIER PARK
AND INC., CONSTRUCTION RENOVATIONS, TO BEJAR
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE A CONTRACT WITH BEJAR CONSTRUCTION, INC.,
AS THE PRIMARY VENDOR AND VERCETTI ENTERPRISES,
LLC, THE EVENT INVENDORSECONDARY THE AS
PRIMARY THE VENDOR; FAIL NEGOTIATIONS WITH
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on April 14, 2026, Request for Proposal (RFP) No. 25-26-023 was
solicited via DemandStar inviting qualified vendors to submit responses to provide
renovation services for Walt Frazier Park, and
WHEREAS, six (6) proposing vendors—Bejar Construction Inc., Franjo Builders,
LLC, Lunacon Construction Group Corp, M & J Consulting Group, Corp, Primus
Construction Services, Inc. and Vercetti Enterprises, LLC—responded to the RFP, and
WHEREAS, on May 26, 2026, an Evaluation Committee meeting was held, the
Evaluation vendors and responsive were (6) six thethat determined Committee
responsible to the requirements of the RFP, and
WHEREAS, after scoring, the Evaluation Committee ranked the six (6) vendors
and recommended awarding RFP No.25-26-023, Walt Frazier Park Renovations, to
Bejar Construction Inc., and
WHEREAS, City Staff recommends that the City Council award Request for
Proposal (RFP) No. 25-26-023, Walt Frazier Park Renovations, to Bejar Construction
Inc., and authorize the City Manager to negotiate and execute a contract with Bejar
Construction, the LLC, Enterprises,Vercettiand asprimary theas vendor Inc.,
secondary vendor in the event negotiations fail with the primary vendor,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Request for Proposal (RFP) No. 25-26-023, Walt Frazier Park
Renovations, to Bejar Construction Inc., and authorize the City Manager to negotiate

and execute a contract with Bejar Construction, Inc., as the primary vendor and Vercetti
Enterprises, LLC, as the secondary vendor in the event negotiations fail with the primary
vendor.
Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON JUNE 24, 2026.
