A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER TO PIGGYBACK SOURCEWELL CONTRACT NO.
#031022-FTU, SPORTS SURFACING SOLUTIONS FIELDTURF
USA, TO ISSUE PURCHASE ORDERS TO FIELDTURF USA IN
AN NINE MILLIONTWOEXCEEDTO NOTAMOUNT
HUNDRED EIGHTY THOUSAND AND SEVENTY FIVE
DOLLARS ($2,980,075.00) FOR THE PURCHASE OF A NEW
FIELD, BLEACHERS, AND SHADE STRUCTURES AT WALT
FRAZIER OF THE ADOPTIONPROVIDING FOR PARK;
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in April 2014, the City of Miami Gardens residents approved a
General Obligation Bond (GOB) in the amount of Sixty Million Dollars ($60,000,000) for
the construction of and improvements to the City’s parks and related facilities, and
WHEREAS, that PlanImplementation Bond listed adopted CouncilCity a
improvements to be incorporated into each park project which included the renovation
of Walt Frazier Park, and
WHEREAS, the park will be completely renovated, which includes the addition of
a second artificial turf football, field bleachers and shade structures, and
WHEREAS, local Minnesota of January 20, 2022, on Sourcewell, a State
government unit solicited Request for Proposal (RFP) Number 031022 for the purchase
of Athletic Surfaces with Installation, Related Equipment, Materials and Services, and
WHEREAS, on June 21, 2022, Sourcewell Board of Directors ratified Contract
Number 031022-FTU awarded to FieldTurf USA, Inc., and
WHEREAS, the initial contract period was for a term effective May 31, 2022
through May 26, 2026 and allowed for one (1) additional one (1) year extension. On
May 12, 2025, Sourcewell and FieldTurf USA, Inc. agreed to a one year extension
extending the contract to May 26, 2027, and
WHEREAS, pursuant to City of Miami Gardens, Code of Ordinances Section 2-
757, the City may enter into competitively solicited contracts when doing so is in the
best interest of the City, and
WHEREAS, staff seeks to piggyback Sourcewell Contract No. 031022-FTU
Athletic Surfaces with Installation, Related Equipment, Materials and Services with
FieldTurf USA, Inc. to issue purchase orders to FieldTurf USA, Inc. for the purchase of
an artificial turf football, field bleachers and shade structures at the Walt Frazier Park,
and

WHEREAS, the sum amount of the purchase order is Two Million, Nine Hundred
Eighty Thousand and Seventy-Five Dollars ($2,980,075.00), and
WHEREAS, staff recommends the City Council authorize the City Manager to
piggyback Sourcewell Contract No. 031022-FTU Athletic Surfaces with Installation,
Related Equipment, Materials and Services to issue purchase orders to FieldTurf USA,
Inc in an amount not to exceed Two Million, Nine Hundred Eighty Thousand and
Seventy-Five Dollars ($2,980,075.00) for the purchase of an artificial turf football, field
bleachers and shade structures at the Walt Frazier Park,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to piggyback Sourcewell Contract No031022-FTU
Athletic Surfaces with Installation, Related Equipment, Materials and Services to issue
purchase orders to FieldTurf USA, Inc in an amount not to exceed Two Million, Nine
Hundred Eighty Thousand and Seventy-Five Dollars ($2,980,075.00) for the purchase
of an artificial turf football, field bleachers and shade structures at the Walt Frazier Park.
Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON JUNE 24, 2026.
