A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER TO PIGGYBACK SOURCELL CONTRACT NO.
030425-MR43, PUBLIC SAFETY SOFTWARE SOLUTIONS
WITH MARK43, INC. TO ISSUE A PURCHASE ORDERS TO
MARK43, INC. IN AN AMOUNT NOT TO EXCEED TWO
HUNDRED FIFTY-FIVE THOUSAND FOUR HUNDRED
TWENTY-THREE DOLLARS ($255,423.00) FOR THE
PURCHASE OF A ONE (1) YEAR SUBSCRIPTION OF RMS,
CORE SAAS AND RECURRING SERVICES FOR THE MIAMI
GARDENS POLICE DEPARTMENT; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens Police Department seeks to procure a one
(1) year subscription for the Mark 43 Record Management System, a cloud-native AI-
powered software platform built specifically for law enforcement and public safety
agencies that streamlines report writing, evidence tracking, and case management while
automating regulatory compliance, and
WHEREAS, on January 14, 2025, Sourcewell, a State of Minnesota local
government unit, solicited Request for Proposal (RFP) Number 030425 for the purchase
of Public Safety Software, and
WHEREAS, on August 19, 2025, Sourcewell Board of Directors ratified the
cooperative contracts awarded by its Chief Procurement Officer, including Contract No.
030425- MR43 awarded to Mark43, Inc., and
WHEREAS, the initial contract period is for a term effective October 7, 2025
through July 17, 2029 and allows for three (3) additional one (1) year extensions, and
WHEREAS, pursuant to City of Miami Gardens Code of Ordinances Section 2-
757, the City may enter into competitively solicited contracts when doing so is in the best
interest of the City, and
WHEREAS, the sum amount of the purchase order is Two Hundred Fifty-Five
Thousand, Four Hundred Twenty-Three Dollars ($255,423.00), and
WHEREAS, staff recommends the City Council authorize the City Manager to
piggyback Sourcewell Contract No. 030425- MR43, Public Safety Software to issue a
purchase order(s) to Mark43, Inc. in an amount not to exceed Two Hundred Fifty-Five
Thousand, Four Hundred Twenty-Three Dollars ($255,423.00) for the purchase of a new

a one (1) year subscription of a RMS, Core SAAS and recurring services for the Miami
Gardens Police Department,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to piggyback Sourcewell Contract No. 030425-MR43,
Public Safety Software with Mark43, INC. to issue a purchase order to Mark43, Inc. in an
amount not to exceed Two Hundred Fifty-Five Thousand Four Hundred Twenty-Three
Dollars ($255,423.00) for the purchase of a one (1) year subscription of RMS, Core Saas
and recurring services for the Miami Gardens Police Department.
Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON JULY 22, 2026.
