FERGUSON RECREATION COMPLEX BIKEWAY TRAIL PROJECT, TO H.G CONSTRUCTION, DEVELOPMENT AND INVESTMENTS, INC.; AUTHORIZING THE CITY MANAGER TO ISSUE PURCHASE ORDER(S), AS NEEDED NOT TO EXCEED THE BUDGETED AMOUNT OF TWO MILLION ONE HUNDRED AND FIVE THOUSAND FOUR HUNDRED AND FORTY EIGHT DOLLARS AND EIGHTEEN CENTS ($2,105,448.18) FOR SITE PREPARATION AND CONSTRUCTION; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on April 27, 2026, Invitation to Bid (ITB) No. 25-26-003- NW 199 Street Betty T. Ferguson Recreation Complex Bikeway Trail Project was solicited via Demandstar, inviting qualified firms to submit proposals to provide site preparation and construction services, and WHEREAS, on June 1, 2026, proposals were received from seven (7) firms: Rogar Management & Consulting of FL LLC, Basile USA LLC, H.G Construction Development and Investment Inc., Homestead Concrete & Drainage Inc., Kailas Contractors, Metro Express, Inc., and The Strout Group LLC, and WHEREAS, City staff conducted responsiveness and responsibility reviews of the firms and determined that six (6) firms Basile USA LLC, H.G Construction Development and Investment Inc., Homestead Concrete & Drainage Inc., Kailas Contractors, Metro Express, Inc., and The Strout Group LLC were responsive and responsible to the requirements and the submittal by Rogar Management & Consulting of FL LLC was incomplete and failed to attach any documents, and WHEREAS, City staff tabulated pricing sheets and conducted due diligence reviews of the firms, a copy of which is attached as Exhibit A, and deemed H.G Construction Development and Investment Inc. as the lowest responsive and responsible bidder, and WHEREAS, City Staff recommends that the City Council award ITB No. 25-26- 003- NW 199 Street Betty T. Ferguson Recreation Complex Bikeway Trail Project to H.G Construction Development and Investment Inc., and WHEREAS, City Staff recommends the City Council authorize the City Manager to issue purchase orders, as needed, not to exceed the budgeted amount of Two Million One Hundred and Five Thousand Four Hundred and Forty-Eight Dollars and Eighteen Cents ($2,105,448.18), Docusign Envelope ID: BD2A5CBE-3A67-8CE8-8389-0FD10D167745 Page 2 of 3 Resolution No. 2026-080-2537 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens hereby awards Invitation to Bid (ITB) No. 25-26-003, NW 199 Street Betty T. Ferguson Recreation Complex Bikeway Trail Project to H.G Construction Development and Investment Inc., authorizes the City Manager to issue purchase order(s), as needed, not to exceed the budgeted amount of Two Million One Hundred and Five Thousand Four Hundred and Forty Eight Dollars and Eighteen Cents ($2,105,448.18) for site preparation and construction services. Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage.
