Staff Summary: Background American Healthways Services, LLC. (“Healthways”), a company dedicated to promoting health and well ‐being, administers the SilverSneakers Fitness Program (“SilverSneakers”). SilverSneakers is offered to senior citizens, 65 and older, through leading healthcare plans and Medicare supplement carriers

Currently, senior Floridians insured through Humana, CarePlus, WellCare, SecureHorizons, AvMed, or Amerigroup health plans are eligible for the program. Under the SilverSneakers program, participants are given a complimentary membership to participating fitness facilities and are offered educational seminars to promote a healthy lifestyle. In 2010, the City contracted with Healthways and designated the Betty T. Ferguson Recreational Complex as the participating facility. Healthways pays the City $3.50 per participant visit with a monthly cap of $35.00 per participant. Current Situation Healthways has recently introduced a program enhancement where persons can enroll in the Prime Private Brand Program, also known as Prime PB. This program is not age restricted and provides participants the ability to enroll in a fitness membership at one of the 8,000 approved fitness centers nationwide. Typically the cost of this program is fully or partially subsidized by the participant’s employer, or they can choose to register directly with Healthways. The intent is to promote physical activity while providing access to a vast amount of resources such as a customer service hotline directly to Healthways and an online portal to locate participating centers, create fitness plans, and set and track goals. Participants can also receive discounts on 40,000 well ‐being practitioners and well ‐being ‐related products and services from over 20 national vendors. Healthways will use multi ‐channel tactics to promote this new program which should increase membership enrollment at the BTF Complex and save the City administrative costs. Healthways will use online advertising, social media outreach via Facebook, Twitter, Pinterest, etc. to market the Prime PB. They will also print ads in magazines and newspaper spots. The pay structure and compensation of the program as it relates to the City will remain the same ($3.50 per participant visit with a monthly cap of $35.00). An amendment to the original contract between the City and Healthways is necessary in order to allow for the implementation of the Prime PB. It is my recommendation that Council approve the resolution authorizing the City Manager to execute the required amendment to the contract.
