A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA,
AUTHORIZING AN EXPENDITURE IN AN AMOUNT NOT TO EXCEED THIRTY‐ONE
THOUSAND DOLLARS ($31,000.00) FROM THE LAW ENFORCEMENT TRUST FUND
(“LETF”) FOR THE EXPANSION OF THE CANINE UNIT AND THE PURCHASE OF PREDICTIVE
POLICING SOFTWARE; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
Staff Summary:
Upon implementing the Police Department the City Council created by ordinance, the Law Enforcement
Trust Fund (LETF). This Fund is authorized by Florida State Statute as an account to process seized
and forfeited funds received by the Police Department. The funds may be used for law enforcement
purposes to include in part, “providing matching funds to obtain Federal Grants, providing additional
equipment or expertise”. The Statute provides that the funds may be expended by authorization of the
governing body. The Miami Gardens Police Department staff is recommending that two items be
purchased expending LETF funds in an amount not to exceed $31,000.

The Police Department currently has four canine officers and one sergeant deployed within the City
which respond to perimeters, searches and other activities determined by protocol. The retirement of the
Unit’s supervisor will result in adjustments to the current functionality of that existing canine team.
Therefore it has been determined that an additional canine team should be added to the squad to
enhance effectiveness and provide more coverage in the City during critical times of the day. The
estimated cost of the additional canine is $8,500.
In addition, the Department is seeking to continue the deployment of new technologies to detect, prevent
and apprehend criminals with the purchase of a predictive policing software to aid in the deployment of
personnel and planning of tactical operations. The predictive policing technology uses previously
collected data to proactively predict where crime is likely to occur so that officers can be deployed to
specific locations to initiate enforcement action and strategically patrol to detect and prevent criminal
acts. The predictive policing software will be utilized in concert with the Department’s Record
Management System, ShotSpotter Program and human intelligence to further impact crime occurring in
the City. It is estimated that the one year purchase price of this software will not exceed $22,500.
Proposed Action:
That the City Council approve the attached resolution authorizing the City Manager to expend an amount
not to exceed $31,000 in LETF funds for the expansion of the Canine Unit and the purchase of predictive
policing software.
