REGULAR CITY COUNCIL MINUTES
FEBRUARY 24, 2016
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida was called to order at 7:00 PM,
in the City Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Felicia Robinson and Council Members Lillie Q. Odom, David Williams Jr., and Dr.
Erhabor Ighodaro. Councilwoman Lisa C. Davis arrived at 7:07 PM. Councilman Rodney
Harris was out of town.
Motion offered by Councilman Williams, seconded by Vice Mayor Robinson to excuse
Councilman Harris' absence.
There being no discussion, the motion to excuse Councilman Harris' absence passed and
carried by a unanimous vote of the members present.
Also in attendance were: Assistant City Manager Vernita Nelson, sitting in for City
Manager Cameron Benson who was not present due to illness; City Attorney Sonja K. Dickens
and City Clerk Ronetta Taylor.

D-1) Regular City Council Minutes — February 10, 2016
Motion offered by Councilman Williams, seconded by Councilwoman Odom to approve
the minutes, with necessary corrections, if any.
There being no discussion, the motion to approve passed and carried by a unanimous vote
of the members present.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
The following item was added to the official agenda: "A RESOLUTION OF

Item K-05 was pulled from the Official Agenda, as per written communication from City
Manager Benson.
Motion offered by Councilman Williams, seconded by Vice Mayor Robinson to approve
the Official Agenda with the necessary additions/deletions/changes.
There being no further discussion, the motion to approve the official agenda passed and
carried by a 5-0 vote.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Councilman David Williams Jr.- Donation to Parks and Recreation
Department
Councilman Williams shared a situation he experienced a few years ago when he hurt his
leg during a celebrity basketball practice. He said he was in so much pain he could hardly walk
to his vehicle. There was a second incident with a world renowned artist that visited the Betty
T. Ferguson Center to do a two hour presentation. This individual had just had hip replacement
surgery and had to literally drag his feet from the parking lot to the gymnasium where the event
took place. He shared that he had conversation with the CEO of the Jesse Trice Community
Health Center about possible assistance. This organization came up with a plan and tonight they
are here to make a presentation donating one (1) of seven (7) wheel chairs to the City of Miami
Gardens.
F-2) Councilwoman Lillie Q. Odom — Elderly Affairs Advisory Committee and
the Miami Gardens Super Soul Steppers
Councilwoman Odom shared that each year during Black History Month someone or
organization from the community is recognized. This year the Elderly Affairs Advisory
Committee and the Miami Gardens Steppers jointly were acknowledged. She shared that each
year the City of Miami Gardens Elderly Affairs Advisory Committee attends and participates
during the Senior Day event in Tallahassee, Florida. The Elderly Affairs Advisory has been
recognized by the State of Florida. She recognized Linda Hodges Holloway as the leader and
founder of the Miami Gardens Steppers, and Tanya James, Chair of the City of Miami Gardens
Elderly Affairs Advisory Committee. The Elderly Affairs Advisory Committee Members also
received Certificates of Appreciation as well as the dancers of the Miami Gardens Steppers.
F-3) City Manager — FDOT Presentation
Carlos A. Castro, District Freight Coordinator appeared before the City Council to make
a presentation on the Golden Glades Multimodal Transportation Facility & Truck Travel Center.
Mayor Gilbert advised the presenter that in order to provide the residents with a better
understanding of the project, a workshop was warranted. Although the presentation was
informative there was much more information to be shared and the five (5) minute time slot was
not sufficient for this purpose.

(G) PUBLIC COMMENTS
W. Ervan Miller, 1370 NW 207th Street, Miami Gardens, Florida, appeared before the
City Council to express concern with junk vehicles and vehicles without valid registration on
private property. He suggested that the Council adopt an ordinance with stricter guidelines for
those vehicles being parked on the city's right-of-way.
Dorothy Smith, 20484 NW 14th Place, Miami Gardens, Florida, appeared before the City
Council to express her opinion on the need for a neighborhood center in Coconut Cay and the
Andover communities. She stated that the Coconut Cay residents are very angry with the
developer D.R. Horton. She stated that pursuant to state law the developer has to provide
recreation space for Coconut Cay.
Jean Johnson, a member of the City of Miami Gardens Progressive Young Adult
Advisory Committee, 17600 NW 5th Avenue, Miami Gardens, Florida, appeared before the City
Council to solicit support of the Progressive Young Adult Calendar of events, listed on the
official agenda as Item L-2.
Mykita Cherry -Prime, Chair of the City of Miami Gardens Progressive Young Adult
Advisory Committee, 3101 NW 171St Terrace, Miami Gardens, Florida, appeared before the
City Council to solicit support for item L-2.
Francis Ragoo, 889 NW 214th Street, Apartment 102, Miami Gardens, Florida, appeared
before the City Council to express concern about the condition of the landscaping around City
Hall and the Police Building. He opined the grass around City Hall is more weed than grass.
He further stated the corridor along NW 27th Avenue, a main entranceway to the City of Miami
Gardens is horrible.
Wendell A. James, 18820 NW 29th, Miami Gardens, Florida, appeared before the City
Council to comment on the City of Miami Gardens Wine and Food Experience event hosted by
Councilwoman Lisa C. Davis. He said this was a signature event, which should be repeated.
He shared that while attending this event he was able to sit and observe the young and the
young at heart enjoying this very festive event. He thanked Councilman Ighodaro for
recognizing the Panamian Celebration. He thanked Councilman Williams for his contributions
to the community.
Kevin Brown, Vice Chair of the Progressive Young Adult Advisory Committee, 3115
NW 157th Street, Miami Gardens, Florida, appeared before the City Council to solicit support of
Item L-2.

Councilman Ighodaro said this initiative is inclusive of the city in terms of entertainment
and economic development. He acknowledged Jazz in the Gardens and the benefits and
branding derived from that festival. He opined we need to provide programs that will supplement
the different demographics of the city. This international music festival is going to be a way to
do that. He shared this event was held last year and was very successful. He conveyed hope of
continuing that tradition annually. He said he was looking at other sources for independently
funding.
Motion offered by Councilman Ighodaro, seconded by Councilwoman Davis to adopt this
item.
Councilwoman Odom stated that the Jazz in the Gardens Festival has already become an
International Event. She expressed concern with this international festival having a fiscal impact
on the city. She questioned where are the dollars going to come from. She opined the residents
are going to get a little bit tired of all of this entertainment.
Mayor Gilbert said the sponsorship from the City is $1,000.00, from the Special Events
Fund. He stated that he was not opposed to doing this as an annual event; however the time to
do that is during the budget workshop. If the allocation is going to be for the lesser amount and
is being allocated from Councilman Ighodaro's Special Event's account he did not have a
problem with that, necessarily. He stated it will be incumbent upon staff to make sure the city is
not spending additional dollars. If this item is going to cost more than this amount the matter
would need to come back to council for more extensive conversation. He said he was supporting
the item for the thousand dollars.
Vice Mayor Robinson said she was addressing her comments to all events of this
magnitude and opined if there is no set amount budgeted that event needs to come back to
Council for approval.
There being no further discussion the motion to adopt this item passed and carried by a
5-1 vote.

P-1) MGPD Monthly Report for January 2016
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Williams shared that he was pleased to see the City hosting a workshop for
local vendors on how to do business with the City. He thanked Lindell Miller, Procurement
Manager for this initiative. He further announced that he has partnered with the Black Nurses
Association to host an event, Saturday, March 5, 2016, from 8:00 am — 12 noon at the Betty T.
Ferguson Center. He said this initiative will have dialogue about a lot of the negative things
occurring within the City.
Councilwoman Davis shared that she has been speaking with Ms. Flora Johnson about
her medical issues. She asked everyone to continue to pray for Ms. Johnson's speedy recovery.
Councilwoman Odom shared this past Saturday, the Commission For Women hosted a
Girls and Women's Summit, which was well attended. She further acknowledged Shantelle
Smith, Assistant to the Council for her assistance in putting this event together.
Councilman Ighodaro announced the Black History event is scheduled for Saturday,

February 27, 2016, at the Betty T. Ferguson Complex. The public is invited to attend this event,
which has several activities planned. There will be entertainment as well as food. There will
also be guest from Nigeria.
Vice Mayor Robinson thanked everyone that came out to the 5K Run in the Gardens.
She encouraged everyone to participate and get physical fit by participating in physical activities.
She further invited everyone to come out to the Red Dress Red Wine Reception, Friday,
February 26, 2016. The event is in conjunction with the American Heart Association and will
take place at City Hall, at 6:00 PM.
Mayor Gilbert encouraged everyone to buy tickets and come out to the Jazz in the
Gardens Festival. He further announced the Women's Impact Lunch will take place that Friday.
He broached the subject of the media and violent crimes. He encouraged residents to call the
police not only for violent crimes, but for all crimes. He encouraged calling the police before
something violent happens. He further stressed the importance of parents monitoring their kids'
social media pages.
