REGULAR CITY COUNCIL MINUTES
MARCH 23, 2016
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, March 23, 2016, at 700 p.m., in the City Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Councilwoman Lisa C. Davis,
Councilwoman Lillie Q. Odom, Councilman Rodney Harris and Councilman David Williams, Jr.
Mayor Gilbert arrived at 7:05 p.m. Vice Mayor Felicia Robinson and Councilman Erhabor
Ighodaro were not present. Motion offered by Councilwoman Odom, seconded by Councilman
to excuse the absence of Vice Mayor Robinson and Councilman Ighodaro. This motion passed
and carried by a unanimous vote of the members present.
Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

D-1) Regular City Council Minutes —March 9, 2016
Motion offered by Councilman Williams, seconded by Councilman Harris to approve the
minutes, with necessary corrections, if any. This motion passed and carried by a unanimous vote
of the Council members present.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Item K-12, was removed from the Official agenda by the City Manager
Motion offered by Councilman Williams, seconded by Councilman Harris to adopt the
official agenda with the necessary additions/deletions.
There being no discussion the motion to adopt passed and carried by a unanimous vote of
the members present.

(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Councilwoman Lisa C. Davis —Women' Month Presentation
Councilwoman Davis presented plaques to: Ms. Precious Symonette, a teacher at Miami
Noland Senior High School was recently named "Teacher of the Year". She further presented
Ms. Benoral Wooten with an award as well. She shared that she had visited Ms. Wooten's
home during the holiday season and discovered a Winter Wonder Land. She thanked Ms.
Wooten for her outstanding contributions to the community and encouraged her to continue the
tradition of decorating and beautifying her neighborhood during the holiday season. Ms. Rita
Pierre was also recognized for her outstanding community service.
F-2) City Manager — Health Foundation of South Florida
Peter Wood, Vice President of Programs and Community Investment, appeared before
the City Council to expound on this 2.75 Million Dollar initiative, which centers arounds making
Miami Gardens healthier and active. The city manager and staff were recognized for doing an
exceptional job. A Host Council -Live Healthy Miami Gardens, which includes Vice Mayor
Robinson as well as community leaders serve as a steering committee. There is also a Sub
Council. The Host and Sub Councils comprise over 100 participants. He thanked the Council
for its leadership in this endeavor.
F-3) Office of the City Clerk —Special Presentation
City Clerk Taylor presented Mercedia Strachan, with a plaque on the occasion of her
retirement from the City of Miami Gardens, Office of the City Clerk, after eleven (11) years.
(G) PUBLIC COMMENTS
Cheryl Waterman, 20340 NW 29th Court, Miami Gardens, Florida, appeared before the
City Council to express concern with the noise in her neighborhood. This problem has been
recurring most Sundays. She shared that she has called the police department several times. A
police officer is dispatched out but as soon as the officer leaves the noise starts up again. She
reiterated this is very disturbing because people go to work on Monday mornings.
Mayor Gilbert advised Ms. Waterman that the Chief of Police or a representative from
the Police Department would be speaking with her about this concern.
Henry Griffin, 3050 NW 203`d Terrace, Miami Gardens, Florida, appeared before the
City Council to express concern with the maintenance of the trees planted on the swale area in
his neighborhood.
Mayor Gilbert advised Mr. Griffin that Tom Ruiz, Public Works Director would be
speaking with him about this concern.

P-1) City Manager's Quarterly Report — March 2016
P-2) City of Miami Gardens Police Department monthly reports for February 2016
Manager Benson announced that in regard to the Willow Lakes Green Reuse Area
Designation, on April 27, 2016, staff will be bringing forward a recommendation by Willow
Lakes Apartments, Ltd., to designate five (5) contiguous parcels as a "Green Reuse Area". The

land is approximately 10.13 acres, and located at 123 NW 202"d Terrace, Miami Gardens,
Florida. The "Green Reuse Area" Designation will facilitate site cleanup, and rehabilitation.
The redevelopment will include 121 units residential development as detailed in the Florida
Statutes Redevelopment Act. In accordance with Section 376.80(c) 2, Florida Statues, on April
27th there will be a first public hearing, with the second public hearing to be held on May 11,
2016, when members of the public may provide comments and suggestions regarding the Green
Reuse Designation. The public may contact the City's Planning and Zoning Division for further

Attorney Dickens reported the City was approached through the Mayor by the City of
Tallahassee to support their lawsuit along with the League of Women Voters against gun
violence. However, this is in relationship to a lawsuit brought against the City of Tallahassee by
the Second Amendment Foundation. She recounted a couple of years ago there was a Bill
passed in the Legislature that basically prevented local governments from addressing guns, guns
in parks, guns anywhere in public. This Bill would make you personally liable if you adopted an
ordinance that regulated guns in parks, and public places. Miami Gardens City Council took a
stand against this Bill by not voting to rescind the City's existing ordinance. The City of
Tallahassee took the same stand and they were sued. They prevailed in the lawsuit as it related
that that issue, which means you, do not have to take an affirmative action to take an ordinance
off the books. There are still constitutional issues outstanding. Issues like how far the
Legislature can go as it relates to making determinations like that. She recommended that the
Council agree to sign on to this lawsuit.
Mayor Gilbert shared that he remembered that the City took the exact same position as
the City of Tallahassee. He shared the Legislature cannot make a municipality erase something
from its books.
Motion offered by Councilman Harris, seconded by Councilman Williams authorizing
the city Attorney to take action to join the lawsuit with the City of Tallahassee and the League
of Women Voters.
There being no further discussion, this motion passed by a unanimous vote of the Council
members present.
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Williams thanked everyone for putting together the Jazz in the Gardens
event. This was a great event. He shared that he cannot remember the last time he stayed up
until 2:30 in the morning.
Councilwoman Davis shared there was still a lot of tree debris from the tornado that
passed through the city a few weeks ago. She stated that she wanted to make sure this debris was
being taken care of because in certain areas the debris is protruding into the streets.
Manager Benson in response to Councilwoman Davis' concern said staff will follow up
with Miami -Dade County.

Councilman Harris commended staff for a great Jazz in the Gardens. He stated that he
was looking forward to next year.
Mayor Gilbert announced the annual Easter Family Fun Day event will take place,
Saturday, March 26, 2016, at Rolling Oaks Parks from 11:00 AM — 2:00 PM. There is free food,
free entertainment for everyone. The event is co-sponsored by Vice Mayor Robinson and Jesus
People Ministries. He encouraged everyone to bring out the kids for this fun filled event, which
features a helicopter dropping the eggs. There will be a Market Place event on that same day
from 11:00 AM to 4:00 PM, at the Betty T. Ferguson Complex. The Financial Literacy Series
will take place, Tuesdays, from 6:30 PM — 8:30 PM and Saturdays from 11:00 AM — 2:00 PM,
for the entire month of April, which is Financial Literacy month. There is a registration process
for the Financial Literacy Series. The next stop on the Cultural Express is Sunday, April 10th
from 11:00 AM — 2:00 PM, at the Lowe Art Museum. This is also a free event. Anyone
interested should contact Jessica Myers, Legislative Aide to the Mayor to get registered for the
Cultural Express.
Mayor Gilbert further thanked Mercedia Strachan for all of her contributions while
employed with the City of Miami Gardens Office of the City Clerk. He told her to enjoy her
retirement and the easy life.
