REGULAR CITY COUNCIL MINUTES
APRIL 13, 2016
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, April 13, 2016, at 7:00 p.m., in the City Hall City Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Felicia Robinson and Council members Lisa C. Davis, Lillie Q. Odom, Rodney Harris
and David Williams Jr.
Mayor Gilbert asked whether Councilman Ighodaro was still out of the country. Clerk
Taylor in response to Mayor Gilbert's inquiry stated that she was not sure. Motion offered by
Mayor Gilbert, seconded by Vice Mayor Robinson to excuse the absence of Councilman
Ighodaro. There being no discussion, the motion to excuse Councilman Ighodaro's absence
passed and carried by a unanimous voice vote of the Council. At 7:10 PM, Councilman Erhabor
Ighodaro arrived at the meeting.
Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

(D) APPROVAL OF MINUTES
D-1) Regular City Council Minutes —March 23, 2016
Motion offered by Councilman Williams, seconded by Councilwoman Davis to approve
the minutes, with necessary corrections, if any.
There being no discussion, the motion to approve passed and carried by a unanimous vote
of the members present.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Councilwoman Davis added a presentation in recognition of Communication's Week
(Dispatchers), as Item F-3).

The following item was added to the official agenda by Councilwoman Odom, as a
consent item. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, SUPPORTING COUNCILWOMAN LILLIE Q. ODOM'S POST
MOTHER'S DAY TRIBUTE EVENT; AUTHORIZING A SPONSORSHIP OF THE
EVENT IN THE AMOUNT TWO THOUSAND FIVE HUNDRED DOLLARS ($2500.00)
FROM THE CITY COUNCIL SPECIAL EVENT ACCOUNT; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE"
Councilman Williams attempted to add a resolution renaming a street.
Vice Mayor Robinson asked whether this item could be deferred until a discussion by the
Council is held to put certain policy and procedures in place. She said after the last street
naming resolution was adopted the Council discussed and agreed to hold a workshop to review
this process.
Mayor Gilbert said this was his memory on the discussion as well. He asked the City
Manager and City Clerk to set up a date and time for this workshop.
Motion offered by Vice Mayor Robinson, seconded by Councilman Harris to schedule a
workshop to discuss policies and procedures for renaming or co -designation of city streets.
Councilman Williams expressed concern and stated we are having workshops on a lot of
things that never occur. The Council talks about a lot of things on this dais that never happens.
Mayor Gilbert said as it relates to street naming the criteria is for people who have done
really good things in the City. He opined there are many people who have done really good
things in the City of Miami Gardens. He said that criteria cannot be the criteria for renaming a
street. He said any Council member can ask for, and set a workshop. He asked the City Clerk to
expedite setting a date and time for this workshop.
Councilwoman Odom recounted, the discussion to workshop the street naming policies
and procedures came about when the Council was approached by a group of individuals wanting
to rename a street after an individual. At that time the Council decided on workshopping the
criteria for renaming city streets.
There being no further discussion this motion passed and carried by a 5-1 voice vote.
Councilman Williams cast the dissenting vote. Councilman Ighodaro was not present when this
vote was taken.
Councilman Williams pulled Items K-1, and K-17, from the Consent Agenda.
Motion offered by Councilman Harris, seconded by Vice Mayor Robinson to approve the
official agenda with the necessary changes.
There being no further discussion, the motion to adopt passed and carried by a unanimous
voice vote of the members present.

(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Mayor Gilbert - National Public Works Week
The Proclamation was read into the by Tom Ruiz, Public Works Director.
Mayor Gilbert acknowledged Tom Ruiz, and the staff of the Public Works Department
for doing an outstanding job, as well as providing great service to the residents of the City of
Miami Gardens.
F-2) Councilwoman Lisa C. Davis — Florida National University
Ms. Rachel Tourgeman, Florida National University appeared before the Council to
acknowledge Councilwoman Davis for sponsoring the National Missing Children resolution.
Said a major event will be taking place on May 25th at Florida National University. She
extended an invitation to the elected officials as well as the general public. She reiterated a
heartfelt "thank you" to Councilwoman Davis for her vision and commitment.
F-3) Councilwoman Lisa C. Davis — Communications Week (Dispatchers)
In recognition of Communications (Dispatchers) Week, Councilwoman Davis presented a
plaque to the staff of the City of Miami Gardens' Police Department Communications
Department.
(G) PUBLIC COMMENTS (2 minutes each)
Dorothy Smith, 20484 NW 14th Place, Miami Gardens, Florida, appeared before the City
Council and stated that the drainage problems in Coconut Cay still exist. She further stated that
Coconut Cay and the Andover community deserve open space/parks like everybody else. She
opined everybody has dropped the ball on these issues. She said the elected officials have to
think about more than just their neighborhood, they have to think about all the neighborhoods in
Miami Gardens.
Francis Ragoo, 889 NW 214th Street, Apartment No 103, Miami Gardens, Florida,
appeared before the City Council to comment on the landscaping at City Hall. He shared it is his
understanding there is no irrigation or sprinkler system in place at City Hall. He further
suggested as it relates to the positive things happening in the City that a press release be
generated. He said the was another music festival taking place in the City of Miami on the same
weekend as Jazz in the Gardens, which resulted in numerous arrests as well as one tragedy.
Miami Gardens' event had no such incidents. This should be highlighted.
Wendell James, 18820 NW 29th Place, Miami Gardens, Florida, appeared before the City
Council to thank those Council members that attended the Brentwood Crime Prevention meeting.
He emphasized the importance of taking charge of the City. He shared that the City of Miami
Gardens has a lot to offer, like Jazz in the Gardens, Dr. MLK Day Event, and the Food and Wine
Experience. There have been no major incidents at these events.
Melissa M. Williams, 1810 NW 152"a Terrace, appeared before the City Council to
comment on Item K-18. Speaking on behalf of residents she asked the Council to renew the E.L.
Waters Contract. She further shared that she has seen the signage "Your Bond Dollars at Work",

at Bunche Park Pool. She stated that she was against the 60 Million Dollar Referendum. She
said the residents were not given any specifics as to what the money was going to be used for.
She said Mayor Gilbert stated during a meeting at the Amphitheater that the money would be
used for cameras, license plate readers and for parks. She shared that she voted against it
because still there were no specifics. She shared that she attended a meeting last year where the
Miami -Dade Schools Superintendent shared that Millions of dollars were being earmarked for
this area. That was last year, and if you pass by Bunche Park Elementary school right now, you
can see the results of those dollars. The improvements are underway. As it relates to the 60
Million General Obligation Bond Dollars, no projects are underway. She stated that she has
made several phone calls to various city departments to inquiry about the renovations, with no
results. She asked whether the residents could be given some specific about the GOB Projects.
Mayor Gilbert informed Ms. Williams that Mr. Craig Clay would be speaking with her at
the back of the room. He said the Bunche Park Pool improvement has been awarded. He further
shared that the school superintendent talked about money that had been award a year and a half
prior to him making that statement. He said as the bids are awarded notification of the
groundbreaking dates will be provided. He stated the city's emphasis is on getting it done right
not quick.
Elbert L. Waters, 8264 NW 195th Terrace, Miami, Florida, appeared before the City
Council to thank the Council for its support and the opportunity to service as the City of Miami
Gardens' Planning and Zoning Consultant. He further thanked the City Manager and his staff for
their support.
Gloria Murray, 4011 NW 194`h Street, Miami Gardens, Florida, appeared before the City
Council to express concern about the lack of notice for the City Council Meeting. She said she
was told that residents had to register for email notifications. She stated that no everyone has
access to email. She opined that notification of the Council Meetings should be posted just like
the "Your Bond Dollars At Work" signage. She reiterated that her concern is the fact that the
City of Miami Gardens is not providing notice to its residents about these meetings.
Mayor Gilbert informed Ms. Murray that the City of Miami Gardens provides no
notification of meetings by email. There is however information listing (eblasts) that one could
register to receive notifications. Most of these meetings are advertised in the newspaper due to
the nature of some of the items being considered. He said the meetings are scheduled for the
second and fourth Wednesday of the month. He asked Ms. Murray to provide her contact
information to a staff member so that she can be notified of the meeting every second and fourth
Wednesday of the month.
Councilman Williams said notification of Council meetings is something this Council has
also discussed. Notification is placed on the street advertising the Food Truck Invasion, why not
notification of the Council meetings. He asked whether there was a plan in place as to how the
public will be notified of the meetings.
Mayor Gilbert said signage flashing at NW 27`x' Avenue and 183`d Street might be an
option that would be convenient for those individuals that travel this area. The City also

advertises notification of public hearings pursuant to the Florida Statutes.

Mayor Gilbert passed the gavel to Vice Mayor Robinson before providing a response to
Councilman Williams' concerns.
Councilman Williams opined Jazz in the Gardens is a great event. However, you are
asking me to approve the 2017 event when he did not what happened with the 2016 event. He
asked when information would be provided in terms of whether the 2016 event made money.
He questioned the waiver of the bid process as it relates to purchases made for the event.
Mayor Gilbert said this is the same process that has been done each year. In fact, this
item should have been brought to the Council in February. Staff has already started the
planning process for 2017. The reason the bid waiver provision is included is that the
alternative would be for the Council to have special meetings when the City Manager needs to
make an offer to artists. He reiterated this is the same resolution from last year. The Council
did not have the numbers last year when this item was adopted.
Councilman Williams stated that Mayor Gilbert was absolutely right. He opined after
sitting up here for four years, the process would be getting better in terms of receiving the
numbers.
Mayor Gilbert said staff is working on the numbers but even he has not been given any
numbers as of yet. He opined if the Council does not authorize the spending of money it is
going to be very difficult to have a Jazz in the Gardens next year.
Councilman Williams said that was not his question and by no means was he saying not
to move forward with the event. He said that he has a problem with not getting information.
Mayor Gilbert said staff will provide the information to the entire City Council. He
shared it takes time to reconcile. The City is still getting receipts for Jazz in the Gardens.
Manager Benson shared that he asks on a daily basis for a status on Jazz in the Gardens.
He said he is still signing off on receipts.
Motion offered by Mayor Gilbert, seconded by Councilman Harris to adopt this item.
At the conclusion of this discussion, the motion to adopt passed and carried by a
unanimous voice vote of the Council.
After this vote was taken, Vice Mayor Robinson relinquished the gavel to Mayor Gilbert.

Councilman Williams asked whether there are funds left over from prior years.
Laurin Yoder, Community Development Director appeared before the City Council tin
response to Councilman Williams' inquiry. She stated funds from previous years have been
fully spent.
Councilman Williams asked what happens if there are funds leftover.
Ms. Yoder said any leftover funds will roll over.
Councilman Williams asked how is this program prompted.
Ms. Yoder in response to Councilman Williams' inquiry said there is a wait list. This
wait list will be reopened at that time interested parties can apply. The program is advertised in
the newspapers as well as the city's website, as well as social media and eblasts.
Motion offered by Councilman Harris, seconded by Councilwoman Odom to adopt this
item.
At the conclusion of this discussion, the motion to adopt passed and carried by a
unanimous voice vote of the Council members.

Chief Brooklen introduced Assistant Chief Cynthia D. Machanic.
Attorney Dickens introduced the new Assistant City Attorney Loreal Ascott.
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Williams shared that the Miami Gardens Science and Engineer Fair, which
has been held for the last five years has received national recognition. In addition, there is a
report from a group of scientist that talked about having certain programs for students. He
thanked the Council for its support in having these types of programs in the City of Miami
Gardens. He shared that he has been invited to speak at two events scheduled for Friday, April
15th.
Councilwoman Davis inquired about the application process for the Youth Summer Jobs
Program.
Mayor Gilbert in response to Councilwoman Davis' inquiry said the registration process
for the Youth Summer Jobs Program will start within the next two weeks. He said he would
have staff email Councilwoman Davis the flyer.
Councilwoman Odom announced that an Immigration Workshop is being planned. More
information will be provided. On May 14th, our 80 plus residents will be honored. This is the
third year for this event. She thanked the Council for supporting the resolution. She shared that
she was amazed at the number of 80 plus women residing in the City of Miami Gardens.
Councilman Harris announced the Food Truck Invasion will take place, Friday, April 15th
from 5:30-9:00 PM, at Rolling Oaks Park. On Saturday, April 16th, the Miami Gardens Police
Department is putting on a Peace in the Gardens event.
Vice Mayor Robinson announced the Relay for Life event will take place, April 23`d, at
the Betty T. Ferguson Center. On April 30th, there will be a pre -Mother's Day brunch. This
event will focus on mothers that have survived the war against cancer. Flyers are available. She
invited everyone to attend the Meet on Monday meeting, the second Monday of each month at
Miami Carol City Park from 6:00 — 8:00 PM.
Mayor Gilbert recognized Professor Miguel Murphy, along with his students from Miami
Dade Community College. Professor Murphy is a resident of Miami Gardens and is very active
in this community. He further announced the Financial Literacy workshop will take place
Saturday, April 16th at the Betty T. Ferguson Center. He shared interested residents can call and
register for the Cultural Express, which includes the Cultural Arts Centers as well as the
museums. He encouraged everyone to attend the Lessons in Jazz event from 10:00 AM — 2:00
PM, at St. Thomas University, Friday, April 151h

Mayor Gilbert shared that today he along with the Chief of Police, City Attorney,
Assistant City Attorney and Petula Burk had an opportunity to speak with the Miami Herald
Editorial Board. He said it is interesting because independently of anything bad that happens in
this city there are at least a thousand good things happening. He shared during his conversation
with the Editorial Board he talked about the positive things happening within the city, including
the 60 Million Dollar GOB initiative and the pending projects. He explained the GOB is not
about solving the problems that exist today, but the problems that will exist 15 years from now.
He emphasized the importance of planting seeds for the future. He further addressed the signage
and said he did not know why the signs were up and had asked that question also. He said he did
not care about the signage but independently of the signage it signifies the things that were listed
in the bond are going to be realized for this community. He opined every child should have the
opportunity to dream. He stated that that village that everybody talks about is the Council. He
said the residents cannot be more frustrated than he is. He said we are going to get it right. We
are going to get what it needed to move this city forward.
