MAY 11, 2016
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, May 11, 2016, at 7:02 PM, at City Hall in the City Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Felicia Robinson and Council members Lisa C. Davis, Lillie Q. Odom, Rodney Harris,
David Williams Jr., and Dr. Erhabor Ighodaro.
Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K.
Dickens, and City Clerk Ronetta Taylor.

Motion offered by Councilman Williams, seconded by Councilman Harris to approve the
minutes, with the necessary corrections, if any.
There being no discussion the motion to approve passed and carried by a unanimous
voice vote of the members present.

(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Councilwoman Lisa C. Davis -Mother's Day in the Gardens Honorees
Councilwoman Davis shared this is the fifth year that she has been honoring mothers.
This year she wanted to do something different by honoring mothers who are also business
owners, as well as unsung Heroines in the City of Miami Gardens: Patricia Johnson, Grace
Vernon, Arleace Hicks Carrion, Denise Brown and Shannette Rivera.
F-2) City Manager Benson - FY 2014-2015 Annual Audit Report
F-3) Councilman Ighodaro - Recognizing the Miami Gardens Progressive Young
Adult Advisory Committee Members
Councilman Ighodaro recounted in 2014, he had sponsored legislation reestablishing the
Miami Gardens Progressive Young Adult Advisory Committee. He said he was happy to
witness the evolution of this committee under its current leadership. This committee has worked
with both St. Thomas and Florida Memorial Universities during their college readiness initiative.
He recognized each member and encouraged them to continue their community outreach.
(G) PUBLIC COMMENT
Marjorie Cross, 1425 NW 191St Terrace, Miami Gardens, Florida, appeared before the
City Council to express concern with the Red Light Cameras. She shared she had heard that the
red light cameras were going to be removed soon; she wanted to know if this was a true
statement. She further reported that a street sign at NW 191 St Terrace NW 13th Court was down.

Mayor Gilbert opened the floor for this public hearing. After there were no interested

Councilwoman Davis reemphasized the importance of empowering our young ladies.
She shared we have the Progressive Young Adults, the Junior Council and opined the Junior
Commission For Women would be a great concept for our kids.

Anthony Brunson appeared before the City Council to expound on the 2014-2015 Annual
Audit Report. He shared that the City of Miami Gardens is only of eight cities in the State of
Florida that has gained recognition for its budget and financial reporting. He said he was
available to speak with each Council member if there were some specific concerns.
Motion offered by Mayor Gilbert, seconded by Vice Mayor Robinson to adopt this item.
Mayor Gilbert shared that the city's reserve is approximately 18%. The City's goal is to
get to 20%. The audit reflects the city has pretty good operations. He thanked Mr. Brunson for
his services.

Manager Benson shared this agreement is the result of four years of negotiations. The
city was able to get most things that it wanted and PBA was able to get most things that they
wanted, as well. He opined this is a fair contract. Moving forward some overtime issues and
other reductions believed to be of benefit to the city, as well as officers will be addressed. He
recommended approval.

Mayor Gilbert reiterated this has been a long negotiation and conveyed that he was happy
with the outcome.

before the City Council to expound on this application. He stated this is the second reading of
the item, which is requesting a zoning change from R-1, Single Family to NC, Neighborhood
Commercial.

Mayor Gilbert opened the floor for this public hearing. After there were no interested
parties to speak on this item, the public hearing closed.
Nakeischae Smith, Assistant Development Services Director appeared before the City
Council to expound on this item. She recounted the applicant was issued a site plan approval
by the city. The site is currently vacant but was formerly operated as a waste water treatment
plant; when fully developed the site will consist of approximately 127 residential units. Florida
Statutes provided the developer with economic incentives to help them build. In order to
qualify the developer has to request the municipality adopt a resolution designating the subject
property as a Green Reuse Area. By adopting this resolution the city will incur no liability and
no cost financial cost will be imposed upon the City of Miami Gardens. The city's only
obligation is to provide a copy of the executed resolution to the Florida Department of
Environmental Protection, and Miami -Dade County (DERM) within 30 days of adoption.

(P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK
Manager Benson shared the city is moving along with its GOB projects. When the city
starts to demolish and construct new facilities staff is going to need the ability to go out do some
of its programming at other facilities within the City of Miami Gardens. He asked the Council to
give him the authority, once staff has identified those facilities to house the City's programs in
the future. He would bring the item back to Council for approval.
Mayor Gilbert opined if Council gives the authorization he did not believe it was
necessary to bring the item back for approval.
Manager Benson said he wanted to make Council aware that he would be doing this. He
publicly congratulated his daughter who would be graduating high school this coming weekend.
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Ighodaro announced this marks his 20d' Year Anniversary in the Omega Psi
Phi Fraternity. He recognized the founders of that fraternity. He also recognized Mayor Gilbert
and Councilman Williams who are members of that fraternity. He further thanked everyone for
putting in the effort to ensure the 2nd Annual Haitian Flag Day even, which is scheduled to take

Councilman Williams announced the Mammoth Gardens Way Station grand opening
event will take place at North Glades Elementary School, Thursday, May 26, 2016, beginning at
9:00 AM.
Councilwoman Davis thanked: Assistant to the Council Cindy Betty, Police Chief
Brooklen, Assistant City Manager Craig Clay, Assistant City Manager Vernita Nelson, City
Attorney Sonja K. Dickens, City Manager Cameron Benson and City Clerk Ronetta Taylor for
their hard work. She also thanked the community for their support. She further congratulated
Councilman Ighodaro, Mayor Gilbert, Councilman Williams and Chief Brooklen for their
outstanding recognition as 50 Most Influential People in South Florida.
Councilwoman Odom asked Ms. Rachael Rao to come forward to provide a brief
overview of the Immigration and Naturalization Workshop.
Rachel Rao appeared before the City Council to announce that on May 21, 2016, from
11:00 AM to 1:00 PM, at the City of Miami Gardens, City Hall Community Room. Five
Immigration Attorneys as well as a representative from the State Attorney's office will be
present to answer questions. Anyone wanting answers to questions about immigration is

welcome. For convenience a written format is also provided for those interested parties that are
afraid to ask questions.
Councilman Harris announced that on May 2, 2016, Mt. Hermon A.M.E. church will host
a Community Peace March, from 9:00 AM to 2:00 PM. The march will start at Mt. Hermon
and end at Scott Park. The Food Invasion and Mic Night event will take place, Friday, May 20,
2016, at Rolling Oaks Park, starting at 5:30 PM. He encouraged everyone to come out for both
events
Vice Mayor Robinson encouraged everyone to support our youth. She shared that
District 1, has a Match competition, with the District 1 schools. The event is scheduled for May
12th at North Miami Senior High School from 3:00 — 6:00 PM. She reiterated the importance of
supporting our youth
Mayor Gilbert said a free information seminar for 11th and 12th grade students is being
held at the community center to educate student about financial aide. The seminar is scheduled
for Saturday, May 21, 2016, starting at 9:00 AM. He further announced that summer job
enrollment/registration is still going on. He further congratulated Councilman Ighodaro,
Councilman Williams and Chief Brooklen for being selected as one of the 50 Most Influential
People in South Florida. He also noted that these individuals are Omegas.
Mayor Gilbert announced the Mayor's State of the City Address will take place, Tuesday,
May 17, 2016, starting at 5:20 PM. He further congratulated the City Manager and shared that
he was happy the PBA Contract was done. The General Employees contract was executed a
few years ago.
