REGULAR CITY COUNCIL MINUTES

(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, May 25, 2016, beginning at 7:00 PM, at City Hall in the City Council Chambers,
18605 NW 27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, and
Council members: Lisa C. Davis, Lillie Q. Odom, Rodney Harris, and Dr. Erhabor Ighodaro.
Councilman David Williams Jr., was not present due to a conflict with his schedule.
Motion offered by Councilman Harris, seconded by Councilwoman Odom to excuse
Councilman Williams' absence. There being no discussion this motion passed and carried by
unanimous voice vote of the members present.
Vice Mayor Felicia Robinson arrived at 7:02 p.m.
Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

D-1) Regular City Council Minutes — May 11, 2016
Motion offered by Councilman Ighodaro, seconded by Councilwoman Odom to adopt the
minutes, with the necessary corrections if any. There being no discussion the motion to adopt
the minutes passed and carried by a unanimous vote of the members present.

Motion offered by Councilman Harris, seconded by Councilwoman Davis to approve the
Official Agenda, with the necessary amendments. There being no further discussion, the motion
to approve passed and carried by a unanimous vote of the City Council members present.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Councilwoman Lisa C. Davis — State of Florida Legislative Update
State Representative Barbara Watson appeared before the City Council to bring to the
Council's attention that the State has changed its guidelines when it comes to personal property.
She shared there are dollars owed to the citizens of the State of Florida. Those dollars are being
held in trust by the State. Funds owned to anyone that expired over five years ago will be swept
into the State's General Revenue Account. She encouraged citizens to spread the word and to
contact Unclaimed Properties through the State of Florida to make a request for their money.
She said not only can individuals check for themselves, they can also check for their family
members.
State Representative Watson further shared that she learned over this past weekend from
the principal of a Charter School in Opa-locka, that some of the students were making
arrangements to attend a strip club in unincorporated Miami -Dade County. This particular night
club has created a "teen's night out" event. Students between the ages of 15-18 were invited to
come to this strip club, with a fifteen dollar admission fee. The students were also offered access
to transportation for an additional fifteen dollars, as well as access to a VIP room. She shared
that she along with County Commissioner Barbara Jordan visited this establishment and through
a lengthy negotiation was able to shut this event down. She cautioned the Council of the need to
be diligent and make sure none of the City of Miami Gardens' children are engaged in this type
of activity. A total of 310 tickets had been sold; the event was scheduled to start at 7:00 PM, and
conclude at 4:00 AM. She emphasized the importance of being responsible parents by knowing
what their children are doing. She invited everyone to come out to the press conference
scheduled for tomorrow morning.
(G) PUBLIC COMMENTS
Francis Ragoo, 889 N 214th Street, Apt., 103, Miami Gardens, Florida, appeared before
the City Council to comments on Items K4 through K-7. He asked whether townhomes were

being built. He opined these plans should include a clubhouse for the residents. He urged the
city to take all precautionary measures as it relates to this developer to ensure residents' qualify
of life concerns are addressed.
Sylvia Perkins, and Howard Dupree, appeared before the City Council representing
Rolling Crest Lakes, Inc., with residential addresses as: 2301 NW 186th Street, Miami Gardens,
Florida, and 1734 NW 192nd Street, Miami Gardens, Florida, respectively. These individuals
presented the City of Miami Gardens with a check in the amount of $80,000, to fund the 2016
RCL (Rolling Crest Lakes), Youth Summer Worker's Skill initiative. A second check will be
presented after approval by the RCL Finance Committee. Any funds not used for the agreed
upon purpose shall be placed in RCL account for future use. RCL requested to be provided with
a final report by October 30, 2016. Ms. Perkins thanked Assistant City Manager Vernita Nelson
for meeting with the RCL to provide further clarification and explanation.
Dorothy Smith, 20484 NW 10' Place, Miami Gardens, Florida, appeared before the City
Council to inquire as to why the Coconut Cay community as it relates to parks and recreation
(Community/Neighborhood Center) for its children is not included in the GOB initiative. She
further shared that the Coconut Cay community is still suffering and asked that the Council not
approve any more development by DR Horton. In observance of Memorial Day, she asked for a
moment of silence in observance of the military, as well as law enforcement. She also asked that
Opa-locks Commissioner, Terrance Pinder be remembered in this moment of silence.
Anthony Jones, 1433 NW 206 Street, Miami Gardens, Florida, appeared before the City
Council to express concern with the guard gate at NW 207th Street leading into the
Andover/Coconut Cay communities. He said the entrance gate was installed in 1988 and
opined at that time it might have served a purpose, but not now. He stated that the residents in
these areas are paying too much money for an unarmed security guard. He asked Mayor Gilbert
and Councilwoman Davis for assistance with relief from the Special Taxing District.
Mayor Gilbert asked Assistant City Manager Vernita Nelson to speak with Mr. Jones. He
said he was fairly certain that Mr. Jones' concern is with the prevue of the County Commission.
He reiterated the City of Miami Gardens has no control of any Special Taxing Districts.
Rachel V. Rao, 20630 North Miami Avenue, Miami Gardens, Florida, appeared before
the City Council to thank Councilwoman Odom for sponsoring the Immigration Questions and
Answer Seminar. She also thanked Hilary Marshall, Assistant to the Council for all of her hard
work, and the Hispanic Coalition. Approximately 20 people attended. Many questions were
answered. She conveyed hope that more seminars would be conducted in the future.
Mayor Gilbert asked the City Manager to expound on the Special Taxing District Items,
on the Consent Agenda.
Manager Benson recounted several months ago, staff had a meeting with DR Horton
representatives to discuss some of the issues that were going on in Coconut Cay; as well as
concerns staff believe might be of issue going forward with all of the development in Miami
Gardens. During that meeting the city was able to negotiate certain things moving forward.

Keep in mind there are some vested rights issues the city could not move around. There were
other things within the prevue of the city's administration that could be discussed. Staff was able
to negotiate in certain areas a community center, and a passive park. There were some drainage
issues with the project on NW 22nd Avenue and 171" Street. As a part of that negotiation, staff
was able to negotiate about 750 Linea feet where the exact problem occurred. From a drainage
standpoint DR Horton will build a system in that area so that a future hookup by the city can
occur. In addition to that DR Horton is building a system on their site to ensure that flooding
will not occur there as well. There will also be some relief with other projects going forward;
such as open space. As a part of that, the city actually held up the project until DR Horton
signed off on that agreement. That Memorandum of Understanding was a part of an agenda item
considered a few meetings prior, so that it is a part of the public record. He reiterated that
Memorandum of Understanding addresses all of those issues in a comprehensive nature. There
are some activity going on in Coconut Cay that DR Horton brought to the city's attention that it
is doing to alleviate some of the drainage. As it relates to the items on tonight's agenda, these
items are creating special taxing districts to address long term maintenance issues for those
developments. That approval is really from Miami -Dade County. These are merely pass
through resolutions for Miami -Dade County to move forward. For the most part, he conveyed
belief that the city negotiated in good faith with DR Horton moving forward. In addition there is
a grant item on tonight's agenda that will also address some of the concerns in the Coconut Cay
area.

(P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK
P-1) Miami Gardens Police Department Month Repot — April 2016
Manager Benson reminded everyone that June 1St starts the hurricane season. He asked
everyone to be mindful in preparing for this season.
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilwoman Odom announced that on May 12th she honored those seniors 80 years
and older. There were approximately 140 people in attendance. She thanked the Parks and
Recreation Department for the assistance with preparations for this event. She thanked Rachel
Rao for her assistance with the Immigration seminars. She also thanked the Council for
approving the resolution so that those seminars can continue. She further thanked the City Clerk,
the Human Resource Department, the Police Department; staff from Capital Projects as well as
the IT Department for their participation during the KAPOW event. There were approximately
45 second and third grader participating in the KAPOW Program.
Councilman Harris announced, on Friday, May 27th from 10:00 AM — 1:00 PM, he along
with State Representative Cynthia Stafford, County Commissioner Barbara Jordan and the
Miami Gardens Police Department will be hosting a food distribution at Bunche Park. On
Saturday, May 28th the 2nd Annual Teen College Expo will take place at the Betty T. Ferguson
Center from 12:00 — 3:00 PM. He encouraged everyone to come to these events.
Councilman Ighodaro announced on July 23`d the 2nd Annual International Music Festival
will take place at the Betty T. Ferguson Center. He thanked the Miami Gardens Square One for
its support. He announced that he would be hosting his monthly Un'Tea meeting on June 1St at
Bunche Park. On June 4th an event will take place at Jesus People Ministries. He welcomed and
encouraged residents to attend the events.
Mayor Gilbert thanked everyone for attending the State of the City Address. He further
announced that the Super Bowl will be coming to Miami Gardens in 2020. He shared that he
attended a press conference and make it clear that South Florida might host the Super Bowl, but
the City of Miami Gardens will host the game. He emphasized the importance of developing this
area by 2020. He commented the City Manager is working hard to find a developer for the NW
27th Avenue corridor. He informed the Council that the settlement agreement item will be
forthcoming for its consideration. This settlement agreement has several components that will
need to be approved by Council.
Mayor Gilbert wished everyone a happy Memorial Day. He conveyed thanks to those
individuals who sacrificed their lives for the United States. He cautioned residents to have fun
on this day but to also be safe.
