REGULAR CITY COUNCIL MINUTES
JANUARY 28, 2015
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, January 28, 2015, beginning at 7:00 p.m., in the City Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Felicia Robinson and Council members Lisa C. Davis, Lillie Q. Odom, Rodney Harris,
David Williams Jr., and Dr. Erhabor Ighodaro.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

Regular City Council Minutes — January 14, 2015
Motion offered by Councilman Ighodaro, seconded by Councilman Harris to adopt the
minutes, with necessary corrections, if any.
This motion passed and carried by a unanimous vote of the City Council.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Motion offered by Councilman Ighodaro, seconded by Councilwoman Davis to approve
the official agenda. There being no discussion, the motion to approve passed and carried by a
unanimous vote.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Cameron Benson, City Manager
City Manager Benson presented a plaque to Pamela Thompson, Procurement Manager on
the occasion of her retirement.
Pamela Thompson thanked the City Manager, directors and city employees for their
support during her employment with the City.

(G) PUBLIC COMMENTS
Willie Micco, 180 NE Fatima Terrace, Pensacola, Florida, appeared before the City
Council to express concern with the law as it relates to the sale of fireworks. He said his
company would love to be a part of the Miami Gardens community, and would provide job
opportunities for residents.
Mayor Gilbert asked Mr. Micco to provide his information to the City Clerk and opined
this is something the City Manager and City Attorney should be in discussion about.
Daisy Williams, 2441 NW 152"d Terrace, Miami Gardens, Florida, appeared before the
City Council to complain about an incident with her neighbor and the Miami Gardens Police
department was called. She expressed concern because this neighbor had a gun. The police
officer said the neighbor has a permit to carry this weapon and has a right to protect his property.
However, the incident did not take place on this neighbor's property but rather in the middle of
the street.
Mayor Gilbert advised Ms. Williams that Chief Johnson is waiting at the back of the
room to speak with her about her concerns.
Marlene Grant, 3721 NW 187th Street, Miami Gardens, Florida, appeared before the City
Council to speak about the Neighborhood Resource Office.
Pastor Johnson appeared before the City Council to further expound on the Neighbor
Resource Offices. She commended Chief Johnson and the police department for their continued
support with this effort.
Kevin Brown, a representative of the North Dade Youth and Family Services, 3115 NW
157th Street, Miami Gardens, Florida, appeared before the City Council in support of the
Neighborhood Resource Offices.
Troy E. Wright, President of Trayvon Martin Foundation, 15800 NW 42nd Avenue,
Miami Gardens, Florida, appeared before the City Council to highlight some of the exciting
things that will be taking place at the "Foundation". He announced a Peace Walk is scheduled to
take place in February 2015, starting at the Carol City Park and ending at the Betty T. Ferguson
Recreation Complex. He encouraged the Council as well as the community's participation.
Ryan Hawkins, representative from County Commissioner Jordan's office, 111 NW 1St
Avenue, Miami, Florida, appeared before the City Council to announce that Commissioner
Jordan and Councilman Rodney Harris are co -hosting a Black Heritage Festival, Saturday,
February 7, 2015, at the Betty T. Ferguson Recreation Complex. He invited everyone to come
out to the event.
Flora Johnson, Neighborhood Ambassador, 1910 NW 163`d Street, Road, Miami
Gardens, Florida, appeared before the City Council to thank the Code Enforcement Division for

doing an outstanding job in her neighborhood. She stated the City of Miami Gardens has the
best police department around. She further thanked Councilman Harris for responding when
called.
Calvin H. Sweeting, 2351 NW 153 d Street, Miami Gardens, Florida, appeared before the
City Council to express concern with a neighbor who burns trash. The police have been called
on several occasions about this activity. The activity will stop for a while, but then it starts up
again. He said he is concerned due to health issues.
Mayor Gilbert opined that it might be more practical to have Code Compliance look at
this issue and advised Mr. Sweeting that Ms. Shellie Ransom -Jackson was waiting in the back of
the room to speak with him.
Linda Hodges Holloway, 748 NW 204th Street, Miami Gardens, Florida, appeared before
the City Council to share that the unveiling ceremony of the AT&T and the Miami Herald 2015
African American Calendar will take place at Florida Memorial College, January 31, 2015,
starting at 4:OOPM. Former Mayor Shirley Gibson is one of the honorees being featured.

ORDINANCE NO. 2015-02-332
I-1) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AMENDING ORDINANCE NO.
2009-06-178 OF THE CITY COUNCIL THAT AUTHORIZED THE
BORROWING OF SEVEN MILLION, THREE HUNDRED
THOUSAND DOLLARS ($7,300,000), AND THAT AUTHORIZED
THE ISSUANCE OF CITY OF MIAMI GARDENS, FLORIDA
TAXABLE LAND ACQUISITION REVENUE BONDS NOT TO
EXCEED SEVEN MILLION, THREE HUNDRED THOUSAND
DOLLARS ($7,300,000); AUTHORIZING AN EXTENSION OF
THE MATURITY DATE OF SAID BONDS AT A REVISED
INTEREST RATE; REPEALING ALL ORDINANCES AND

Mayor Gilbert opened the floor for this public hearing. After there were no interested
parties to speak on behalf of this item, the public hearing closed.
Motion offered by Vice Mayor Robinson, seconded by Councilwoman Davis to adopt
this ordinance.

Councilwoman Davis asked the City Manager to explain the item for those in the
audience.
Manager Benson in response to Councilwoman Davis' request said this ordinance will
allow the City to delay debt payment on a property the city currently owns. The purpose of the
extension is to allow interested parties to come to the site within the next two weeks to make a
determination whether they want to be at that location. If a decision is made about the property a
closing will take place within the next six months.
There being no discussion, the motion to adopt passed and carried by a 7-0 vote.

(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Williams thanked the Human Resource Department for their involvement in
coordinating the employee car sales event. That event took place Friday and Saturday, during
the Dr. Martin Luther King, Jr., celebration at Betty T. Ferguson Recreation Complex.
Councilwoman Davis thanked all those who came out to the Town Hall meeting she
sponsored at PenTab Church. She further thanked the various city departments for their
attendance. She announced that this was the first of several Town Hall Meetings planned;
another one will take place within the next three months.
Councilwoman Odom shared that Ms. Flora Johnson was recognized by the Alliance for
Aging, and asked Assistant City Manager Nelson to come forward to expound on this particular
recognition.
Assistant City Manager Nelson appeared before the Council and shared that Ms. Johnson
was recognized as Volunteer of the Year.
Councilwoman Odom further reported that as part of the HIV Program the next event
entitle "Am I my brother's keeper" will be held March 28, 2015, at Cosmopolitan Baptist
Church.
Councilman Harris reminded everyone of the Black Heritage Festival taking place,
Saturday, February 7, 2015. He further shared on Saturday, February 7, 2015, from 10:00AM-
1:00 PM, he will be co -hosting a free Farm Share Food Distribution event with Mt. Zion A.M. E.
Church.
Vice Mayor Robinson announced that she is co -hosting a Women's and Youth Summit
with the City of Miami Gardens Commission For Women Advisory Committee. The event will
take place Saturday, February 7, 2015 from 9:OOAM to 12 noon, at the Betty T. Ferguson
Recreation Complex. She further invited everyone out to her Meet Me On Monday Meeting
scheduled the second Monday of each month.
Mayor Gilbert referenced the Legislative Priorities and asked the Council to submit their
suggestions to the City Manager's Office as soon as possible. He further thanked Darian Martin
and the City Manager's staff for the Dr. Martin Luther King Jr., celebration. He also shared that
a resolution will be forthcoming for the 2016 Jazz in the Gardens, and explained the planning for
this event has to start a year in advance.
