HomeMy WebLinkAbout02. 25.2015 - City Council MinutesREGULAR CITY COUNCIL MINUTES, FEBRUARY 25,12015 CITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES FEBRUARY 25, 2015 (A) CALL TO ORDER/ROLL CALL: The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday, February 25, 2015, beginning at 7:02 p.m., in the City Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Felicia Robinson and Council members: Lisa C. Davis, Lillie Q. Odom, Rodney Harris, David Williams Jr., and Dr. Erhabor Ighodaro. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens and City Clerk Ronetta Taylor. (B) INVOCATION: Mayor Gilbert delivered the Invocation. (C) PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited in unison. (D) APPROVAL OF MINUTES D-1) Regular City Council Minutes — February 11, 2015 Motion offered by Councilman Williams, seconded by Vice Mayor Robinson to approve the minutes, with necessary corrections, if any. This motion passed and carried by a unanimous voice vote. (E) ORDER OF BUSINESS: Mayor Gilbert moved Item L-2 forward to be heard after public comments. Vice Mayor Robinson added a 5K Run presentation as Item F-2) Motion offered by Vice Mayor Robinson, seconded by Councilwomen Odom and Davis to approve the official agenda with the necessary changes. This motion passed and carried by a unanimous voice vote of the Council. Odom In recognition of Black History Month Councilwoman Odom presented Mr. Jerome Anthony Larkin with a plaque for his remarkable contributions to the community for arts and films. Mr. Larkin was provided an opportunity for comments. F-2) Vice Mayor Felicia Robinson — 5K Run Event Vice Mayor Robinson presented Goldson Spine and Rehab Center with a proclamation for their community 5K Run held Saturday, February 21, 2015, at the Betty T. Ferguson Recreation Complex. Dorothy Smith, 20484 NW 14th Place, Miami Gardens, Florida, appeared before the City Council to express concern with the lack of a park facility in Coconut Cay. She emphasized the importance of having a park in this area. Kevin Brown, 3115 NW 157th Street, Miami Gardens, Florida, appeared before the Council to highlight North Dade Youth and Family on-going initiatives within the community. Retha Boone -Fye, 18941 NW 7th Court, Miami Gardens, Florida, appeared before the Council to showcase the talents of Abdias Artnenteros. She said this young man tried contacting the City because he is interested in performing during the Jazz in the Gardens event. Mayor Gilbert directed Mrs. Boone -Fye to speak with Assistant City Manager Vernita Nelson with regard to this matter. Francis Ragoo, 889 NW 214th Street, Apt. #102, Miami Gardens, Florida, appeared before the City Council to express his opinion as it related to Item L-2. Patricia Wright appeared before the Council to get clarification as to whether more money would be needed to complete the projects identified as part of the 60 Million Dollar Bond. Mayor Gilbert said the bond item is on the agenda for discussion. L) RESOLUTION(S) RESOLUTION NO. 2015-41-2238 L-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, ACCEPTING THE FISCAL YEAR 2013-2014 ANNUAL AUDIT REPORT FROM THE CITY'S AUDITOR, THE SHARPTON GROUP, P.A.; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. (SPONSORED BY THE CITY MANAGER) Patricia Varney, Finance Director appeared before the City Council to provide an overview of the 2013/2014 audit, a copy of which is attached hereto and made a part of the record as Exhibit "A". Mr. Sharpton appeared before the Council and stated that the result of the audit is an unmodified opinion on the financial statement and the related note. Unmodified means that the statements are clearly stated and clearly presented; a performance audit is also included as it relates to federal funded grants. The results of that is an unmodified opinion, which means Regular City Council Minutes - February 25, 2015 Page 7 REGULAR CITY COUNCIL MINUTES, FEBRUARY 25, 12015 there no non-compliance matters noted. The city's funds are being invested according to state statutes. Motion offered by Vice Mayor Robinson, seconded by Councilman Harris to adopt this item. Councilman Williams asked what are the city's liabilities as it relates to Red Light Cameras. Manager Benson said he would advise at a later date. Councilman Ighodaro thanked Patricia Varney and staff for their good work. There being no discussion, the motion to adopt passed and carried by a unanimous voice vote of the Council. RESOLUTION NO. 2015-42-2239 L-2) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, APPROVING THE BOND IMPLEMENTATION PLAN DETAILING SPECIFIC PROJECTS TO BE COMPLETED AT VARIOUS PARK SITES AND CRIME PREVENTION EQUIPMENT TO BE PURCHASED AND INSTALLED THROUGHOUT THE CITY OF MIAMI GARDENS, ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO EXECUTE THE BOND IMPLEMENTATION PLAN; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY THE CITY MANAGER) Craig Clay, Assistant City Manager appeared before the Council to expound on this item. He said the plan includes over two hundred individual projects involving public safety and park improvements. Motion offered by Councilwoman Odom, seconded by Councilman Ighodaro to adopt this item. Councilman Ighodaro shared that he had spoken with the City Manager about the request from Coconut Cay and whether it was a viable request. He stated for the record that what he wanted to see in terms of contractors working on these projects was that the business include programs that would employ residents from the city of Miami Gardens; that there would be a job apprentice program. He emphasized that he wanted to see this done. Regular City Council Minutes - February 25, 2015 Page 8 REGULAR CITY COUNCIL MINUTES, FEBRUARY 25,12015 Manager Benson shared as it relates to the Coconut Cay issue and the land identified, that particular land has certain restrictions on it. Therefore that land cannot be developed. Mayor Gilbert shared that staff is working on including past offenders as part of a workforce program as well. He said he really would like to see something done in the Coconut Cay and Andover areas. He shared that he's driven in the area recently and noticed another large piece of land. Councilwoman Davis shared the issue with Coconut Cay has been going on for a very long time. She said that she is hopeful the City can find a solution for the residents in Coconut Cay. Mayor Gilbert clarified that Coconut Cay was a project approved by Miami -Dade County, which has a requirement that a certain amount of open space be designated. He opined in theory a development of that size should never have been approved without open space for a park. Councilman Harris asked whether the option for a pool or waterpark was still available for the Bunche Park Pool. Assistant City Manager Clay said that flexibility is included in the plan. Councilman Williams asked about the agreement with Miami -Dade County Public Schools. Assistant City Manager Clay in response to Councilman Williams' inquiry shared the City is looking into an agreement with Miami -Dade County Public Schools to enter into a long term lease for the land at Risco Park. The plan is to have the science and audio/visual facilities at this location. The plan is to also have Miami Dade County Public School staff those facilities for summer and afterschool programs. Councilman Williams indicated that he has some reservations about this plan. He asked whether the details have been worked out for science teachers. Assistant City Manager Clay said he did not have the agreement with him tonight. However he conveyed belief that there is language in the agreement that provides for science teachers for the afterschool program. Councilman Williams said he wanted the city's science program to be unique and challenging. Assistant City Manager Clay shared that this past summer the city ran a science program that was very innovative. Non-profit organization, which specialized in these areas came in and Regular City Council Minutes - February 25, 2015 Page 9 REGULAR CITY COUNCIL MINUTES, FEBRUARY 25, 2015 worked with the kids. There is a plan to branch out therefore the program will not rely solely on Miami -Dade County Public School teachers. There being no further discussion, the motion to adopt this item passed and carried by a 7-0 vote. Councilwoman Davis: Yes Councilman Harris: Yes Councilman Ighodaro: Yes Councilwoman Odom: Yes Vice Mayor Robinson: Yes Councilman Williams: Yes Mayor Gilbert: Yes QUASI-JUDICIAL ZONING HEARINGS: (P)ORDINANCES ON FOR FIRST READING(S): None (N) ORDINANCES ON FOR SECOND READING/PUBLIC HEARING(S) None (0) RESOLUTION(S)/PUBLIC HEARING(S) None (P) REPORTS OF CITY MANAGERXITY ATTORNEY/CITY CLERK P-1) Miami Gardens Police Department Monthly Report (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman Ighodaro announced that he will be initiating Uni'Tea with Councilman Ighodaro every first Wednesday of the month from 6:00 - 8:00 p.m. He further shared that his third annual Black History Extravaganza will be held, Saturday, February 28, 2015, at Betty T. Ferguson Community Center beginning at 11:00 a.m. Councilman Williams shared this past Sunday and Monday, the City of Miami Gardens was one of the few cities invited to participate in a science event in Orlando. A presentation on the City's Botanical Garden and Science Fair was heard. He thanked Darian Martin from the City Manager's staff for helping to pull this together at the last minute. He commented on all the negative publicity being reported by the media and shared however none of the positive things are reported. He said for the City of Miami Gardens to be as young as it is, people from all Regular City Council Minutes - February 25, 2015 Page 10 REGULAR CITY COUNCIL MINUTES, FEBRUARY 25, 12015 across the country see the positive things being done here, and inviting him to make presentations at their events. He thanked city staff for its part in helping to get this exposure. Councilwoman Davis inquired as to when the 60 Million Dollar Bond Advisory Committee would be meeting. Mayor Gilbert said he has been asking the same question. He also clarified that this is a Bond Oversight Committee. Now that the City has started spending the funds, the Committee should be engaged. Councilman Harris announced that on Saturday, March 7t" starting at 8:00 a.m. he along with the City of Miami Gardens' "Keep Miami Gardens Beautiful" will host a community clean up in the Rainbow Park area. He invited everyone to come out and volunteer for this very important event. Mayor Gilbert thanked the Parks and Recreation Department for the open mike event. He further thanked the residents for coming out in support of this event. He reported on the second annual Heritage Bowl at Florida Memorial University. Mayor Gilbert opined the Comprehensive Plan for the implementation of the 60 Million Dollar Bond is a good plan. He emphasized the importance of having our youth exposed to more than just football. The science and audio/visual facilities can offer more than sports to our youth. The city is partnering with people who have the talents to do that. He shared that the Council is always going to listen to the residents and will make decisions on what is best for the entirety of the community, and not just the people that are in the room. Mayor Gilbert said tonight he recognized the people who spoke. Typically we might not do that. He acknowledged each Council Member for their respective contributions to the community. He said the Council did not stop caring about black people after they got elected. They got elected because they do care. He opined this is not easy. He stated that he cares about every resident in the City of Miami Gardens. He opined if a crime is committed, the individual that committed the crime should be punished. That was his belief as a prosecutor and that is his belief as Mayor. He emphasized we are the elected officials of the city who try to stop things from happening.
