REGULAR CITY COUNCIL MINUTES
MARCH 25, 2015
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, March 25, 2015, beginning at 7:00 p.m., in the City Council Chambers, 18605 NW
27`h Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert and
Council members: Lisa C. Davis, Rodney Harris, David Williams Jr., and Dr. Erhabor Ighodaro.
Vice Mayor Felicia Robinson and Councilwoman Lillie Q. Odom were both out of town.
By a unanimous vote of the City Council members present, the absence of Vice Mayor
Felicia Robinson and Councilwoman Lillie Q. Odom was excused.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.
(B) INVOCATION
Mayor Oliver Gilbert delivered the Invocation.
(C) PLEDGE OF ALLEGIANCE
Pledge of Allegiance was recited in unison.

Motion offered by Councilman Ighodaro, seconded by Councilman Williams to approve
the minutes, with necessary corrections, if any.
There being no discussion, the motion to approve passed and carried by a unanimous vote
of the members present.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Item K-01 was removed from the official agenda at the request of the sponsor.
Item F-1 was removed from the official agenda at the request of the sponsor.
Item K-5 was pulled from the Consent Agenda by Councilman Williams.

Motion offered by Councilman Williams, seconded by Councilwoman Davis to approve
the official agenda with the necessary additions/deletions. This motion passed and carried by a
unanimous voice vote of the members present.
(F) SPECIAL PRESENTATIONS (5 minutes each)
(G) PUBLIC COMMENTS
Sonia Flowers, 17435 NW 17th Avenue, Miami Gardens, Florida, appeared before the
City Council to commend Mayor Gilbert and City Manager Benson for addressing the concerns
with the property on NW 183` Street and 17th Avenue.
Basil Cole, 2350 NW 187th Street, Miami Gardens, Florida, appeared before the City
Council to commend the Mayor and Council and staff for an outstanding Jazz in the Gardens
event.
Armando "Curtis Mierro, 11643 NW 11th Place, #2, Miami, Florida, appeared before the
City Council in support of Lavall Hall's family by reading names from a list in his possession.
He further stated the City of Miami Gardens, by Florida law is required to release the tape to the
family.
Jasmen Rogers, 3205 NW 180th Street, Miami Gardens, Florida, appeared before the City
Council in support of Lavall Hall's family and shared over 1,100 signatures have been collected
on the family's behalf. She asked if black lives matter. She further asked that the video
recording be release.
Mayor Gilbert said he would love to have the video recording release and all that is
needed is a simply letter from the mother. He said this could be accomplished by someone
providing the mother with paper and pen, right now. He said that information was expressed to
the family at the meeting they attended. A written request is all that is required. The statue is
very clear, if the City releases the tape it is a felony.
Jodi Henningham, 4050 NW 88th Avenue, Apt 2F, Sunrise, Florida, appeared before the
City Council in support of Lavall Hall's family and continued by reading names from a list in her
possession.
Dorothy Smith, 20484 NW 14th Place, Miami Gardens, Florida, appeared before the City
Council and announced Coconut Cay Crime Prevention Group is now one year old. She further

encouraged the Council to address the residents' concern about adding a public park in the
Coconut Cay area.
Didier Ortiz, 2400 West Broward Boulevard, Ft. Lauderdale, FL, appeared before the
City Council in support of Lavall Hall's family by reading names from a list in his possession.
Demetrius Vaughn, 4150 NW 301h Terrace, Lauderhill Lakes, Florida, appeared before
the City Council in support of Lavall Hall's family by reading names from a list in his
possession.
Cassandre Richardson, 318 SW 79th Way, North Lauderdale, Florida, appeared before the
City Council in support of Lavall Hall's family by reading names from a list in her possession.
Courtney Shepard, 15800 NW 42°a Avenue, Miami Gardens, Florida, appeared before the
City Council in support of Lavall Hall's family by reading names from a list in her possession,
Jeff Weinberger, 709 SW 4th Court, Ft. Lauderdale, Florida, appeared before the City
Council in support of Lavall Hall's family by reading names from a list in his possession.
Walter Pitts, 2860 NW 88th Street, Miami, Florida, appeared before the City Council in
support of Lavall Hall's family.
Patricia Wright, 1221 NW 179th Street, Miami Gardens, Florida, appeared before the City
Council to express concern with the fact that her neipbor has been using her address for the past
30 years. The neighbor's address is 1221 NW 179' Terrace. Individuals are always coming to
her home looking for her neighbor. She said she has gone to the police and was informed
because no crime has been committed there isn't anything the police can do. She further shared
that her husband's car was recently stolen from her home. She said she is at her wits end with
this situation. She said that she notified the postal service, which has stopped delivering their
mail to her house.
Mayor Gilbert said he was not sure if there is anything the City can adopt to address this
issue. However he will confer with the City Attorney about this matter. He said using someone
else's address might be federal crime.
James Saint, 17305 NW 12th Court, Miami Gardens, Florida, appeared before the City
Council to share that it has been documented that Miami Gardens police officers were ordered to
stop, search and arrest Miami Gardens residents. An investigation indicated that over a seven (7)
year period, 53,000 people have been detained by Miami Gardens' police. He further referenced
the media reports of police involved incidents and arrest as it relates to the Kwik -Stop matter.
He asked that video recording be released and that the City not allow itself to be bullied by the
State Attorney.
Kevin Brown, 3115 NW 157th Street, Miami Gardens, Florida, appeared before the City
Council to expound on the his organizations' weight and fitness challenge program through the
Herbal Life Program.

Victor Song, 1441 NE 133rd Road, Miami, Florida, appeared before the City Council in
support of Lavall Hall's family by reading names from a list in his possession.
Darin Woods, 18140 NW 18th Avenue, Miami Gardens, Florida, appeared before the City
Council to express concern with the street light outages throughout the city. He further said he
had heard that a Family Dollar Store or a family restaurant was going to be located on NW 183rd
Street and 17th Avenue. He stated that he wanted to know what is going on in his community.

Councilman Williams for clarification purposes asked whether this item represented a
commitment from the City of Miami Gardens.
Attorney Dickens in response to Councilman Williams' inquiry stated this is only a
"support" item, not a commitment item.
Motion offered by Councilman Williams, seconded by Councilman Harris to adopt this
item.
There being no further discussion, the motion to adopt passed and carried by a unanimous

QUASI-JUDICIAL ZONING HEARINGS:
Shellie Ransom -Jackson, Development Services/Code Compliance Director appeared
before the City Council to narrate the process used for the Quasi -Judicial Proceedings.
Clerk Taylor administered the oath to those individuals participating in this Quasi -

Mayor Gilbert opened the floor for this public hearing.
Jack Forrester the applicant of this request appeared before the City Council to solicit
approval of the application on first reading. This zoning change will allow a Charter School at
this location. Ample parking is provided. The proposed building will house 600 K-12 students
from the Miami Gardens, Opa-locka and Carol City communities.

Councilwoman Davis inquired about the start and completion date for the project.
Mr. Forrester in response to Councilwoman Davis' inquiry stated, "This is an
approximate 6 to 8 month build out".
There being no further discussion, the motion to adopt this item on first reading passed
and carried by a 4-1 vote.

(P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK
P-1) City Manager's Quarterly Report
Manager Benson thanked everyone for their support of Jazz in the Gardens. He further
commended Assistant City Manager Vernita Nelson for a job well done. He congratulated and
commended the City Council for this support of this event over the years.
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Ighodaro thanked Assistant City Manager Vernita Nelson for doing an
excellent job with Jazz in the Gardens. He further commended the police department for its
efforts as well during the event.
Councilman Williams also thanked Assistant City Manager Vernita Nelson for an
outstanding job. He said if there was an opportunity to bestow knighthood upon, her he would.
He said the police department handled situations on both nights exceptionally well. He shared
that he had a group visiting from Jacksonville, Florida, that could not stop complimenting the
City, and staff for an excellent Jazz in the Gardens event. He further shared that on this coming
Saturday the Audubon Society, and Junior Jaycees will continue its work at Parkview
Elementary School. The public is invited to come out.
Councilwoman Davis thanked staff and Council for the success of Jazz in the Gardens.
She said she is excited about the upcoming 2016 event.
Councilman Harris also commended Assistant City Manager Vernita Nelson for doing a
great job with Jazz in the Gardens. He further thanked the resident for their participation. He
shared that he had participated in a great event, Grandparents raising grandchildren Saturday

March 21, 2015. He further shared that on last Wednesday he took 25 students from Barbara
Hawkins Elementary School camping in the Everglades. The students learned about the
importance of preserving our water supply.
Mayor Gilbert shared that you really have no idea the work Assistant City Manager
Vernita Nelson does with Jazz in the Gardens; or what goes on with putting that many people in
that space, in that type of environment. Jazz in the Gardens came to Council for approval. This
last Council moved it forward. This Council continued it. It is supporting ideas that you can look
at a parking lot and transform it into an entertainment destination; we can do that. If we can do
that we can look at vacant land and make commerce and retail. He emphasized the importance
of the Council getting to decide, to make decisions that might not have been popular, but are now
incredibly popular. He referenced the CareerSource item and what the outcome of such a job
program can provide for youth between the ages of 14-18. He further referenced the
Entertainment Overlay District and shared that this would allow certain developments that were
not allowed previously.
