SEPTEMBER 10, 2014
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, September 10, 2014, beginning at 7:05 p.m., in the City Council Chambers, 18605
NW 27tn Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Lisa C. Davis, and Council members: Lillie Q. Odom, Rodney Harris, Felicia Robinson,
David Williams Jr., and Erhabor Ighodaro.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

Motion offered by Councilman Williams, seconded by Councilman Harris to adopt the
minutes, with necessary corrections, if any.
This motion passed and carried by a unanimous voice vote of the members present.

Motion offered by Councilman Williams, seconded by Councilwoman Odom to approve
the official agenda with the additions.

(G) PUBLIC COMMENTS
Dorothy Smith, 20484 NW 14th Place, Miami Gardens, Florida, appeared before the City
Council to inquire about the "Special Event Fund" as it related to Items K-2 and K-4. More
particularly how the fund was created, how much money is allotted to each Council member and
are the funds coming from. She further asked about the "Working Capital Fund", and opined
that a lot of allocation was done from this fund during the election. She further stated that no city
funds have been given to the crime watches.
Mayor Gilbert informed Ms. Smith that a representative from the Finance Department is
available at the back of the room to address her questions. He said the working capital reserve
was approved in the budget. He shared that typically funds are not budgeted to go to crime
watches; however he has given funds to the various crime watches within the city. This year, the
city will allocate $5,000 to the five (5) crime watches that Ms. Flowers asked for. He explained
those moneys will come for funds that he has raised (donation account). He opined it would be
very difficult to say that we are going to take tax money and do that. He shared that he had
raised money for another event, so he is going to take that money and give it to the crime
watches.
Reverend Nettie Davis, 17530 NW 27th Court, Miami Gardens, Florida, appeared before
the City Council to announce the HIV/AIDS Awareness will take place Thursday, September 18,
2014, at the Betty T. Ferguson Recreation Complex. The target group is seniors, with the topic
centering on intimacy and relationships. Intimacy is the driving force behind this epidemic. It is
important to get the community to understand this is a behavior that needs to be addressed.
Patricia Thompson 27th Avenue NW 191s' Street, Miami Gardens, Florida appeared
before the City Council and shared that she is the owner of a food truck. She expressed concern
about the harassment of police officers.
Mayor Gilbert informed Ms. Thompson that mobile vendors are not allowed in the City
of Miami Gardens, and directed Ms. Thompson to speak with Ms. Ransom -Jackson about the

laws.
Harold Lawton, 1860 NW 170th Street, Miami Gardens, Florida, appeared before the City
Council to express his appreciation for Mayor Oliver Gilbert and his representation of the City of
Miami Gardens; more particularly, Mayor Gilbert's representation before the Miami -Dade
County Commission regarding the Miami Dolphins and Sun Life Stadium. He further expressed
his appreciation to Chief Johnson and his police staff. He said he would like to see a lot more of
the 60 Million Dollar GOB money spent south of the Palmetto Expressway (e.g. Bunche Park
Pool).
Andre France, 140 NW 206th Terrace, Miami Gardens, Florida, appeared before the City
Council to encourage the Council to consider sponsoring a program for ex -offenders (prisoners)
to assist with gainful employment.

Mayor Gilbert passed the gavel to Vice Mayor Davis before explaining that every two
years, the Council has to appoint a council member to serve as vice mayor. He give permission
for everyone to stand and give a standing ovation to the city's current Vice Mayor, Lisa C. Davis
for her outstanding service.
Mayor Gilbert opined that Councilwoman Robinson will serve diligently. He shared
when he was contemplating who to nominate, the question was how do choose between people
he enjoy working with, for different reason, but equally. He shared when he nominated the
previous vice mayor it was because he witnessed how she worked with our seniors, especially
Sharpe Towers. He shared that he looked at Councilwoman Robinson in that same way. He said
he has attended her Meet On Monday Meetings and sometimes there are not a lot of people there,
but she is never discouraged. Councilwoman Robinson always wants to be accessible to people.
She is also one the longest serving tenure Council member.

After the vote was taken, Councilwoman Davis relinquished the gavel to Mayor Gilbert.
Councilwoman Davis thanked everyone for their support during her tenure as Vice
Mayor for the City of Miami Gardens. She stated that she was honored to serve as the first vice
mayor for the incoming the second incoming Mayor. She further congratulated Vice Mayor
Robinson.

Mayor Gilbert opened the floor for this public hearing.
David Smith, an attorney appeared before the Council representing the applicant. This is
an existing multi -family neighborhood, which has an existing commercial zoning. This was
discovered during the purchasing of the property. This request is the change the zoning to match
the use of the property that has been there for approximately 40 plus years.
After there were no other interested parties to speak on this item, the public hearing
closed.

item on first reading.

(P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK

(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Vice Mayor Robinson shared that three different entities (Miami -Dade County, City of
North Miami Beach and the City of Opa-locka) provide water/sewer services to Miami Gardens'
residents. The City of North Miami Beach has indicated there will be a significant increase for
residential customers; not Miami Gardens customers. She stated that she made a request of the
City of North Miami Beach's City Manager and Council members to hold a meeting for Miami
Gardens' customers so they will know what to expect. She further shared for the past three years
she has been advocating Breast Cancer Awareness. This year's event will take place during the
month of October, which includes activities throughout that month. She also invited everyone
out to her her Meet Me on Monday Meetings. For the month of October the meeting will be held
October 13ffi.
Councilwoman Odom shared during the month of August she held a Town Hall Meeting
and wanted to take this opportunity to thank City staff for doing an excellent job. She also
thanked the residents for coming out because of stormy weather. She further shared that she
attended the Florida League of Cities Symposium entitled "Building a Bridge from classroom to
City Hall". She further encouraged everyone to support the Greater Miami Gardens Chamber of
Commerce. She stated that Ula Zucker Williams is doing a great job with the Chamber. She
very expounded on the National HIV/AIDS Awareness event to take place, Thursday, September
18, 2014. She shared that she recently read that in 2015 the population most affected by
HIV/AIDS will be those individuals age 50 and over.
Vice Mayor Robinson announced that she has started a Women's mentoring group
"Ladies of Virtue", which will target female high school students. Recruitment process is in
effect for more female students as well as for mentors. A meeting is scheduled for Thursday,
September 11, 2014 from 6:00 — 8:00 p.m., at Miami Carol City Park.
Councilman Harris said it has really been a pleasure being a part of this Council. He
acknowledged the outstanding work done by former Vice Mayor Davis and stated that he looked
forward to working with the new Vice Mayor, Felicia Robinson.
Attorney Dickens shared that she and Mayor Gilbert were appointed to the Legislative
Policy Committee and water issues to deal with. There will be between four to five meetings
they will have to attend in Orlando, Florida. The first will take place, Friday, September 121h

Mayor Gilbert provided an update on the DRI and the negotiations with Miami Dade
County. He shared he along with staff attended the Miami Dade County Commission meeting.
County Commissioner Jordan did an excellent job. The City has made some progress. He said
the city still has to deal with the stadium property. He emphasized as it relates to the stadium
property, the city will only accept a no answer from the courts.
Mayor Gilbert shared that his alumni FAMU played his law school, the University of
Miami, this past weekend. He was given the exemplary honor of flipping the coin to start the
game. He said this brought back memories of him parking cars for the games at the stadium; the
same stadium where he flipped the coin to start the game; the same stadium located within the
City of Miami Gardens where he is now the Mayor. He said this really isn't about him but about
the people and how hard they are willing to work.
