REGULAR CITY COUNCIL MINUTES
NOVEMBER 12, 2014
ROLL CALL:
The City Council for the City of Miami Gardens, met in regular session, Wednesday,
November 12, 2014, beginning at 7:00 p.m., in the City Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Felicia Robinson and Council members: Lisa C. Davis, Rodney Harris, Lillie Q. Odom,
and Erhabor Ighodaro. Councilman David Williams Jr., arrived at 7:05 p.m.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

Item M-1 was moved forward on the agenda to be heard after Presentation. The actual
discussion is reflected under the item.
Motion offered by Councilman Williams, seconded by Councilwoman Odom to approve
the official agenda with the additions/deletions/changes. This motion passed and carried by a
unanimous voice vote of the City Council.
SPECIAL PRESENTATIONS
F-1) Councilman David Williams Jr., -Science Award
Councilman Williams acknowledged all the principals and science teachers from the
local elementary schools present at tonight's meeting. He shared that all the positive things that
are happening with regard to science is because of these principals and science teachers. This
year's Science and Engineering Fair for Elementary School students will take place, Monday,
December 8, 2014, at St. Thomas University. The awards ceremony will take place Tuesday,
December 9, 2014 at the Betty T. Ferguson Recreation Complex. This year's event will also
provide an award to the top ten winners' parents.
F-2) Councilman Rodney Harris - Outstanding Service Award

Councilman Harris recognized Ms. Sonia Flowers, President of Scott Lake Crime Watch
and former member of the City of Miami Gardens Citizens Advisory Committee (CAC) for her
outstanding community service. He stated that Ms. Flowers is a dedicated resident and diligent
servant to this community.
F-3) Jessie Trice Health Center and Miami -Dade County re: Brownfield
A representative from Miami -Dade County appeared before the City Council to state that
Miami -Dade County and Jessie Trice Health Center proposes to make significant changes to a
particular piece of land. That property is currently the site of a Brownfield. As part of the
application a public hearing is required. Staff has graciously agreed to allow Jessie Trice Health
Center and Miami -Dade County to hold that public hearing later tonight, after this Council
meeting.
Ms. Neasman, President and CEO of Jessie Trice Health Center appeared before the City
Council to recount the 47 year history of the Jessie Trice Health Center. The proposal for Miami
Gardens is to build a comprehensive public health service facility. Jessie Trice Health Center
has been providing quality health care service in Miami Gardens since 2003.
F-4) Councilwoman Lisa C. Davis - 3rd Annual Diabetes Event
Michelle Swaby and Ellen Woods appeared before the City Council to highlight the
activities to take place during the 3rd Annual Diabetes event scheduled for Sunday, November
16, 2014, at the Betty T. Ferguson Recreation Complex. The event, which is free and open to the
public is scheduled from 4:00 p.m. - 7:00 p.m. The event will include health screening as well
as informational workshops for both men and women. Chefs will be demonstrating health
cooking, which will be enjoyed by those attending the event. Vendors will also be on hand. This
event promised to be fun for the entire family.
F-5) Councilwoman Lillie Q. Odom - AAU Basketball League
Mr. Jay Lee appeared before the City Council to highlight the accomplishments of the
AAU Basketball League. He shared that he played professional basketball for ten years. His son
is also a professional basketball player. The program will bring youth basketball to Miami
Gardens and South Florida. This would provide the youth in Miami Gardens a chance to gain an
academic and/or basketball scholarship. The travel basketball is done out of state to provide the
youth with exposure. Adult basketball is another aspect of this program. He highlighted the
success of this program in California where a lot of gang members were participants and
benefitted by going to college.
PUBLIC COMMENTS
Lonnie Lawrence, 821 NW 207`h Street, Miami Gardens, Florida, appeared before the
City Council to publically thank Tom Ruiz, Public Works Director for responding to a request
relating to signage placed in his neighborhood. The signage indicated that the water surrounding

his neighborhood was contaminated. This was due to construction in the neighborhood. He
opined that it is important that when employees do good stuff that residents come forward to let
the Council know.
Dorothy Smith, 20481 NW 14th Place, Miami Gardens, Florida, appeared before the City
Council to address comments towards Councilman Ighodaro and a question asked during the
candidates' debate in August about discontinuing the Red Light Camera Program. She said she
just wanted to bring this back to the Councilman's attention.

Mayor Gilbert expressed concern with the way the Commission For Women operates.
Last year there three or four competing events between this advisory committee and council
member during similar events. He said this advisory committee should be encouraged to work

with council members.
Councilwoman Odom said this was discussed previously and opined something should be
done to address this issue.
Clerk Taylor asked that the item be deferred to the next City Council meeting to provide
the Chair an opportunity to come before the Council. She stated that she would also inform the
committee of the Council's concern.
Mayor Gilbert opined we have to do a better job working together on the various events
being hosted by the Council and advisory committees.
Councilwoman Davis shared that she was contacted by the Chair who expressed an
interested in partnering with some of her scheduled events.
Councilman Williams suggested having the committees submit a calendar of events prior
to approval.
Councilman Harris suggested a master calendar for all events.
Mayor Gilbert opined there is also a fiscal impact to doing these events. He suggested
having the committee work through a council member.
Motion offered by Councilman Williams, seconded by Councilwoman Odom to defer this
item to the next City Council meeting.
There being no discussion, the motion to defer passed and carried by a unanimous vote of
the Council.

Mayor Gilbert explained he had asked the Clerk to prepare this item because of the first
Police Cadet graduation, which consist largely of Miami Gardens' residents. The graduation will
take place, Wednesday, December 10, 2014, which is the same day as the scheduled City
Council meeting.

Shellie Ransom -Jackson, Building Official/Code Compliance Director appeared before
the City Council to explain the Quasi -Judicial Proceedings and the process used.
City Clerk Taylor administered the oath those individuals participating in this Quasi -
Judicial Proceeding.
Mayor Gilbert opened the floor for this public hearing. After there were no interested
parties to speak on this item, the public hearing closed.
Reverend Paul Rivers appeared before the City Council to solicit support of this item. He
recounted the history of the residential zoning originally granted by Miami -Dade County.
Currently Mt. Hermon's zoning is considered by Miami Gardens to be of non -conforming use.
In addition, due to the current zoning Mt. Hermon's ability to expand is limited.
Motion offered by Councilman Ighodaro, seconded by Councilwoman Davis to adopt this
item on first reading.

Councilman Ighodaro thanked everyone for their support during his campaign for
election. He said a swearing in ceremony will take place here at City Hall.
Councilman Williams announced the Science and Engineering Fair for Elementary
Schools will be held December 8th, at St. Thomas University.
Councilwoman Davis announced the 3 Annual Diabetes Awareness event will take
place Sunday, November 16th from 3:00-7:OOPM, at Betty T. Ferguson Recreation Complex.
This is a free event.
Councilwoman Odom wished everyone a Happy Thanksgiving. She further announced
that December Is' is World AIDS Day. The event will take place December 1St, at St. Thomas
University from 10:OOAM to 2:OOPM. She emphasized the importance of attending this free
event to get the pertinent information.
Councilman Williams acknowledged Jessie Trice Health Center for the outstanding
health care service being provided to the community.
Councilman Harris announced that he will be co -hosting a Thanksgiving Dinner, with
Love Fellowship Church, 2045 West Bunche Park Drive, Saturday, November 22" d, at 5:00 p.m.
Mayor Gilbert announced Jazz in the Gardens tickets will go on sale this coming Friday,
(November 14, 2014). There will be a radio announcement on the line-up for this event. He said
he would be making the announcement about the Jazz in the Gardens line-up on HOT 105 at
5:00 p.m. This year's event also marks the tenth anniversary of Jazz in the Gardens. He further
announced, Monday, November 17, 2014, an Open Mic event will take place at the Community

Center. At last month's karaoke event, the City Manager, City Attorney and Building Official
performed.
Mayor Gilbert shared that Vice Mayor Robinson had a great Meet Me Monday meeting
this past week. North Miami Beach was present to talk about water services. He placed
emphasis on the importance of voting, which provides leverage as it relates to issues affecting
Miami Gardens on the local, state and federal levels.
