REGULAR CITY COUNCIL MINUTES
DECEMBER 11, 2014
(A) CALL TO ORDER/ROLL CALL:
The City Council for the City of Miami Gardens, Florida, met in regular session,
Thursday, December 11, 2014, beginning at 7:00 p.m., in the City Council Chambers, 18605
NW 27ffi Avenue, Miami Gardens, Florida.
The Following members of the City Council were present: Council Members: Lisa C.
Davis, Rodney Harris, Lillie Q. Odom, and David Williams Jr. Councilman Erhabor Ighodaro
arrived at 7:04 p.m.; Mayor Oliver Gilbert arrived at 7:06 p.m. After roll call, a motion was
offered by Councilman Harris, seconded by Councilman Williams to excuse Vice Mayor
Robinson's absence. This motion was passed and adopted by a unanimous voice vote of the
Council members present. Vice Mayor Felicia Robinson arrived for the Council Meeting at
7:29 p.m.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

(D) APPROVAL OF MINUTES:
Regular City Council Minutes - November 12, 2014
Motion offered by Councilman Williams, seconded by Councilman to approve the
minutes, with necessary corrections, if any. There being no discussion the motion to approve
passed and carried by a unanimous voice vote of the members present.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Councilman David Williams added two presentations as Items F-2 and F-3.
Councilwoman Davis added a resolution to the official agenda as Item K-9, as
follows: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, SUPPORTING COUNCILWOMAN LISA C.
DAVIS' FOURTH ANNUAL "GIFTS OF LOVE" EVENT TO BE HELD
SATURDAY, DECEMBER 3, 2014; AUTHORIZING THE CITY MANAGER
TO EXPEND THE SUM OF FIFTEEN HUNDRED DOLLARS ($1,500) FOR
THIS PURPOSE; PROVIDING FOR THE ADOPTION OF

Item K-7 was withdrawn from the official agenda.

Motion offered by Councilman Williams, seconded by Councilman Harris to approve the
official agenda with the additions/deletions. This motion passed and carried with a unanimous
voice vote of the members present.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) City Manager Cameron Benson —Jazz in the Gardens
This item was moved to be heard under the City Manager's Report.
F-2) Councilman David Williams Jr.
Councilman Williams acknowledged the outstanding contributions made by City of
Miami Gardens' employee Maria Albino during the FAMU Tailgate event, September 2014. He
presented Ms. Albino with a gift card as a token of appreciation.
F-3) Councilman David Williams Jr.
Councilman Williams acknowledged Sonia Romero, Principal of Carol City Middle
School for her commitment to science. He further presented the school with a check in the
amount of $300.00 for its science initiative. He explained the school's administration, faculty
and students are committed to bringing Carol City Middle School to the forefront as it relates to
science.
(G) PUBLIC COMMENTS:
Karen Tynes, Chair of the City of Miami Gardens' Commission For Women Advisory,
Committee appeared before the City Council to solicit support of the Committee's calendar of
events for 2015. The previous projects sponsored by the Commission have been beneficial to the
City; as well as providing positive impact to women and children who live in the City. She
stated that she has reached out the each council member individually to ascertain whether
Council sponsored items, which are similar in nature to those items being sponsored by the
Commission For Women be combined. This would eliminate overlapping or duplicating
projects. The next scheduled project is the Girls and Women's Summit.
Mayor Gilbert expressed concern with two similar events taking place in the same place,
at the same time. He emphasized the importance of having City of Miami Gardens' events and
not have the events individualized. She explained that the Commission For Women host three
big events: Health Awareness, which includes Breast Cancer Awareness; the Legal Forum and
the Financial Literacy Workshop.
State Senator Oscar Braynon II, appeared before the City Council to commend the
Council on the Shotspotter Program. He stated that he looked forward to working with the city
to ensure that the state is a willing partner in this agreement.

Manager Benson stated presentations relating to this item were done prior to the previous
City Council meeting. Staff is recommending Calvin Giordano & Associates, Inc.
Motion offered by Councilwoman Davis, seconded by Councilman Ighodaro to adopt the
item.
Mayor Gilbert stated he was in agreement with staff's recommendation but was open to
discussion.
Councilwoman Davis said she was present for the oral presentations and was very
comfortable with the other presenters, as well.
Mayor Gilbert said one of the groups presenting appeared to be individual providers who
were coming together as a group for this purpose. He said that is the way the group was
introduced.
Shellie Ransom -Jackson, Director of Development Services and Code Compliance
appeared before the City Council to expound on this item. She stated that Mayor Gilbert was
correct. This particular company is working as a team as it relates to this proposal.
Councilwoman Davis asked if this group was one company.
Mayor Gilbert opined this group is one team as opposed to one company.
Ms. Ransom -Jackson clarified E.L. Waters is the company.
Councilman Williams asked how is this different when other companies include other
people as part of their team.
Ms. Ransom -Jackson in response to Councilman Williams stated in this particular case,
Calvin Giordano & Associates and the Corradino Group have in-house staffing to provide these
services. Therefore, they are not subcontracting out to others.
Councilman Williams asked what is the disadvantage of subcontracting out the services.

Ms. Ransom -Jackson in response to Councilman Williams said not having sufficient
staffing could be an issue in getting the job done. She said there are a lot of items in the pipeline
therefore staffing needs to already be in place.
Councilwoman Odom asked whether Ms. Ransom -Jackson was saying that having in-
house staffing as opposed to subbing out would make a difference in services.
Ms. Ransom -Jackson in response to Councilwoman Odom's question replied. "Yes it
would improve services and operation."
Mayor Gilbert stated there are a lot of projects pending reviews.
Councilman Williams commented we have these other big companies so what staff is
saying that those companies are going to drop all their other numerous projects to service Miami
Gardens.
Ms. Ransom -Jackson in response to Councilman Williams' comment stated. "What I am
saying is that those companies have the availability that if the City needs three people as oppose
to two, these companies can provide the three people."
Mayor Gilbert shared that Calvin Giordano & Associates, Inc., is actually providing the
service now.
Ms. Ransom -Jackson shared that Calvin Giordano & Associates, Inc., has been very
effective in moving things along.
Councilman Harris recommended deferring the item for more clarity.
Mayor Gilbert stated that he was comfortable with deferring the item.
Councilwoman Davis expressed opposition to deferring the item.
Councilman Harris stated he was recommending a deferral to provide an opportunity for
his colleagues to get more information.
Mayor Gilbert shared that he likes Calvin Giordano & Associates, Inc., for the continuity.
Motion offered by Councilman Harris, seconded by Mayor Gilbert to defer this item until
the January 14, 2015 City Council meeting. There being no further discussion the motion
deferred by a majority voice vote. Councilwoman Davis cast the dissenting vote.
QUASI-JUDICIAL ZONING HEARINGS:
Shellie Ransom -Jackson, Director of Development Services and Code Compliance
appeared before the City Council to share the process used for this Quasi -Judicial Process.

Mayor Gilbert opened the floor for this public hearing. After there were no interested
parties to speak on this item, the public hearing closed.

(P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK
P-1) City Manger's Monthly Report
Assistant City Manager Vernita Nelson appeared before the City Council to provide an
REGULAR CITY COUNCIL MINUTES - DECEMBERII, 2014 Page 9
update on the Jazz in the Gardens event scheduled for March 21-22, 2015. Two hosts have been
secured: DL Hughley and Rickey Smiley. Confirmed artists: R. Kelly, Toni Braxton, Brian
Covington, Maxwell and Men of Soul (Jeffrey Osborne, Pebo Bryson and Freddie Jackson).
Negotiations are still going on as it relates to other artists. As soon as those names are known,
the information will be provided. There are also slots on both days for local artists to perform.
The deadline to sign up local artists is January 15, 2015. The information can be found on
Jazzinthegardens.com. The Women's Impact Luncheon will take place, Friday, March 20, 2015,
at the Miramar Art Center. Those tickets will go on sale January 2015. The press conference
will take place, Friday afternoon, March 20, 2015, at Sun Life Stadium. The opening night party
location and time will be announced at a later date. The City is looking for groups of folks to
volunteer at the various events scheduled for Friday, Saturday and Sunday. The volunteer
information can also be found on the website. The cutoff date for volunteers is February 27,
2015. There is also a Jazz In The Gardens app that can be downloaded. The City of Miami
Gardens also has an app (digital gardens). As of today, 11,700 tickets have been sold. Last year
at this time, 7,500 tickets were sold.
Councilman Williams asked about the food vendor process.
Assistant City Manager Nelson said there is an application process.
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Williams thanked everyone for another successful science and engineering
fair. There was an increase from 75 to 93 science projects submitted this year. It also appears
the science and engineering fair has outgrown its current location.
Councilwoman Davis thanked everyone for coming in support of her 3`d Annual Diabetes
event. Over 500 people attended this year's event. She further announced that the Toy -Give -
Away event will take place, Saturday, December 13, 2014 from 1:00 a.m. — 1:00 p.m. Toys will
be distributed on a first come, first serve basis. The entire family is invited to come out for this
fun event, which includes face painting. She further wished everyone Happy Holiday!
Councilwoman Odom thanked everyone for attending the 2nd Annual AIDS Awareness
event at St. Thomas University. Nova University also participated. She further thanked Mayor
Gilbert for his participation. She shared that she had sponsored a Flu Shot event at Betty T.
Ferguson Recreation Center, which was well attended. She shared that she partnered with the
North Dade Youth Collation for a toy drive. Last year children in Kings Gardens received toys.
This year toys will be provided to the children of Vista Verde. She further wished everyone
Happy Holidays.
Councilman Harris wished everyone Happy Holidays.
Vice Mayor Robinson reminded everyone of her Meet Me On Monday Meetings, which
takes place the second Monday of each month at Carol City Park. She further recognized her
Ladies of Virtue (LOV) Mentors and participants present in the audience. The LOV meetings
are scheduled for every second Thursday of the month at City Hall.

Mayor Gilbert shared that on last evening Council members as well as staff were present
at Broward Community College to witness the graduation of the first class of Miami Gardens
Police Officer Cadets, who are also Miami Gardens' residents. He commended the City
Manager and Chief of Police for their due diligence in the recruitment process. He further
wished everyone Happy Holidays.
