The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Felicia Robinson and Council members: Lisa C. Davis, Lillie Q. Odom, Rodney Harris, David Williams Jr., and Dr. Erhabor Ighodaro. Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Delivered by Mayor Gilbert. A moment of silence was observed for Mrs. Zolena Bratton, wife of former Councilman Melvin L. Bratton. Davis — MG Wine & Food Experience Event Melvin Roane, Jr., managing partner of Roane Consulting Group appeared before the City Council to highlight the events scheduled during the Wine and Food Experience scheduled for November 14tH F-2) Councilwoman Lisa C. Davis — Career Source South Florida Delphine Brown, A representative from Career Source South Florida appeared before the City Council to thank Councilwoman Davis for her support during their job fair event by providing space. The job fair was sponsored for Sun Life Stadium's recruitment. Councilwoman Davis was presented with a small token of appreciation. Day (G) PUBLIC COMMENTS The following individuals spoke on a dilapidated house at 172nd Street NW 10th Court: Paulette Bartlett, 17201 NW I Oh Court, Miami Gardens, FL; Rondalier V. Sims, 17200 NW 90' Place, Miami Gardens, FL; Mayor Gilbert asked Code Compliance Division to speak with these residents about their concern. Deen H. Tyler, 2231 NW 172nd Terrace, Miami Gardens, Florida appeared before the City Council to share information about an initiative to combat gun violence in the City of Miami Gardens. He said several residents have reached out to the city about this initiative, which would be implemented at no cost to the taxpayers. He said as of today no response has been received from the city. He further opined there should be an investigation into the murder of Mr. LeVell Hall. He further referenced the bond money and asked where the funds would be spent. Dorothy Smith, 20484 NW 140' Place, Miami Gardens, Florida, appeared before the City Council to expressed her views about the 60 Million Dollar Bond, which was passed by the voters. She said no report on the expenditure of the bond moneys has been provided. She further asked for a report on the moneys spent for the new police station. Rondalier V. Sims, 17200 NW 91h Place, Miami Gardens, Florida, appeared before the City Council to talk about the Senior Citizens exemption Amendment 11, which is an additional exemption for low income senior that have lived in their homes for at least 25 years. Regular City Council Minutes October 28, 2015 Page 2 CITY COUNCIL MINUTES, OCT. 28, 0 2015 Mayor Gilbert shared that Vice Mayor Robinson had previously sponsored a senior citizens exemption. He said city staff will take a look at this particular issue. A Top Golf representative showed a video presentation of the proposed facility associated with Item 0-1. At the conclusion of the video presentation Mayor Gilbert moved Item 0-1 forward on the agenda to be heard after this presentation. The discussion for that item is reflected under the Quasi -Judicial portion of the minutes. (H) ORDINANCE(S) FOR FIRST READING: None (I) ORDINANCE(S) FOR SECOND READING/PUBLIC HEARING(S) None (J) RESOLUTION(S)/PUBLIC HEARINGS) RESOLUTION NO. 2015-165-2362 J-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, RENAMING NORTHWEST 17TH AVENUE FROM 167TH STREET TO 183RD STREET, TO "BISHOP BILLY BASKIN BOULEVARD"; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY MAYOR GILBERT) Mayor Gilbert passed the gavel to Vice Mayor Robinson before explaining his rationale for sponsoring this item. He shared that he has known Bishop Baskin for most of his life. He conveyed appreciation of Bishop Baskin. Vice Mayor Robinson opened the floor for this public hearing. After there were no other interested parties to speak on this item, the public hearing closed. Motion offered by Mayor Gilbert, seconded by Councilwoman Odom and Councilman Williams to adopt this item. At the conclusion of this discussion, the motion to adopt passed and carried by a 7-0 vote. Mayor Gilbert opined it is a good idea to promote events in the city because we have to see Miami Gardens as a destination spot. This will give not only our residents but others a reason to come here for something other than a football game or Jazz in the Gardens. That is why such events as this item as well as the Food and Wine Experience are taking place. He cautioned that there is a budgetary impact. If there is an extraordinary budgetary impact the item needs to reflect that. He emphasized that the Council needs to be cognizant of the budgetary impact. Councilwoman Odom inquired about the time for this event, which is mentioned as 1:00 PM — 12:00 AM. She further asked whether this event would interfere with the current schedule already in place at the Betty T. Ferguson Recreation Center. Mayor Gilbert opined the schedule is not being changed but rather an allowance is being made for this event to take place. Manager Benson indicated that staff would be able to accommodate this event. Top Golf's representative in response to Councilman Williams' question said the construction would take approximately ten (10) months. There is a development process, which is normally six months to a year prior to construction. (P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK No report. (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman Williams announced that on November 4, 2015, starting at 9:30 -11:00 AM, a grand opening is scheduled for the Environmental Center at Parkview. He further shared that he often gets reports for individuals outside of Miami Gardens about things that are happening within the City. Last week he received a text message from a friend in Tampa, Florida, about one of the city's employees, Petula Burk. In addition, he also received positive feedback about Ms. Burk from an elected official from the City of North Miami. He thanked Petula Burk for bringing that positive message to the city. Councilwoman Odom thanked all that were in attendance at the Senior Awareness Workshop. She announced that she is sponsoring her third annual toy drive to take place in the Vista Verde area. A sponsorship package is being distributed to local businesses and residents. Councilwoman Davis invited everyone out to the Food and Wine Experience, Saturday, November 14, 2015, from 6:00 PM. —12 Midnight. Vice Mayor Robinson shared this is the last Council meeting in the month of October. She has three more days of the "pink karma". She said she wanted to send a message that residents should be preventative and not reactive. She further encouraged residents to come out to the various health initiatives to receive valuable information. She stated that health is key. Mayor Gilbert commended Vice Mayor Robinson for her efforts. He said ten years ago people were no thinking about having food and wine experiences in Miami Gardens. You do not see Top Golf in communities like ours; this all about people changing its profile, their expectations. Miami Gardens is the third largest city in Miami -Dade County and the largest African American city in the State of Florida. He said the Council's commitment is to continue to move the city forward. Not only is the expectation of the residents changing, the expectation of those building in this community is changing.
