REGULAR CITY COUNCIL MINUTES
SEPTEMBER 9, 2015
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens met in regular session, Wednesday,
September 9, 2015, beginning at 7:00 p.m., in the City Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Felicia Robinson and Council members: Lisa C. Davis, Lillie Q. Odom, Rodney Harris,
David Williams Jr., and Dr. Erhabor Ighodaro.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

D-1) Regular City Council Minutes —July 22, 2015
Motion offered by Councilman Williams, seconded by Councilwoman Davis to approve
the minutes with necessary corrections, if any.
There being no discussion the motion to adopt passed and carried by a unanimous voice
vote.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Motion offered by Councilman Williams, seconded by Councilwoman Davis to approve
the official agenda as presented.
There being no discussion, the motion to approve the official agenda passed and carried
by a unanimous voice vote of the members present.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Mayor Gilbert — Proclamation "Feeding South Florida" in recognition of
Hunger Action Month
Mayor Gilbert presented a Proclamation to Feeding South Florida in recognition of
Hunger Action Month, and the important service this organization provided to Miami Gardens
Residents.

Ted Hutchinson, Government Affairs — Feeding South Florida, appeared before the City
Council to receive the Proclamation.
F-2) Vice Mayor Robinson — Beauty Schools of America
Vice Mayor Robinson shared that Beauty Schools of America for the past four (4) years
has actively participated in community events providing free haircuts at the back to school
event.
F-3) Councilman David Williams Jr. — Laws of Health Empowerment Summit
Councilman Williams presented a proclamation to four (4) individuals for their
outstanding community service: Bertha Campbell, Avery Bright, Linda Lott and Thamara
Labrousse.
F-4) City Manager Cameron Benson — Rolling Crest Lakes Summer Program
Participants
Claudelle Joseph, City of Miami Gardens Public Works Keep Miami Gardens Beautiful
Coordinator appeared before the City Council and shared that a few months prior Rolling Crest
Lake through a collaborate effort provided funding for a Youth Summer Program. The city
reached out and partnered with the Greater Miami Service Corp. Through that partnership youth
from Rolling Oaks, Crestview and Lake Lucerne were hired for a six week period. She credit
Ms. Pace, the supervisor with the overall success of the program.
Mayor Gilbert acknowledged the Rolling Crest Lake representatives for their outstanding
contribution towards this initiative.
The Executive Director of the Greater Miami Service Corp, presented each participant
with a Certificate of Completion.
(G) PUBLIC COMMENTS
Basil Hibbert, 1510 NW 176th Terrace, Miami Gardens, Florida, appeared before the City
Council to express concern with Scott Park. He said the children playing on the park on the
weekends cannot use the restrooms. He further expressed concern with the garbage pickup.
Mayor Gilbert directed Mr. Hibbert to speak with the City's Parks and Recreation
Director, Parvin Neloms with regards to his concern about the parks. He further advised Mr.
Hibbert that his concerns relating to the garbage pickup scheduled should be addressed at the
Miami -Dade County level or County Commissioner Barbara Jordan's office.
Kenneth Jordan, 3760 NW 204th Street, Miami Gardens, Florida, appeared before the
City Council to express his concerns about the parks. He shared that he had met with Mr.
Neloms about the parks.
Mayor Gilbert informed Mr. Jordan that he would meet with him about his concerns.
Reverend Nettie Davis, 17530 NW 27' Court, Miami Gardens, Florida, a representative

of God's Amazing Grace Outreach Ministries appeared before the City Council to invite
everyone out to National HIV/AIDS Aging Awareness Day, Friday, September 11, 2015, at the
Betty T. Ferguson Recreation Complex.
Tabitha Cale, 4500 Biscayne Boulevard, Audubon Florida, appeared before the City
Council in support of Item H-1 "Bird Sanctuary Ordinance".
Ruth A. Thompson, 18805 NW 19`h Court, Miami Gardens, Florida, appeared before the
City Council to express concern with neighbors not maintaining their property, which is making
the neighborhood look bad. She further shared that her husband worked as a School Crossing
Guard with the City of Miami Gardens; however he got sick and had to quite. He later filled out
another application and is waiting to be rehired. She opined if any should have a job it should be
her husband instead of people from all around who do not live here.
Mayor Gilbert informed Ms. Thompson that Assistant City Manager Vernita Nelson
would assist with the code enforcement issue.

Motion offered by Councilman Williams, seconded by Councilwoman Davis to adopt this

Mayor Gilbert asked if the whole city is a bird sanctuary how would this affect
development. He said the Betty T. Ferguson Community Center cannot be expanded because
of the owls, which is a protected species living on that site. He said he needed to know the
answer to this question before the next meeting.
Councilman Williams said the protected species for the owls is a federal mandate. The
ordinance before the Council provides a tool by which the police department can use to stop
certain activities within the city. T

Councilwoman Davis shared that she along with Vice Mayor Robinson were asked to
serve on the Human Trafficking Committee. She opined it is important to have the proper
regulations and resources in place to combat this crime.

Councilman Williams declared a conflict and explained that he serves as Chairman of
the Board for one of the sub -recipients on the agenda for consideration. He left the City
Council Chambers at this point.

Laurin Yoder, Community Development Services Director appeared before the City
Council to explain the logistics of this item.
Mayor Gilbert opened the floor for this public hearing. After there were no interested
parties to speak on this item, the public hearing closed.
Motion offered by Councilman Ighodaro, seconded by Councilwoman Odom to adopt
this item.
Councilman Ighodaro stated that he had comments for Items J-1 through J-8. He opined
that it is encouraging to be able to give funds to an institution that helps with the eradication of
hunger in this community. He shared that he had an opportunity to see firsthand the operation
of the food distribution program in Miami Gardens.
Mayor Gilbert clarified Item J-1 focuses on the CDBG Plan, not the allocation of
dollars.
At the conclusion of this discussion, the motion to adopt passed and carried by a 6-0
voice vote.
J-2) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, ALLOCATING FISCAL YEAR
2015-2016 COMMUNITY DEVELOPMENT BLOCK GRANT
("CDBG") PUBLIC SERVICE FUNDS, IN THE AMOUNT OF
NINE THOUSAND DOLLARS ($9,000.00) TO CARRFOUR
SUPPORTING HOUSING, INC.; AUTHORIZING THE CITY
MANAGER AND THE CITY CLERK TO EXECUTE AND
ATTEST, RESPECTIVELY THAT CERTAIN SUBRECIPIENT
AGREEMENT FOR THIS PURPOSE, ATTACHED HERETO AS
EXHIBIT A; PROVIDING FOR INSTRUCTIONS TO THE CITY

Laurin Yoder, Community Development Director appeared before the City Council to
outline the request for proposal process for funding through CDBG. This year there was a total
of $150,096.00, which is the maximum amount allowed by the Community Development Block
Grant.
Councilman Ighodaro said the issue for him is the level of expectation because of what
the Council has allowed to happen over the years in terms of the meals on wheels program. He

expressed concern with the cutting of funding for this program. He said there is a real need for
this service in Miami Gardens. He said the program has been cut from $120,000 to $60,000.
He conveyed understanding of the need to follow the law however, not at the expense of our
elderly residents. He shared that one out of every four Americans are food deprived in spite of
what you hear and read in the media. He opined it is important to take care of our own. He
reiterated that he witnessed firsthand the need for this program. He suggested reallocating
funding or finding money in the General Fund.
Mayor Gilbert opened the floor for this public hearing.
Julio Rodriguez, Assistant Director for Sunshine For All, Inc., along with several Miami
Gardens residents appeared before the City Council to share their experience with Sunshine For
All Meals on Wheels Program, and the need to continue this vital service.
Mr. Rodriguez asked the Council to consider the reallocation of funding for Sunshine For
All, Inc. from the current recommendation of $60,000 - $80,000.
There being no other interested parties to speak on this item, the public hearing closed.
Mayor Gilbert commented, increase this particular funding would decrease funding for
the other entities. He recounted the Council has directed staff for the past two years to include
new organizations. That was a directive from the Council. This funding is allocation from the
federal government therefore the Council cannot change the dollar amounts. Adding new
organizations is going to necessitate the reduction amounts for the current organizations.
Councilwoman Davis asked about the waiting list and how many people were being
serviced.
Mr. Rodriguez in response to Councilwoman Davis' inquiry stated that currently there
are 54 residents being serviced.
Councilwoman Davis asked whether other individuals outside of Miami Gardens were
being serviced.
Mr. Rodriguez in response to Councilwoman Davis' inquiry replied, "Yes, funds are
also received from the City of Miami to benefit those residents."
Councilwoman Odom asked whether additional residents were serviced with the
additional $10,000.00 that Sunshine For All, Inc., received last year.
Mr. Rodriguez in response to Councilwoman Odom's inquiry said in previous years there
has not been a decrease in the number of individuals serviced.
Councilwoman Odom asked whether the number of residents being serviced will be
decreased with the current allocation.
Mr. Rodriguez said that number would be reduced by sixteen (16).

Manager Benson said based on the Council's discussion staff put together some funding
alternatives.
Craig Clay, Assistant City Manager appeared before the City Council to expound on the
spreadsheet provided to the Council. He said this is a variation of proposed funding provided in
the agenda package. This would allow funding to Sunshine For All, Inc., in the amount of
$70,000.00, while funding the other existing organization at the same level as last year.
Councilman Ighodaro emphasized the importance of funding Sunshine For All, Inc., at
the $80,000.00, level.
Mr. Clay further shared that as part of the proposal each entity was required to submit a
line item budget. Staff has gone over this particular organization's budget extensively. There
are certain parts of that budget that staff would be willing to sit down with the organization to
figure out how to reduce certain cost in that line item budget (administrative cost). This
particular organization submitted a request for $100,000.00. Sixty-nine thousand dollars of that
request is related to food delivery, preparation and food costs. The remainder of approximately
$31,000 is related to administrative cost.
Mayor Gilbert said if the desire is to take funding from the new group, the Council can
entertain a motion to do that.
Councilman Ighodaro said he was not in agreement with taking funds from the
established groups. He said he was not asking to take away funding from any of the groups, but
rather to make whole Sunshine For All, Inc., so that our residents will not be in a hardship. He
said this is about the people that you are going to take food from.
Mayor Gilbert clarified no one is taking food away from people. He stated for the record
it is not staff that establishes expectations it is this Council by providing funding.
Please note after discussion on the above item, a blanket motion was offered by Vice Mayor
Robinson, seconded by Councilman Harris to defer items J -2, through J-9.
The motion to defer passed and carried by a unanimous vote of the members present.
Councilman Williams was not present when this vote was taken.

Councilman Williams thanked Tom Ruiz and the Public Works staff for all of the work
they have done in the community over the past couple of months.
Councilwoman Davis thanked all the seniors for coming out to Sharpe Towers in
celebration of National Senior Citizens Day. Over 500 seniors received fresh fruit and

vegetables through Farm Share. A hot meal was also provided.
Councilwoman Odom reiterated early comments made by Reverend Davis regarding
removing the stigma about HIV/AIDS. She invited everyone to come out to this worthwhile
event, Friday, September 11, 2015, at the Betty T. Ferguson Recreation Complex from 10:00
AM to 2:00 PM.
Councilman Harris announced that a Peace Rally is scheduled for September 11th at
Bunche Park from 4:00 -8:00 PM. In addition the Food Truck Invasion will take place, Friday
September 18th at Rolling Oaks Park from 5:30 PM — 9:30 PM. The public is invited to attend.
A free movie will also be shown.
Vice Mayor Robinson announced October is Breast Cancer Awareness Month. Paint the
City Pink is comprised of several different events to make sure awareness is brought to the
people of Miami Gardens. The month will start off with a "Walk" on October 3ra
Mayor Gilbert shared, this year the City has had an alarming number of vehicular
homicides. He opined this is altogether preventative. People can stop at stop signs, traffic lights,
stop speeding, and texting. He asked drivers to slow down and pay attention. He further
discouraged the purchasing of off-road vehicles for youth. He asked everyone to spread the
word about being more careful on the streets.
