SEPTEMBER 23, 2015
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, September 23, 2015, beginning at 7:00 p.m., in the City Council Chambers. 18605
NW 27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Felicia Robinson and Council members: Lisa C. Davis, Lillie Q. Odom, Rodney Harris,
David Williams Jr., and Dr. Erhabor Ighodaro.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

Motion offered by Councilman Harris, seconded by Councilwoman Davis to adopt both
sets of minutes, with necessary corrections, if any.
There being no discussion, the motion to adopt passed and carried by a unanimous vote.

Item L-3 "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO
MOVE THE PROCEEDS OF THE SIXTY MILLION DOLLAR BOND FOR
PARK IMPROVEMENTS AND CRIME PREVENTION, FROM WELLS
FARGO, AND TO INVEST THEM WITH ANOTHER FINANCIAL
INSTITUTION; PROVIDING FOR ADOPTION OF REPRESENTATIONS;
PROVIDING AN EFFECTIVE DATE."
Motion offered by Vice Mayor Robinson, seconded by Councilman Harris to adopt the
official Agenda with the necessary additions. There being no discussion, the motion to adopt
passed and carried by a unanimous vote.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Councilwoman Lisa C. Davis — CMG Wine & Food Experience
Event
Tangela Cummings, Consultant for the CMG Wine & Food Experience Event appeared
before the City Council to talk about this fabulous affair, which is also another signature event
coming to the City of Miami Gardens. This will be an evening of fine wines, good food, live
entertainment, good music, old school funk and smooth jazz. The VIP Experience is a small
plate dinner of gourmet bites, a selected wine tasting from some of the top brands throughout
this nation, and entertainment from some of the top local bands in South Florida. In addition,
there will be wine and food tasting in the courtyard area. For the first time in the City of Miami
Gardens there will be a Master Chefs cook off. This will include some of South Florida's top
chefs. Soon the celebrity guest will be announced.

F-2) Councilwoman Lillie Q. Odom — North Dade Youth & Family
Services.
Rachel Taalibdeen, Executive Director of North Dade Youth & Family Services, 761 NW
163`d Street, Miami Gardens, Florida, appeared before the City Council to present information
about the services this organization provides to the community and surrounding areas. She said
her organization lookes forward to the proposed community development block grant funding.
Since 2013, this organization has served approximately 660 youth and families that have been
referred. Out of that 660, 175 families were served. She acknowledged the City of Miami
Gardens Police Department for its joint effort in this regard. The North Dade Youth & Family
Services works very close with Miami -Dade County Public Schools, as well as the Department
of Juvenile Justice and Juvenile Services.
(G) PUBLIC COMMENTS
Mary McCoy, 2341 NW 2081h Street, Miami Gardens, Florida, appeared before the City
Council to express concern with the conditions at Bennett Lifter Park. She thanked
Councilwoman Davis for all that she does for the community. She further thanked Councilman
Harris for stopping by the Back to School event. Councilwoman Davis was presented with
flowers as a token of appreciation for her outstanding support.
Almeater Parker, 20911 NW 30 Court, Miami Gardens, Florida, appeared before the
City Council representing the Elderly Affairs Advisory Committee. She shared the Committee
would like to host fund raising initiatives to assist with the cost associated with the Elder's Event
scheduled in Tallahassee. The 2016 event will take place in January instead of April therefore
fundraising efforts are essential to cover certain costs. The Committee is asking for the
Council's permission to host a teen dance.
Mayor Gilbert asked for clarification as to why the committee was coming before the
Council.
Clerk Taylor explained the Committee wants to sell tickets at the door. The Committee
was told the only entities that could collect money at the Betty T. Ferguson Recreation Complex
were not -for -profits. The Committee is here tonight to seek Council's approval to collect funds
during the event.
Mayor Gilbert said if this is a policy, the City Manager should take care of this matter.
Brenda Harper, President of Riverview Neighborhood Crime Watch, 3266 NW 203`d
Street, Miami Gardens, Florida, appeared before the City Council to thank Mayor Gilbert and the
City Council for the generous donation. Some of the funds were used to restore signage as well
as the adoption of a street. On September 29° 2015, from 6-8 p.m., Riverview Neighborhood
Crime Watch will host its third anniversary at the Betty T. Ferguson Recreation Complex. Ms.
Harper thanked Councilwoman Odom for her tremendous support.
Mary Jenkins, 18831 NW 43`d Avenue, Miami Gardens, Florida, appeared before the City
Council to express concern with the broken sidewalks in her area. She shared that she had

spoken with Tom Ruiz, Public Works Director who'd indicated that he would take care of this
matter.

Councilman Williams said this ordinance would give the police department the authority
to address certain activities as it relates to birds. The passage of this ordinance would not hinder
future economic development in the City of Miami Gardens.

Mayor Gilbert indicated that he wanted the proposed bidders to make presentation before
the Council.
A representative from Florida Municipal Insurance Trust appeared before the City
Council and stated (FMIT) has serviced the City of Miami Gardens since its inception. He said
he wanted the Council to consider the out of pocket cost, which is not applicable with his

company.
Mayor Gilbert said one of the things the Council has talked about is diversity.
Mark Montgomery appeared before the City Council and shared that his company
worked very diligent with city staff to provide two competitive insurance quotes from FMIT
and Preferred Government Insurance Trust. The current situation is that Florida Municipal
Insurance Trust has been recommended by staff. Florida Municipal Insurance Trust has been
afforded an opportunity to lower their price, with a two year guarantee. This reduced price was
sent to staff earlier today.
Councilman Williams asked whether it was customary to change the figures at the last
minute.
Mayor Gilbert said the figures were changes this afternoon. He commented there must
be a reason for that.
Craig Clay, Assistant City Manager appeared before the City Council to expound on this
matter. He said the first quoted was listed under the rider. Those quotes were changed once a
lawsuit was settled. Under the FMIT quote credits were given for a drug free work safety
program, a retirement program.
Councilman Williams asked whether the Council had to make a decision on this item
tonight.
Assistant City Manager Clay in response to Councilman Williams' inquiry said yes
because of the fiscal year.
Councilman Williams said he felt uncomfortable with the reduced quote being provided
at the last minute.
Councilman Ighodaro said it is encouraging to see that at least one of the proposed firms
is consistent with the City's procurement policy.
Mayor Gilbert said initially his concern was the diversity of the firm that represents the
City. He said understanding diversity in a lot of ways helps to understand the community. He
stated his preference would be to amend the item to insert Preferred Governmental Insurance
Trust.

Motion offered by Councilman Williams, seconded by
Councilman Ighodaro to amend the resolution to authorize a renewal of the agreement with the
Preferred Governmental Insurance Trust for worker's compensation, general liability, property/casualty
and automobile insurance for fiscal year 2015/2016.

MOVE THE PROCEEDS OF THE SIXTY MILLION DOLLAR BOND
FOR PARK IMPROVEMENTS AND CRIME PREVENTION, FROM
WELLS FARGO AND TO INVEST THEM WITH ANOTHER
FINANCIAL INSTITUTION; PROVIDING FOR ADOPTION OF
REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE.

Mayor Gilbert passed the gavel to Vice Mayor Robinson before stating this is the bond
item. He shared that he has been present at many meetings relating to lawsuits, which this
Council has authorized the City Attorney to file against big banks that issued bad loans. Those
loans placed the properties into foreclosure. Properties that go into foreclosure decrease property
value. The City bore the brunt of those bad loans because property taxes had to be raised. The
Council and residents wanted to improve its community by getting a 60 Million Dollar
Obligation Bond. The City got the 60 Million Dollar Obligation Bond so that it could improve
the parts that were created by the bad loan instruments that were issued. The City then gave one
of the banks it was suing the money to invest. He said there are other investment banks out
there that can do a good investment job for the city.
Motion offered by Mayor Gilbert, seconded by Councilman Harris and Ighodaro to adopt
this item.
Councilman Williams opined this is one of the best motions that have come through this
Council. The Council needs to continue to send the message to the business community that

they are going to respect us just like they do other communities.
There being no other discussion, the motion to adopt passed and carried by a unanimous
vote of the members present.

Petula Burks City of Miami Gardens Public Affairs Director appeared before the City
Council to expound on the Dolphin Day event taking place, Friday, September 251' from 9:00-
11:00 AM.
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Williams thanked Tom Ruiz and Parvin Neloms for their support during the
tour at the Botanical Garden. He said he has a major issue with the time frame for the agenda
items.
Mayor Gilbert said there rules that can be enforced. However there are times when items
have to come before the Council. He said that Councilman Williams can bring an item forward.
Councilwoman Davis reminded everyone about the Wine and Food Experience Event
scheduled for Saturday, November 14, 2015.
Councilwoman Odom provided a special thanks to Parvin Neloms and the staff of the
Parks and Recreation Department for its assistance during the AIDS Awareness event.
Councilman Harris announced this Friday, September 25, 2015 marks the National Day
of Remembrance for Murdered Victims. A memorial celebration will take place between the
hours of 6-8 p.m., at Betty T. Ferguson Center. On Saturday, October 3, 2015, from 11-1:00
PM, at St. Timothy's 4400 NW 183`d Street, Miami Gardens, there will be a presentation for
Immigration Law.
Vice Mayor Robinson announced that the Month of October is Breast Cancer Awareness

Month. The City of Miami Gardens will be painting the City Pink. She shared that a walk and
health fair is scheduled for Saturday, October 3' 2015. A mobile unit from Memorial will be
available to provide free mammograms for the uninsured. A registration is required for this free
service. Flyers outlining the various activities are available in the lobby area.
Councilman Williams acknowledged Lindell Miller, the City of Miami Gardens'
Purchasing Agent for doing a wonderful job.
Mayor Gilbert shared that when residents call with concerns about the various parks he
actually meets those residents at the park. A walk through of the park is conduct at that time,
with staff. A status of where the City is with the renovation plans for that park is provided.
Issues like park lighting and cleanliness are things that can be addressed right now. He said
that residents did not have to wait to come before a Council meeting to express their concerns or
get an answer.
Mayor Gilbert broached the subject of the insurance item and the investment of the bond
funds and said part of the strength of being a city is that we have community values. He opined
when we are spending money as a city, the recipient of those dollars have to be responsive to
the City. The City is going to do an extraordinary job of exercising our community collective
financial strengths.
Mayor Gilbert shared one of the items on tonight's agenda related to creating a Yellow
Pages for local businesses. The Small Business Development item will provide consulting
services to ensure that small business are organized correctly, as well as give advice on business
planning.
