SPECIAL CITY COUNCIL MINUTES
SEPTEMBER 8, 2015
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in Special Session, Tuesday,
September 8, 2015, beginning at 5:01 p.m., in the City Council Chambers, 18605 NW 27"' Avenue,
Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Felicia Robinson and Council members: Lisa C. Davis, Lillie Q. Odom, Rodney Harris,
David Williams Jr., and Dr. Erhabor Ighodaro.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K. Dickens
and City Clerk Ronetta Taylor.

(D) RESOLUTION(S)/PUBLIC HEARING
Mayor Gilbert announced "This is the first of two public hearings for the adoption of the
operating millage rate, the voted debt service millage rate, and budget for the City of Miami
Gardens for Fiscal Year 2015-2016."
Clerk Taylor read the title of the resolution into the record.
RESOLUTION NO. 2015-133-2330
D-1) A RESOLUTION OF THE CITY OF MIAMI GARDENS,
FLORIDA, ADOPTING A PROPOSED MILLAGE RATE AT A
PUBLIC HEARING TO BE LEVIED FOR THE FISCAL YEAR
COMMENCING OCTOBER 1, 2015, THROUGH SEPTEMBER 30,
2016 FOR OPERATING PURPOSES; ESTABLISHING THE
ROLLBACK RATE; ESTABLISHING THE DEBT MILLAGE
RATE APPROVED BY THE ELECTORATE; SETTING A DATE
AND TIME FOR A FINAL PUBLIC HEARING TO ADOPT THE
FINAL MILLAGE RATE; PROVIDING FOR DIRECTIONS TO
THE CITY CLERK; AND PROVIDING FOR AN EFFECTIVE
DATE (SPONSORED BY THE CITY MANAGER)
After the title was read into the record Mayor Gilbert stated, "The proposed Millage Rate
for the City for Fiscal Year 2015-2016 is 6.9363, which is 9.69% over the Roll -back rate, and the

voted debt service millage rate is 1.2398. The aggregated millage rate for Fiscal Year 2015-2016
is 8.1761."
Manager Benson outlined the proposed operating millage rate and the voted debt service
millage rate.
Mayor Gilbert opened the floor for this public hearing. After there were no interested
parties to speak on this item, the public hearing closed.
Motion offered Councilman Williams, seconded by Councilwoman Davis to adopt the
Proposed Millage Rate.
There was no discussion by the Council.
Motion offered by Councilman Ighodaro, seconded by Councilman Williams to defer the
adoption of the proposed millage rate until after discussion on the Budget Ordinance.
There being no discussion, the motion to defer this item until after discussion on the
Budget Ordinance passed and carried by a unanimous vote of the members present.
After discussion on the Budget Ordinance and a motion to recall the Millage Rate
Resolution was taken.
There being no other discussion on the Millage Rate Resolution the motion to adopt
passed and carried by a vote.

After the millage resolution was adopted, a motion was offered by Councilman Williams,
seconded by Councilwoman Davis to recall the Budget Ordinance for adoption.
(E) ORDINANCE(S) FOR FIRST READING/PUBLIC HEARING:
E-1) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, APPROVING AND ADOPTING
THE CITY'S BUDGET FOR THE 2015-2016 FISCAL YEAR;
PROVIDING FOR THE EXPENDITURE OF FUNDS;
AUTHORIZING THE CITY MANAGER TO TAKE CERTAIN
ACTIONS; PROVIDING FOR CARRYOVER OF FUNDS;
PROVIDING FOR INTERFUND TRANSFERS; PROVIDING FOR
AUTOMATIC AMENDMENT; PROVIDING FOR ADOPTION OF
September 8, 2015 Special City Council Minutes Page 2
REPRESENTATIONS; REPEALING ALL ORDINANCES IN
CONFLICT; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY
THE CITY MANAGER)
Manager Benson provided a memorandum to the City Council, which details all potential
adjustments identified since the submittal of the Proposed Budget on July 22, 2015. The total
amount of expenditure adjustments related to the General Fund is an increase in expenditures of
$60,179.00. A copy of this memorandum is attached hereto and made a part of the official record as
Exhibit "A".
Mayor Gilbert opened the floor for this public hearing. After there were no interested
parties to speak on this item, the public hearing closed.
Motion offered by Councilman Williams, seconded by Councilman Harris to adopt the
budget ordinance for FY 2015-2016.
Mayor Gilbert shared that the Mayor's Office is the Executive Branch of the Legislative
Body as such the supervision of the Mayor's staff is better suited under the Office of the City
Manager instead of the Office of the City Clerk. The funds for the staffing of the Office of the
Mayor will be allocated under the City Manager's budget. However this does not involve the
Council's staff. That staff will remain under the Office of the City Clerk.
There being no discussion, Mayor Gilbert asked for a motion to defer this item until the vote
of the millage resolution.
Motion offered by Councilman Williams, seconded by Councilman Harris to defer this item
until after the adoption of the millage resolution.
There being no discussion on the deferral, the motion passed and carried by a unanimous
vote of the members present.
Motion offered by Councilman Williams, seconded by Councilwoman Odom to recall the
Millage Resolution.
There being no discussion on the recall of the Millage Resolution, the motion passed and
carried by a unanimous vote of the members present.
After the adoption of the Millage Resolution and recall of the Budget Ordinance the motion
to adopt the budget ordinance on first reading passed and carried by a 7-0 vote.

Mayor Gilbert stated, "The next public hearing will be held on September 23, 2015 at 6:00
P.M., in the City Council Chambers, at that time we will consider the fmal millage rate and budget
for Fiscal Year 2015/2016.
(F) ADJOURNMENT.
There being no further business to come before this Body and upon a motion being duly
made the meeting adjourned at 5:10 p.m.
