(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, May 13 2015, beginning at 7:00 PM, in the City Hall, City Council Chambers,
18605 NW 27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Felicia Robinson and Council members: Lisa C. Davis, Lillie Q. Odom, Rodney Harris,
David Williams Jr., and Dr. Erhabor Ighodaro.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

D-1) Regular City Council Minutes — April 22, 2015
Motion offered by Councilman Williams, seconded by Councilwomen Davis and Odom
to approve the minutes, with the necessary corrections if any.
Mayor Gilbert, Council members, staff and audience wished Councilwoman Odom a
"Happy Birthday".
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Items K-2 and K-7 were pulled from the Consent Agenda by Councilwoman Odom
Item L-1 was withdrawn from the official agenda by City Manager Benson
The following item was added to the official agenda as Item K-13 "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, SUPPORTING THE SOUTHERN CHRISTIAN
LEADERSHIP CONFERENCE (SCLC) IN EFFORTS TO EDUCATE YOUTH
AND ADULTS IN THE AREA OF PERSONAL RESPONSIBILITY,
LEADERSHIP POTENTIAL AND COMMUNITY SERVICE; AUTHORIZING
A SPONSORSHIP OF THE EVENT IN THE AMOUNT FIVE THOUSAND

Motion offered by Councilman Williams, seconded by Councilwoman Davis to approve
the official agenda with the necessary changes. This motion passed and carried by a unanimous
voice vote.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Councilwoman Lisa C. Davis — Mother's Day Honorees
Councilwoman Davis bestowed recognition upon the following individuals: Former
County Commissioner Betty T. Ferguson; Karen Tynes, Chair of the Miami Gardens
Commission For Women; Linda Holloway, President of the Miami Gardens Super Soul
Steppers; Patsy Green, Member of the City of Miami Gardens Commission For Women and Ms.
Alice N. Kelley, President of the Clover Leaf Royals. Ms. Kelley was also recognized as
"Mother of the Year".
F-2) Councilman David Williams Jr. — Recognitions
Councilman Williams recognized the following City of Miami Gardens employees who
provided invaluable service during a fundraising event held on April 25, 2015: Nyeisha Rainey,
Interim Community Center Manager/Recreation Aide II; Tangela Lynch, Recreational
Supervisor; Gillespie Brown, Recreational Aide; Robert Smith, Recreational Supervisor; Arie
Reynolds, Recreational Aide II, and Hilary Marshall, Assistant to the Council.
F-3) Proclamation —National Public Works Week— May 18-22,2015
Mayor Gilbert presented the City of Miami Gardens Public Works Department with a
Proclamation proclaiming May 18-22, 2015, as National Public Works Week in the City of
Miami Gardens.
(G) PUBLIC COMMENTS
Chris Smith, 19940 NW 29th Court, Miami Gardens, Florida, appeared before the City
Council to ask about the status of reviewing whether it was feasible to have body cameras for
Miami Gardens' police officers.
Mayor Gilbert in response to Mr. Smith's inquiry said administration is looking into this
practice. He shared there are some issues that might be very difficult to navigate due to privacy
concerns.
Sardeborah Wright, appeared before the City Council to express concern that there is no
policing of handicapped parking in certain areas in Miami Gardens (Winn Dixie; CVS
Pharmacy, etc.). She stated the enforcement of handicapped parking provides a source of
revenue for the City of Miami Gardens.
Mayor Gilbert asked Ms. Wright to speak with Assistant Chief Lewers about her
concerns.

Michael Young, 3845 NW 186' Street, Miami Gardens, Florida, appeared before the
City Council to express concern with code enforcement liens on his property. He said he has
been trying to get this matter taken care of through Code Enforcement with no results. He said
he also tried contacting the elected officials in an effort to get this matter resolved.
Mayor Gilbert said he did not know the circumstances involved but would be willing to
meet with Mr. Young in an effort to resolve the matter. He said it will really depend on whether
the property is homestead verses non -homestead.
Isiah Thomas appeared before the City Council on behalf of the Dream Defenders in
support of hiring Antonio Brooklen as the new Chief of Police.
Linda Holloway appeared before the City Council to make a brief presentation
recognizing Councilwoman Lisa C. Davis for exemplary community service. Councilwoman
Davis was presented with a beautiful floral arrangement.
Betty T. Ferguson appeared before the City Council and shared that she did not sign in to
speak on behalf of UP -PAC because her comments tonight involve many people in the
community. She emphasized that perception in the political arena is reality. There is a lot of
concern in the community about a new police chief and how that person will be selected and the
background of that individual. She asked that no police chief be hired with known baggage.
This community deserves better.
Pat Wright appeared before the City Council to express concern with Item K-4,
sponsored by Vice Mayor Robinson. She said there are other schools and teachers besides
Miami Carol Middle and Miami Carol City High Schools where Vice Mayor Robinson is
employed. She asked whether this was a conflict of interest. She opined that all teachers need to
be appreciated.
Mayor Gilbert in response to Ms. Wright's concern shared just like the Mother's Day
honorees there was a group of outstanding mothers and the Councilwoman decided to
acknowledge them. We cannot recognize all the people all the time. Council members have the
option of picking great mothers, great teachers and great schools. He conveyed appreciation for
Ms. Wright's comments.

RESOLUTION NO. 2015-77-2274
J-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, CO -DESIGNATING NW 167TH
TERRACE FROM NW 29TH AVENUE TO NW 32ND AVENUE AS
"EMMANUEL BOULEVARD"; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE. (COUNCILMAN ERHABOR IGHODARO)
Mayor Gilbert opened the floor for this public hearing.
Francis Ragoo appeared before the City Council to caution setting precedence. He
conveyed his opposition to this request.
Pat Wright appeared before the City Council in opposition to this request.
Ilena Rivera a representative of the church appeared before the City Council to solicit
passage of this resolution. She highlighted many of the services this church, which has been in
the community for over 48 years, offers.
John Marlow a representative of the church appeared before the City Council to further
expound on the services offered to young people by the church.
After there were no other interested parties to speak on this item, the public hearing
closed.
Motion offered by Councilman Harris, seconded by Councilwoman Odom to adopt this
item.
Councilwoman Davis cautioned setting precedence. She conveyed appreciation of the
many years of community service this particular church has provided.
Councilman Ighodaro shared that he has been a long-time member of Mt. Zion A.M.E.
Church, which is located in Miami Gardens. He stated that he is not bringing an item to name a
street after that church nor the pastor. This is not to undermine anybody, but the city has a
history of co -designating streets after individuals and pastors. He shared his belief that this
church is noteworthy because of the work it has done in this community for 48 years. He said he
did not have a personal preference for bringing this item forward. He opined this item is about
value and merit.
Councilwoman Odom said the item indicates there is a fiscal impact however there is no
mention of about the cost. She asked whether Councilman Ighodaro was asking the city to pay
for the cost of this item, if not where would the funds be coming from.

Councilman Ighodaro in response to Councilwoman Odom said any expense would be
taken care of by the church.
Mayor Gilbert shared he sponsored the ordinance establishing the guidelines for the co -
designation of streets. He conveyed his understanding of Councilwoman Odom's concerns as
well as the comments made by Councilman Ighodaro. He shared that the area of NW 29th
Avenue to NW 32nd Avenue on 167th Terrace is where the church campus is located. He stated
that he will support this item.
At the conclusion of the discussion the motion to adopt passed and carried by a 5-2 vote.

Attorney Dickens clarified this item passed because the requirement for a unanimous vote
only applies when co -designating a street after an individual. In this particular instance all that is
required is a majority vote of the Council.

Councilwoman Odom inquired about a dollar amount associated with this item.
Manager Benson in response to Councilwoman Odom's inquiry said once this item is
adopted his goal is to not only converse with staff but also an outside consultant to put together a
feasible development plan. He explained the city has approximately 3 to 4 acres behind City
Hall, which has been identified as a potential site for this development.
Councilwoman Davis asked whether money will be taken from the General Fund to fund
this project or would other funds be identified.
Manager Benson in response to Councilwoman Davis' inquiry shared his goal is to
identify revenues from wherever he can then bring those funding recommendations back to
Council. He conveyed anticipation of bringing back a partnership item for Council's approval,
as well.

item.
There being no further discussion, the motion to adopt passed and carried by a unanimous
voice vote.
RESOLUTION NO. 2015-90-2287
K-7) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY TO
PARTNER WITH THE EDO ASSOCIATION OF FLORIDA, INC.,
TO HOST A FOURTH OF JULY EVENT IN THE CITY OF MIAMI

Councilwoman Odom asked whether there is a fiscal impact on the city.
Councilman Ighodaro in response to Councilwoman Odom's inquiry said there is no
fiscal impact due to outside contributions.

item.

(P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK
Clerk Taylor announced effective June 1St, that the hours of operation for passport
services being offered by the Office of the City Clerk will change from four days a week to three
days of the week (Monday, Thursday and Friday).
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Williams shared that people outside the City of Miami Gardens are watching
the positive things taking place here. He shared that FIU visited the city's Botanical Garden.
Councilwoman Davis acknowledged her daughter Shamise Dents on the occasion of her
graduation with honors. She further thanked Elsa Thompson, Assistant to the Clerk for her
invaluable assistance with the Mother's Day presentation. She thanked the Ronetta Taylor, City
Clerk for her assistance as well. She shared that she sponsored a resolution encouraging the
State of Florida Legislature to support Medicaid Expansion. This initiative is important for all
residents in the State of Florida. She encouraged individuals to speak with their state
representative about this initiative.
Councilwoman Odom shared on last week two individuals age 101 and 102 were honored
for Mother's Day. The event took place on National Day of Prayer, with Reverend Baskin
stopping by and spending time with the honorees.
Revered Nettie Davis was afforded an opportunity to provide a report on an HIV/AIDS
event coming up; September 18, 2015, Aging and HIV/AIDS Awareness Day and December 1,
2015 World's AIDS Day. She presented the Council members with a Newsletter as well.
Councilman Harris shared we have some great partnerships that are about to take place in
Miami Gardens. He said the Rolling Crest Lake group has really stepped up to the plate
tremendously. There is also a group of people working with Harvard University to establish
some things here in the City of Miami Gardens. He said he would be providing a more
comprehensive report at a later date.
Councilman Ighodaro shared that on last week he had the pleasure of hosting another one
of his Uni'Tea events. The residents from the Bunche Park area showed up for that meeting. He
further thanked Councilmen Harris and Williams for their participation, as well as city of Miami
Gardens' staff. He thanked the residents for their input and as a result of that meeting he will be
bringing back an item for the Council's consideration to address the residents' concern. He
further announced that a Haitian Flag Day event will take place, Monday, May 18th from 12 -
2:OOPM.
Vice Mayor Robinson responded to comments made about the Teacher Appreciation
Event she sponsored. She shared that she is an educator and those teachers honored are within
her district. She further shared that others did benefit as well. She announced that her Meet Me

on Monday Meetings are scheduled for the second Monday of each month at Carol City Park.
The public is invited to attend.
Mayor Gilbert announced the Mayor's State of the City Address is scheduled for
Tuesday, May 19, 2015, starting at 6:30 p.m., at the City Hall, Court Yard. The public is invited
to attend.
