HomeMy WebLinkAbout07.08.2015 - City Council MinutesCITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES JULY 89 2015 (A) CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday, July 8, 2015, beginning at 7:00 p.m., at City Hall in the City Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert and Vice Mayor Felicia Robinson, and Council members: Lisa C. Davis, Rodney Harris, Lillie Q. Odom and David Williams Jr. Councilman Erhabor Ighodaro was out of town. Motion offered by Mayor Gilbert, seconded by Councilwoman Davis to excuse Councilman Ighodaro's absence. This motion passed and carried by a unanimous vote of the Council members present. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Delivered by Mayor Gilbert (C) PLEDGE OF ALLEGIANCE Recited in unison (D) APPROVAL OF MINUTES D-1) Regular City Council Minutes — June 24, 2015 Motion offered by Councilman Williams, seconded by Councilman Harris to approve the minutes, with necessary corrections, if necessary. There being no discussion, the motion to approve the minutes passed and carried by a unanimous vote of the members present. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) The following items were added to the official agenda as follows: Item K-5 "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING A PARTNERSHIP WITH CHAMPION LEARNING, INC., TO CONDUCT THE MAYOR'S EARLY START READING PROGRAM (MESPRP) DURING THE SUMMER OF 2015; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE (SPONSORED BY MAYOR OLIVER GILBERT) Item K-6 "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI Regular City Council Minutes July 8, 2015 Page 1 GARDENS, FLORIDA, SUPPORTING THE CITY OF MIAMI GARDENS BACK TO SCHOOL DRIVE EVENT; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE (SPONSORED BY VICE MAYOR FELICIA ROBINSON) Motion offered by Councilman Williams, seconded by Councilman Harris to adopt the official agenda with the necessary additions/deletions. There being no discussion, the motion to adopt the agenda with the necessary additions passed and carried by a unanimous voice vote of the members present. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Councilwoman Lillie Q. Odom - Amari Aliyah Thompson, Ambassador of Troop 347 -Service Unit 44 Councilwoman Odom presented a Commendation to Ms. Amari Aliyah Thompson for her outstanding service and commitment by creating a project that focused on improving the quality of life for Citizens living in the village of Ouanaminthe in Haiti, as the majority does not have access to basic needs items. (G) PUBLIC COMMENTS Mary McCoy, 2341 NW 2081h Street, Miami Gardens, Florida, appeared before the City Council in opposition to a city-wide back to school event. She opined this event would not be good for the Lake Lucerne area. She conveyed belief that is better for each community to host its own event. She credited Councilwoman Davis for the success of the Lake Lucerne area. She said this is a good idea but not for Lake Lucerne. William J. Warren, 17020 NW 16th Avenue, Miami Gardens, Florida, appeared before the City Council to shared that come of his colleagues as well as business owners have joined together to assist with the Miami Gardens city-wide back to school event. Tania Reynolds, P.O. Box 367431 Weston, Florida, 33326, appeared before the City Council on behalf of the KAPOW Program. She thanked Councilwoman Odom for her assistance as well as local business partners. Councilwoman Odom accepted a plaque on behalf of the City for its commitment to excellence in education. Reverend Nettie B. Davis, 27530 NW 27th Court, Miami Gardens, Florida, appeared before the City Council to share that the National HIV/AIDS and Aging Awareness will sponsor an event at the Betty T. Ferguson Recreation Center, September 11, 2015, from 10:00 AM to 2:00 PM. Attorney Rob Collins will be the guest speaker to talk about housing needs for individuals living with HIV/AIDS. Traveese Harbin, 4251 NW 198th Terrace, Miami Gardens, Florida, appeared before the City Council in opposition to a mandate by the City of Miami Gardens that she paint the outside wall on 199th Street. Regular City Council Minutes July 8, 2015 Page 2 Mayor Gilbert informed Ms. Harbin that the City Manager would speak with her after the City Council meeting about her concerns. James Mungin II, 1860 NW 86th Terrace, Miami, Florida, appeared before the City Council to thank the City of Miami Gardens and its police department for its support for an event that started in Liberty City and ended in the City of Miami Gardens. Antonio Cape, 20785 NW 22nd Avenue, Miami Gardens, Florida, appeared before the City Council to expound on the Solution Team Event, which the City of Miami Gardens police department supported. He said another event would be planned for three months from now. Ulysses Harvard, 1693 NW 193rd Street, Miami Gardens, Florida, appeared before the City Council to get directions. He stated that he had submitted several public records request through the Office of the City Clerk. He said he has not received a response as it relates to the requests. The City Clerk did respond saying that she had forwarded the information to the applicable department. Mayor Gilbert advised Mr. Harvard that the Florida Statutes provides for a reasonable time to respond to public records request. The statutes also provide for the requestor to file a Chapter 119 complaint if that requestor deems reasonable response time was not complied with. Janice Coakley, 19681 NW 33rd Avenue, Miami Gardens, Florida, appeared before the City Council to thank Councilwoman Odom and Councilman Harris for their support of the Girl Scouts. She further asked what entity has jurisdiction of the outside wall along 199th Street. She volunteered the Girl Scout Troops for community projects, if the wall was part of the City's jurisdiction. (H) ORDINANCE(S) FOR FIRST READING: None (I) ORDINANCE(S) FOR SECOND READING/PUBLIC HEARING(S) None (J) RESOLUTION(S)/PUBLIC HEARING(S) RESOLUTION NO. 2015-112-2309 J-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT TENTH PROGRAM YEAR ACTION PLAN, ATTACHED HERETO AS EXHIBIT "A"; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY THE CITY MANAGER) Mayor Gilbert opened the floor for the public hearing. Laurin Yoder, Community Development Director appeared before the City Council to expound on this item. This year, starting October 1St, the City will be receiving $1,000,644.00, for the Community Development Program. item. Mayor Gilbert asked, what did we spend on public services last year. Ms. Yoder in response to Mayor Gilbert's inquiry stated, "$900,149.00". Regular City Council Minutes July 8, 2015 Page 5 (L) RESOLUTIONS) None QUASI-JUDICIAL ZONING HEARINGS: (M) ORDINANCES ON FOR FIRST READING(S): None (N) ORDINANCES ON FOR SECOND READING/PUBLIC HEARING(S) None (0) RESOLUTION(S)/PUBLIC HEARING(S) None (P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK Manager Benson thanked Parvin Neloms, Director of the City of Miami Gardens Parks and Recreation Department for an outstanding 4th of July event. He further shared there has been some discussion about Career Source; funding has been identified and that project is ready to move forward. Mayor Gilbert shared additional funding is also being provided from County Commissioner Barbara Jordan's office. The Betty T. Ferguson Recreation Complex will be utilized as a recruitment site for this project. (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman Williams referenced an article in the Miami Herald that identified only eleven (11) municipalities with a higher real estate value than the City of Miami Gardens. He said this is a story that the city needs to continue to tell and spread. Councilwoman Davis thanked Manager Benson for continuing to work for the City of Miami Gardens and the City Council. Councilman Harris announced that he is sponsoring a Food Truck Explosion, Friday, July 17, 2015, at Rolling Oaks Park from 5:30 — 9:00 PM. The public is invited to attend this event, and bring their lounge chairs because a movie will also be shown in the park. Mayor Gilbert shared that Miami -Dade County adopted an ordinance allowing officers to issue a $100.00 fine to individuals found with marijuana. He opined this is an interesting ordinance, which needs to be reviewed for its impact on the city. He further stated that the 4th of July event was outstanding. The residents enjoyed it tremendously and cannot stop talking about it. He conveyed his anticipation of next year's event.
