HomeMy WebLinkAbout06.08.2016 - City Council MinutesCITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES JUNE 812016 (A) CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday, June 8, 2016, beginning at 7:00 PM, in the City Council Chambers, 18605 NW 27th Avenue, Miami Gardens. Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Felicia Robinson and Council members Lisa C. Davis, Lillie Q. Odom, Rodney Harris, David Williams Jr., and Dr. Erhabor Ighodaro. Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Delivered by Mayor Gilbert (C) PLEDGE OF ALLEGIANCE Recited in unison (D) APPROVAL OF MINUTES D-1) Regular City Council Minutes —May 25, 2016 Motion offered by Councilman Williams, seconded by Councilman Harris to adopt the minutes, with the necessary corrections, if any. There being no discussion, the motion to adopt passed and carried by a unanimous voice vote of the Council. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) The following item was added to the official agenda by Councilwoman Odom, as Item K-6 "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA SUPPORTING COUNCILWOMAN LILLIE Q. ODOM'S STAND AGAINST ELDERLY ABUSE AND TO SUPPORT OF THE ELDERLY AFFAIRS ADVISORY COMMITTEE'S ELDERLY FINANCIAL ABUSE AWARENESS SYMPOSIUM; PROVIDING FOR AN EFFECTIVE DATE". Councilwoman Davis added a Tribute to Father's presentation as Item F-2. Motion offered by Councilman Williams, seconded by Vice Mayor Robinson to approve the Official Agenda, with the necessary additions/changes. There being no discussion, the motion to approve passed and carried by a unanimous June 8, 2016 City Council Minutes Page 1 voice vote of the members present. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Councilwoman Lisa C. Davis — Father's Day Recognition In recognition of Father's Day, Councilwoman Davis presented plaques to Mayor Gilbert, Councilmen Harris, Williams and Ighodaro as well as the City Manager. She also presented plaques to members of the Miami Gardens Police Department. Former Council member Melvin L. Bratton and Phillip Tavernier were also honored. A brief video of Tommy Ford (the designer of the Tommy Tie) wishing the honorees a Happy Father's Day was also shown. F-2) Councilwoman Lisa C. Davis — Philip Tavernier Phillip Tavernier appeared before the City Council to recognize other outstanding fathers in the community. Each was presented with a Certificate of Appreciation. (G) PUBLIC COMMENTS Marlene Arribas, 20630 N. Miami Avenue, Miami Gardens, Florida, appeared before the City Council to express concern with large house parties in residential neighborhoods. She referenced the shooting incident that occurred in her neighborhood, which resulted in the death of a young female. She said there were approximately two (200) hundred vehicles parked in the neighborhood on that particular night. She said residents are very concerned and asked whether something could be done to keep this type of gathering/activity from occurring in a residential neighborhood. Mayor Gilbert in response to Ms. Arribas' concern opined this is a discussion that needs to occur with the city manager's office. Patricia Cole, 2350 NW 187th Street, Miami Gardens, Florida, appeared before the City Council to express concern with the city's Noise Ordinance. She said she recently had a house party for her kids and at approximately 6:00 PM, a police officer came to her home and advised that the music was too loud. She asked for clarification on the city's noise ordinance. Mayor Gilbert advised Ms. Cole that someone would be speaking with her about the noise ordinance. He further explained that she did not have to wait for a City Council meeting to find out about the noise ordinance. All she needed to do was make a telephone call. Furthermore, noise ordinance complaints are usually driven by someone who calls in a complaining. Deborah Saunders, Miami Norland Senior High School Parent Teacher Student Association, 19622 NW 7th Court, Miami Gardens, Florida, appeared before the City Council to present Mayor Gilbert with a plaque for his outstanding support of the Miami Norland students. Mayor Gilbert conveyed his appreciation of this recognition. He shared that computers are provided to college bound students graduating from at Miami Norland, Miami Carol City and June 8, 2016 City Council Minutes Page 2 Miami Northwestern High Schools. FOR A REDUCTION IN THE REAR SETBACK FOR PROPERTY LOCATED AT NW 35TH AVENUE & NW 168TH STREET, MIAMI GARDENS, FLORIDA, MORE PARTICULARLY DESCRIBED ON EXHIBIT "A", ATTACHED HERETO, FROM 50 FEET TO 20 FEET; PROVIDING FOR ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Judith Marsie-Hazen, Development Services director appeared before the City Council to recount the issues involved with this application. The application is for a variance to reduce the rear setback by 30 feet, from the required 50 feet to 20 feet. Motion offered by Councilwoman Davis, seconded by Vice Mayor Robinson to adopt this item. There being no further discussion the motion to adopt passed and carried by a 7-0 vote. Councilman Ighodaro: Yes Councilwoman Odom: Yes Vice Mayor Robinson: Yes Councilman Williams: Yes Councilwoman Davis: Yes Councilman Harris: Yes Mayor Gilbert: Yes (P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK No reports (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Mayor Gilbert announced CPR Classes will start this coming weekend. Classes will be June 8, 2016 City Council Minutes Page 6 held at the Betty T. Ferguson Recreation Center. Also, the ballot language for the stadium item was approved and will be on the August Ballot. Staff will be putting together a plan to educate the electorate about that language. It is important from this perspective because there are a lot of moving parts with this matter; the ballot language, the ordinance, and agreement are things that operate together. If the ballot item fails, everything fails. He further asked the Council to give the city manager the authorization to spend $100,000.00, for the Summer Job Program. Staff will approach CareerSource to match or add more money. The goal is to try to get as many kids off the streets this summer, as possible. Mr. Smith in the Parks Department is working on a partnership that will deal directly with troubled kids. The city might have to do a $50,000.00 match for that partnership with The Children's Trust. Motion offered by Mayor Gilbert to authorize the City Manager to spend funds up to $100,000.00, for the Summer Job Program. This motion was seconded by Commissioner Davis. There being no further discussion the motion passed and carried by a unanimous voice vote of the members present. Mayor Gilbert thanked Councilwoman Davis and the Norland PTSA for the recognition. He then left the meeting at 7:40 PM. Councilman Williams commented on a letter he had provided to the Council, which spotlighted the City of Miami Gardens' Elementary Science and Engineering Fair. He shared his work with this science initiative as well as the work being done with the Botanical Garden will be published. This is a prime example of some of the great things this city is doing. He said the city has to do a better job of getting the word out because a lot of citizens are not aware of the great things being done. Councilwoman Davis wished all the young men Happy Father's Day. She commented that she hoped the Council members remembered the mothers on the Council when Mother's Day is celebrated. She further shared that June is Men's Health Month and encouraged all men to get regular checkups. Councilman Harris announced a football camp will take place, Saturday, June 25, 2016, starting at 9:00 AM. Flyers are available in the lobby area. Registration is on-line. The Food Truck Invasion will take place June 17th, at Rolling Oaks Park from 5:30 PM to 9:00 PM. This is also movie night at the park. Councilman Ighodaro congratulated Councilman Williams for his leadership. He opined the city is being branded by his science initiative. He shared on last Saturday there was a Farm Share/food distribution events at Jesus People Ministries. This was one of the most organized food distribution events he has ever attended. He thanked Mayor Gilbert for stopping by and helping to distribute the food. He thanked Parvin Nelom for his preparation assistance in preparing for an event during the absence of his Council Assistant, Shantelle Smith. The International Music Festival is scheduled for July 23, 2016. Anyone interested in becoming a sponsor or vendor can contact his office. General admission tickets are $25.00, VIP tickets $50.00. Artists will have an opportunity to showcase their talents by competing to win $1,000.00. He further acknowledged Noelle Barnes for her hard work. June 8, 2016 City Council Minutes Page 7 Vice Mayor Robinson announced her Meet Me Monday Meeting takes place every second Monday of the month at Miami Carol City Park. CPR classes will be held during the upcoming meeting. Code Enforcement personnel will also be on hand to answer any questions residents might have. The Center for Child and Family Enrichment, is hosting a Junetenth celebration on June 18th from 11:00 AM — 4:00 PM. She invited the public to come out in support of this community based organization.
